The Contract Change Proposal (CCP) provides the data necessary to propose, control, and approve changes to contractual documents that are not part of a technical baseline. CCPs are not used for making changes to specifications, drawings, or other technical baseline documentation. In the event changes to documents affect both a technical baseline document and a non-technical baseline document, all changes shall be included in an Engineering Change Proposal (ECP).
a. This Data Item Description (DID) contains the format, content, and intended use information for the data product resulting from the specific and discrete task requirement as delineated in the contract.
b. This DID is used on any type contract where a vehicle for contract and processing of non-technical contract changes is needed.
c. This DID supersedes DI-ADMN-81401B.
Preparation Instructions
1Reference documents.The applicable issue of the documents cited herein, including their approval dates and dates of any applicable amendments, notices, and revisions, shall be as specified in the contract.
2Format.The CCP shall be in the contractor's format.
3Content.The CCP shall contain the following:
3.1Control number and date of preparation.A CCP control number shall be assigned. The date of CCP preparation shall also be included.
3.2Title.A descriptive title shall be assigned.
3.3Affected items.Part or parts of the contract that are affected by the proposed changes (e.g., contract data requirements list, statement of work, plan, or contract section) shall be identified. Each affected part(s) of the contract shall be provided in total, and all proposed changes shall be clearly identified and marked within the document.
3.4Statement of justification and alternatives.The reason for change shall be identified. Existing alternatives shall be presented. An impact statement to address the effect of the change shall be included.
3.5Description of proposed change.A detailed description of the proposed change shall be provided.
3.6Schedule.A working schedule for implementation of the CCP, including target date for implementation via contract modification, shall be identified. If conditions exist that make implementation urgent, a brief explanation shall be included.
3.7Estimated cost.The estimated cost (or estimated savings) expected as a result of implementing the change shall be provided. The estimated cost data shall be certified cost or pricing data in accordance with the requirements of Federal Acquisition Regulation (FAR) 15.403, Obtaining certified cost or pricing data, if applicable.
