The Acquisition Strategy Plan (ASP) provides the government with detailed insight into the contractor's plan for procuring the necessary items, data, or services from subcontractors and vendors to meet contract requirements. It describes the comprehensive strategy for the entire acquisition lifecycle. This plan enables government oversight to ensure the acquisition process is efficient, competitive, compliant with regulations (e.g., FAR/DFARS), and effectively manages risk.
Preparation Instructions
2Format:The Acquisition Strategy Plan shall be in the Government, unless specified otherwise in the Contract Data Requirements List (CDRL). In Microsoft Word, New Times Roman, 12 point font.
3Content:The ASP shall detail the contractor's comprehensive approach for managing acquisitions and include the following elements:
3.1Executive Summary:A concise overview of the acquisition need, the proposed strategy, and key business and contractual considerations.
3.2Market Research:A summary of the market research conducted to identify potential sources, assess market capabilities, and determine the commerciality of the required items or services.
3.3Acquisition Approach:A description of the planned acquisition method. This shall include the rationale for the chosen approach (e.g., competitive vs. sole-source), the proposed contract type (e.g., Firm-Fixed-Price, Cost-Plus), and any special contracting considerations.
3.4Source Selection Strategy:The plan for evaluating proposals and selecting a source. This section shall describe the evaluation factors and their relative importance (e.g., technical, price, past performance).
3.5Risk Assessment:An analysis of potential acquisition risks (e.g., schedule delays, cost overruns, technical performance issues) and the corresponding mitigation strategies.
3.6Government Furnished Information/Property (GFI/GFP):A description of any GFI or GFP required to support the acquisition and the plan for managing it.
3.7Acquisition Milestones:A schedule of key acquisition activities and milestones, from the finalization of requirements to contract award and delivery.
