The technical data for prime systems and equipment (PS/E) circuit card assemblies (CCAs) and electronic modules (EMs) provides information to develop Electronics Assembly Troubleshooting Routines (EATR) for testing and identifying faulty CCA/EM components to the lowest replaceable unit.
The technical data for prime systems and equipment (PS/E) circuit card assemblies (CCAs) and electronic modules (EMs) provides the necessary information to develop Electronics Assembly Troubleshooting Routines (EATR) that serve as computerized representations of electronic circuitry and used with specialized Module Test and Repair (MTR) equipment or Advanced Diagnostic Test System (ADTS) to test and identify faulty CCA/EM components to the lowest replaceable unit (LRU). The process is followed with component replacement using the Miniature/Microminiature (2M) electronics repair. The Government will use this data to acquire CCA/EM technical data for the development of EATR and not intended for remanufacturing CCAs/EMs produced by the Original Equipment Manufacturer (OEM) or acquiring equipment manufacturer.
a. OPNAVINST 4700.7N, Maintenance Policy for Navy Ships, chapter 10, paragraph 1002.5 cites the 2M/MTR program as the process for expanding fleet electronics repair and diagnostics capability for CCAs/EMs at all maintenance levels; and paragraph 1003.4 directs Program Executive Offices (PEOs), Direct Program Reporting Managers (DPRMs), and Ship Program Managers (SPMs) to incorporate to the maximum extent possible the use of organizational-level and intermediate-level 2M/MTR in Integrated Logistics Support (ILS) planning, system and ship class maintenance, and training plans. OPNAVINST 4790.13B, Maintenance of Naval Electronic Equipment, paragraph 5.b. extends the application of 2M/MTR processes to all depot-level repairable (DLR) CCAs/EMs and selected consumable CCAs/EMs.
b. The use of technical data for EATR applies in the following circumstances:
- Delay in receipt of replacement CCA/EM impacts a critical/mission essential PS/E LRU.
- Platform deployments require readily available CCAs/EMs using self-sustainment.
- High demand CCAs/EMs are frequently cited in Casualty Reports (CASREPs).
- CCAs/EMs are not coded DLR assets and are impacted by Diminishing Manufacturing Sources and Material Shortages (DMSMS).
- CCAs/EMs without OEM or depot-level support results in deficient Ready for Issue (RFI) inventory, "A" condition assets.
- CCAs/EMs of legacy PS/E having a low mean time between failure (MTBF).
- CCAs/EMs with prolonged lead times in production or procurement.
- CCAs or EMs with an excessive initial requisition or replacement cost.

d. This Data Item Description (DID) contains the format, content, and intended use information for the data deliverable resulting from the work task described in the solicitation.
e. This DID is not applicable for PS/E or ancillary equipment under the cognizance of the Naval Nuclear Propulsion Program (NAVSEA 08) or Strategic Systems Programs (SSP). This DID is not applicable or intended to prompt the submission of classified technical data. The current 2M/MTR processes do not support EATR for classified PS/E or ancillary equipment.
