The HEMP System Verification Test Report applies to MIL-STD-3023A, High-Altitude Electromagnetic Pulse (HEMP) Protection for Military Aircraft. DI-EMCS-81847, HEMP Test Report for System Verification Test, is hereby cancelled and superseded by DI-EMCS-81847A. This data item description (DID) contains the format, content, and intended-use information for the data deliverable resulting from the verification test tasks performed in accordance with sections 4.7.3 and 5.7.3 and Appendix D of MIL-STD-3023A.
The purpose of verification-testing the aircraft's HEMP-protection subsystem (HPS) is to demonstrate that the installed protection provides the required HEMP hardness. These tests are performed after the HPS has passed performance testing (in accordance with Appendix C of MIL-STD-3023A) and after the equipment is installed and functioning to determine if the operational system suffers mission-aborting damage or upset due to simulated HEMP excitations. Verification is normally a Government-conducted test and is not part of an aircraft construction contract.
The HEMP System Verification Test Report documents the HPS performance test results, and also describes the test-execution, data-recording and analysis, inspection, and reporting procedures used by the contractor to assess and document these results. This report includes a discussion of recommended corrective actions, if needed. The report provides the means for the Government to evaluate and certify the HPS' performance results, in that the report demonstrates the HPS' compliance with respect to MIL-STD-3023A's verification test pass and fail requirements. The Department of Defense's HEMP certification authority requires that a documented HEMP system verification test report be submitted as part of a HEMP certification request package for an aircraft.
If a portion of the HPS' components has already been tested by a previous test program, then the documentation of those previous tests, including reports and test data, shall be attached as an appendix to the HEMP System Verification Test Report. Final data from the report is applied to subsequent re-verification planning and testing efforts, and is applied to the High-Altitude EMP (HEMP) Hardness Maintenance and Hardness Surveillance (HM/HS) Plan (DID DI-EMCS-81855A).
This DID supersedes DI-EMCS-81847.
Preparation Instructions
1Reference documents.The applicable issue of the documents cited herein, including their approval dates and any applicable amendments, notices, and revisions, shall be as specified in the contract. The HEMP System Verification Test Report's classification shall be in accordance with any relevant aircraft- or system-specific classification guides and also the Defense Threat Reduction Agency (DTRA) Security Classification Guide for DoD Electromagnetic Pulse (EMP) Programs and Activities. (DTRA's security classification guide is available by mail request to ATTN: RD-NTSA, Defense Threat Reduction Agency, 8725 John J. Kingman Road, MSC 6201, Fort Belvoir, VA 22060-6201.)
2Format.Contractor format is acceptable except for the electronic data file format, which is specified in 3.3 below.
3Content.The HEMP System Verification Test Report shall document the test execution, data recording, analysis, inspection, and reporting procedures used to comply with section 5.7.3 and Appendix D of MIL-STD-3023A, including: a. Active system testing (AST) b. Passive system testing (PST) c. Internal direct drive testing (DDT) d. External direct drive testing (DDT) In addition to the written test report, the data obtained from the testing shall be presented electronically in comma-separated values (CSV) format. The test report shall document instrumentation, calibration, and processing procedures associated to this data. The electronic data format and guidance for locating specific data within this format shall be described in the written test report. A short summary of key facts and assumptions in the main text, with large amounts of supporting data in appendices, is encouraged.
