A Product Base Line Index (PBLI) is a current listing of documentation comprising the authorized configuration identification of an equipment/system being procured, used by the contracting activity for review and evaluation.

Description & Purpose
A Product Base Line Index (PBLI) is a current listing of documentation which comprises the authorized configuration identification of an equipment/system being procured. The principal use is to provide the contracting activity a basis for review and evaluation of the equipment/system being procured.
Application & Interrelationship
This Data Item Description (DID) contains the format and content preparation instructions for the data product generated by the specific and discrete task requirements as delineated in the contract.
Preparation Instructions
10.1Format.The PBLI shall be in the contractor's format.
10.2Content.The Product Base Line Index shall include a cover page that specifies the following: Government-assigned nomenclature; Title of the Document, i.e., Product Base Line Index; Prepared by (preparing company's name); Prepared for (Procuring Activity); Government contract number(s); Identification number of the document; Revision letter of the document and/or date of revision; Page 1 of ___ (last page number). Applicable number shall appear on each page of the PBLI.
10.2.1The list of effective pages shall be identified and include page numbers and the revision letter of each page.
10.2.2The PBLI shall contain a table of contents.It shall identify the section number, title and first page number of each section.
10.2.3The PBLI shall contain an introduction which includes a description of the purpose and an organization of contents.
10.2.4The PBLI shall include a listing of the contractor provided data associated with the equipment/system.The authorized configuration of this data shall be defined by the documents identified in the Product Base Line Index. Each item of contractor provided data identified in this listing shall include the document number, the latest authorized document revision and the document title.
10.3Military specifications.This section shall include a listing of military specifications which define the authorized configuration of the equipment/system. Each entry shall include the revision letter, date and title of the specification.
10.4Contractor specifications.This section shall include a listing of contractor specifications which define the authorized configuration of the equipment/system. Each entry shall include the document number, revision letter and title of the specification.
10.5Government furnished information.This section shall include a listing of government furnished information which define the authorized configuration of the equipment/system. Each entry shall include the document number, revision letter, approved Engineering Change Proposals and the title of the document.
10.6Technical manuals.This section shall include a listing of technical manuals which define the authorized configuration of the equipment/system. Each entry shall include the government number, contractors name/number, revision level, revision date and title of the document.
10.7Contractor drawings.This section shall include a listing of contractor drawings which define the authorized configuration of the equipment/system. Each entry shall include the document number, revision letter, approved Engineering Orders and the title of the document.
