The Test Facility Requirements Document (TFRD) identifies contractor needs for the use of government test facilities and contractor and government responsibilities. Its principal use is for the advanced planning of test facility requirements and workload.
a. The Data Item Description (DID) contains the format, content, and intended use information for the data deliverable resulting from the work task described in the contract.
b. This DID is applicable to engineering (developmental), preliminary qualification, qualification, and conformance testing.
c. This DID interrelates with DI-QCIC-81536, Test Information Sheet (TIS).
d. This DID supersedes DI-FACR-80810A.

Preparation Instructions
1Reference documents.The applicable issue of the documents cited herein, including their approval dates and dates of any applicable amendments, notices, and revisions, shall be as specified in the contract.
2Format.Contractor format is acceptable.
3Content.Each TFRD shall include the following information:
3.1Section A.Information needed by the Government to verify the need for the facility and to determine its availability and suitability for the particular test. This section shall include:
3.1.1Why facility is needed, extent it is needed, and impact on the test program if facility cannot be provided.
3.1.2Estimated dates for facility pre-test preparation, initiation of tests, completion of tests, and post-test disassembly.
3.1.3Description of any unusual test item features that would require facility modification or unusual support.
3.1.4The test item's operation and physical characteristics compared to the capabilities, limitations, and operations of the proposed test facility.
3.1.5Work area, storage (secure and non-secure), communications, shop support, and other administrative, or housekeeping requirements necessary to conduct the tests.
3.1.6Special equipment and instrumentation (both existing and to be fabricated) required from the Government.For equipment that must be specially fabricated, describe the use, function, and type of construction in detail sufficient for the Government or other contractor(s) to fabricate, if necessary.
3.2Section B.A description of contractor and government responsibilities for the following areas:
3.2.1Test facility operation/maintenance.
3.2.2Test item and item maintenance/repair.
3.2.3Test apparatus, instrumentation, and recording equipment and operation/maintenance.
3.2.4Check-out equipment and equipment calibration.
3.2.5Housekeeping facilities and associated services.
3.2.6On-site transportation including certifications for personnel operating facility and transportation equipment.
3.2.7Hazardous material(s) operations and waste disposal.
3.2.9Security requirements to include special access requirements.
3.2.10Environmental impact analysis.
3.2.11Data collection, reduction, and analysis.
3.2.12Test item recovery.