3.1Administrative data.The HEMP System Verification Test Report shall contain an administrative section covering the following:
3.1.1Contract number, contract data requirements list (CDRL) number, and date
3.1.2Authentication and certification by a qualified representative of the procuring activity for the test report
3.2Summary information.The HEMP System Verification Test Report shall summarize the following:
3.2.1Introduction, including:
3.2.1.1General objectives of the verification test
3.2.1.2A general description of the HPS' topology that was tested
3.2.1.3A statement of any assumptions or limitations associated with the verification testing
3.2.1.4A summary of the verification test's pass and fail requirements per MIL-STD-3023A
3.2.1.5A specific statement of whether or not the HPS passes all requirements, and a summary listing of any requirements that were not passed
3.2.2Scope.A general description of the overall test-requirements matrix that was used to verify the HPS' compliance with MIL-STD-3023A's performance requirements, and an associated listing of the test results. Also, a description of the relative roles of tests, inspections, and analyses shall be provided. The following topics shall be included:
3.2.2.1Synopsis of the AST, PST, internal DDT, and external DDT procedures performed (as applicable), and references to detailed procedures
3.2.2.2Pass or failure performance results with respect to all requirements
3.2.2.3Anticipated impact of any failures
3.2.2.4Recommendations to resolve any failures
3.2.2.5Lessons learned for the HPS' hardness and testability
3.2.3Methods of verification.A general description of the procedures that were used to verify the HPS' compliance with each verification test performance requirement as listed in 3.3 below.
3.2.4Engineering factors.Any important engineering factors affecting the verification test procedures, such as: physical accessibility constraints of the aircraft system's topology, resource limitations, safety and security protocols, and precedent reports.
3.3Detailed information.The overall HEMP System Verification Test Report shall include the specific results of the AST, PST, internal DDT, and external DDT execution, as well as describe in detail the test procedures and the associated test equipment. The HEMP System Verification Test Report shall be prepared, as applicable, in four portions: one each for the AST, PST, internal DDT, and external DDT execution. These portions shall be detailed in four separate sections of the overall HEMP System Verification Test Report.
3.3.1The overall test report.The HEMP System Verification Test Report shall include four separate subsections describing, respectively, the results of the AST, PST, internal DDT, and external DDT test execution. The main portion of the test report shall contain the following detailed information:
3.3.1.1An identification of the aircraft that was tested, including tail number, photographs, figures, or diagrams
3.3.1.2A physical and functional description of the aircraft
3.3.1.3The location of the aircraft during its testing
3.3.1.4Identification of the test team organizations and personnel, and of the Government organizations and witnesses that were present
3.3.1.5Identification of the test team personnel and of the Government witnesses that were present
3.3.1.6A description of the HPS' topology, including a description of each HEMP protection measure and drawings showing the locations of the following items:
3.3.1.6.1all points of entry (POEs) and penetration protective devices (PPDs) of each electromagnetic (EM) barrier
3.3.1.6.2equipment layouts inside each EM barrier
3.3.1.6.3the installation of mission critical systems (MCS) outside of any EM barrier and their associated special protective measures (SPMs)
3.3.1.6.4cable interconnections external to each EM barrier
3.3.1.7Descriptions of the data acquisition equipment, including: the manufacturer, model, and serial numbers of each equipment item, detailed calibration procedures for the equipment, calibration-traceability documentation, and a layout showing the interconnectivity of the overall data acquisition instrumentation system
3.3.1.8Descriptions of the test procedures, including system, subsystem, and circuit configuration requirements; equipment operating states, test configuration diagrams; test point locations and descriptions; and functional monitoring provisions
3.3.1.9Descriptions of methods for measuring noise (instrument inherent and local or ambient)
3.3.1.10Descriptions of the models, techniques, and tools used for preliminary analyses and predictions, and their specific application to the specific aircraft that was tested
3.3.1.11Descriptions of the methods that were applied to quantify and evaluate any failures of the HPS' performance with respect to all pass and fail criteria
3.3.1.12Identification of the pass and fail criteria, and of any deviations from the MIL-STD-3023A requirements that occurred, along with an explanation of why these deviations were necessary
3.3.1.13Descriptions of the data-management procedures that were used, including: data quality control procedures, data acceptability criteria, annotation and preservation of data records, and the methods used to compare results to pass and fail criteria
3.3.1.14Identification of any safety risks encountered, and descriptions of procedures that were used to mitigate these risks, including any EM radiation hazards and electrical shock hazards
3.3.1.15Descriptions of the data security and physical security procedures that were applied
3.3.1.16A description of the test schedule as it was executed, including a listing of the prioritization of measurements
3.3.1.17A description of the methods that were used to simulate the operational performance of MCS during the test if actual operation of the MCS during the test was impractical
3.3.1.18A written confirmation that the required MIL-STD-461 immunity testing of mission critical systems (MCS) was completed, with results available prior to the verification test, and a table summarizing this immunity data for each MCS.
3.3.1.19Descriptions of how the raw and processed test data were recorded, and the electronic data format used to store the data
3.3.1.20Summary tables of measured quantities, including tables of AST, PST, internal DDT, and external DDT results, with calculations and comparisons to pass and fail criteria, and depicting associated onsets of MCS upset or damage
3.3.1.21Copies of measured test results, including all raw and processed test oscillographic waveform test data in engineering units, with a description of the electronic data format and guidance for users to locate specific data within this format
3.3.1.22Findings from investigations into causes of any failures; and corrective actions recommended or, if retesting was performed, retesting results
3.3.1.23A discussion of the uncertainties involved with the test procedure and measured quantities, and of any issues regarding the reproducibility of test results
3.3.1.24Descriptions of lessons learned, including insights learned during testing that could be applied to improve HPS performance and testing methodologies

3.3.2The AST portion of the test report.This portion of the HEMP System Verification Test Report shall contain the following detailed information:
3.3.2.1Detailed test procedures in accordance with Appendix D, section D.5, of MIL-STD-3023A
3.3.2.2Descriptions of the AST antenna system, including key performance parameters
3.3.2.3Description of each antenna's field map characteristics, the methods used to monitor the incident field and its relationship to these field map characteristics, and discussion of the uncertainties involved in the HEMP incident field measurements
3.3.2.4Identification, with diagrams, of the placement of the aircraft under test in the AST simulator's working volume and the placement of other system elements that were required for achieving functionality, with respect to the simulator working volume
3.3.2.5Description of the chronology of the AST execution, including a sequence of events with aircraft orientation relative to the HEMP electric field and corresponding polarization of the HEMP electric field
3.3.2.6Identification of the aircraft's functional configurations that were tested
3.3.2.7Identification of the types of functional checks that were made before, during, and after pulsing
3.3.2.8Descriptions of the aircraft's functional responses during exposure to the simulated HEMP environment
3.3.2.9Tables summarizing any damage, upset, or interference observed during AST execution and the conditions under which they occurred
3.3.2.10Identification of the following instrumentation locations, with an explanation for why these specific points were selected:

3.3.3The PST portion of the test report.This portion of the HEMP System Verification Test Report shall contain the following detailed information:
3.3.3.1Detailed test procedures in accordance with Appendix D, section D.5, of MIL-STD-3023A
3.3.3.2Describe in detail how the PST test data was used to generate the DDT waveforms
3.3.3.3Descriptions of the PST HEMP threat-level simulator (including key performance parameters)
3.3.3.4Description of the antenna's field map characteristics, the methods used to monitor the incident field, and the incident field's relationship to these field map characteristics, and discussion of the uncertainties involved in the HEMP incident field measurements
3.3.3.5Identification, with diagrams, of the placement of the aircraft under test in the PST HEMP threat-level simulator's working volume, and of the placement of other system elements that were required for achieving functionality (such as ground-power sources), with respect to the simulator working volume
3.3.3.6Description of the chronology of the PST execution, including a sequence of events with aircraft orientation relative to the horizontally or vertically polarized HEMP threat-level simulator
3.3.3.7Diagrams of the interconnecting cable layouts

3.3.4.2Identification, with diagrams, of the locations of each HPS component that was subjected to internal DDT injection and a description of how these test points relate to the MCS and to the hardness allocation process for the aircraft
3.3.4.3Description of how the internal DDT pulser and current probes were connected and their performance monitored
3.3.4.4Description of the chronology of the internal DDT execution, including a sequence of events with the upper-bound injection current waveforms for each test point measured in the internal DDT
