The Training Facilities Report (TFR) defines and identifies criteria and requirements necessary to design and construct or modify a facility in which the trainer and associated equipment will be installed, operated, and maintained. The report identifies contractor and Government responsibilities and the period in which the responsibilities will be completed. It also includes the trainer installation instructions.
a. This Data Item Description (DID) contains the format, content, and intended use information for the data deliverable resulting from the work task described in the solicitation.
b. It is not intended that all the requirements contained herein be applied to every program. Any data requirement contained in this DID is subject to deletion via Government tailoring.
c. This DID supersedes DI-FACR-80966.
Preparation Instructions
1Reference Document.The applicable issue of the documents cited herein, including the approval dates and dates of any applicable amendments, notices, and revisions, shall be as specified in the contract.
2Format.The format of the TFR shall be as specified in ANSI Z39.18-2005 (R2010), chapter 2, Reference Publications, sections 2.1 and 2.2, page 3 and chapter 5, Components of Reports - Details, pages 10-29 (copies available online at https://www.niso.org/publications/z39.18-2005-r2010).
2.1Title page.The title page shall be as specified in ANSI Z39.18-2005 and shall include the following:
2.1.3Device location, if applicable

2.1.7Contract Data Requirements List (CDRL) name and number
2.1.8The name and address of the acquisition agency the report is being prepared for
2.1.9Change number, when applicable

2.2Revisions List.A complete record of revisions shall be listed in calendar order. The revision record shall include:
2.2.3Reason for change and affected pages.
2.2.4Change bar in the margins of each affected page to show revisions.
3Content.The content of the TFR shall describe the requirements and basic restraints/constraints imposed upon the development of an architectural and engineering (A&E) design for a facility in support of a training device/system. The TFR shall contain the following sections:
3.1Introduction.The Introduction shall provide the following information:
3.1.1References.A listing of all publications, standards, and specifications utilized in the TFR report.
3.1.2Device Description.A brief description of the training device and its intended use.
3.1.3Location.A general description of the location of the facility where the training device will be housed including the building number and room number, name of the military installation, city, and state.
3.1.4Purpose.A brief description of the purpose of the report.
3.2Specific Requirements.This portion of the report shall delineate the following specific facility requirements. In developing these requirements, the report shall address whether the device is going to be installed into an existing building or whether the device will require a new building. Requirements shall be tailored to the facility constraints (i.e., facility plans and specifications), wherever possible. Where not possible, the report shall clearly describe facility modifications and additions as required. In each of the following sections of the report identify the responsible part (device contractor or government) for performing each of the facility requirements.
3.2.1Civil and Site Plan.
3.2.1.1Include a site plan to scale (provide a scale bar in each drawing page or model), that shows:
3.2.1.1.1Access requirements, special width requirements, and exterior access requirements.
3.2.1.1.2Required relationships between outside items (i.e., cooling tower, air conditioning chiller, parking curb, loading docks, etc.).
3.2.1.1.3Clearances around equipment.
3.2.1.1.4Parking, unloading, staging area and paving.Indicate area size required.
3.2.1.2Include the following civil requirements:
3.2.1.2.1.1Axle or wheel loads on roads
3.2.1.2.1.2Special lane widths of roads
3.2.1.2.1.3Turn and weight provisions for special vehicles
3.2.1.2.1.4Jack loads, transfer requirements
3.2.1.2.1.5Grades on roads
3.2.1.2.2Fencing and security
3.2.1.2.3Power line obstruction
3.2.2.1Include a detailed floor plan, to scale (provide scale bar in each drawing page or model) of the facility and equipment layout to show:
3.2.2.1.1Dimensional requirements Width x Length x Height (W x L x H) of floor space required for the trainer, space requirements for storage of spare parts and work area for off-line maintenance support.All dimensions shall be indicated both in imperial (feet/inches) and in metric (meters) values.
3.2.2.1.2Doors, widths and heights of entrances.
3.2.2.1.3Clear-space requirements (no column intrusion allowed).
3.2.2.1.4Location of electrical and mechanical equipment.
3.2.2.1.5Minimum equipment clearance requirements (back, front, sides, top).
3.2.2.2Provide a table listing each item of equipment keyed to the facility layout.Include:
3.2.2.2.2Quantity required
3.2.2.2.3Length, width, height of each item of equipment
3.2.2.2.4Weight of each item of equipment; a total of equipment weight by individual space
3.2.2.2.5Facility provided equipment (i.e., power conditioner, raised flooring, chilled water lines, etc.)
3.2.2.3Include the following architectural aspects:
3.2.2.3.1Provide a table listing the associated height, width and length of the following areas:
3.2.2.3.1.1Device area(s)
3.2.2.3.1.2Spare parts storage
3.2.2.3.1.3Maintenance support
3.2.2.3.2.2Required cut-outs (if cut-outs are the Government's responsibility, cut-outs shall be dimensioned from existing facility items (i.e., walls, columns, etc.) are to be the responsibility of the device contractor).
3.2.2.3.3Types and sizes of special doors required
3.2.2.3.4Floor level requirements, floor drainage, required sloping and floor finishing
3.2.2.3.5Window requirements, if any
3.2.2.3.6Controlling dimension constraints (i.e., motion envelope)
3.2.2.3.7Cable and hydraulic trench requirements
3.2.2.3.8Acoustical noise suppression requirements
3.2.2.3.9Device contractor shall provide recommended raised floor loading design
3.2.3.1Provide a plan view, to scale (provide scale bar on drawing or model), showing the location and dimensions of special foundations, pads, trenches, etc.
3.2.3.2Include the following structural aspects:
3.2.3.2.1Floor loading (static loads, dynamic loads, and moments)
3.2.3.2.1.1Foundation and footing specifications to include recommended size Width x Length x Depth (W x L x D) and concrete strength requirements.All dimensions shall be indicated both in imperial (feet/inches) and in metric (meters) values.
3.2.3.2.1.2Trench details (W x L x D) and cover plate
3.2.3.2.1.3Vibration and isolation requirements
3.2.3.2.1.4Dimensions of trainer concrete pad with distance from all surrounding walls
3.2.3.2.1.5Seismic requirements based on location code and regulation(s)
3.2.3.2.2Elevators, access ramps, personnel ladders, catwalk structures
3.2.3.2.3Crane and hoist location and loads, if any
3.2.4.1Include the following mechanical aspects in tabular form indicating requirements for each piece of equipment and space:
3.2.4.1.1Heating, Ventilation, and Air Conditioning (HVAC) environmental limits including operating, non-operating and storage temperature, relative humidity and ventilation for: equipment, maintenance area, and spare parts storage.
3.2.4.1.2Equipment cooling requirements, including: heat dissipation (British Thermal Unit/Hour (BTU/Hr)); specialized cooling; air flow; in-out temperatures; and relative humidity of supply air.
3.2.4.1.3Personnel heat loads to be dissipated
3.2.4.2Plumbing and drainage requirements
3.2.4.3PipingAll piping and associated valves and connectors (chilled water, compressed air, propane, etc.)
3.2.4.4Fire protection (detection and suppression)
3.2.4.5Disposal of environmentally hazardous materialA list shall be provided of the type, quantity, and frequency of disposal of any waste product associated with the operation of the trainer (i.e., hydraulic fluid).
3.2.5.1Electrical power requirements shall be provided in tabular format indicating separate requirements for each component with the totals for the complete system indicated at the bottom of the table.The table shall include:
3.2.5.1.1Line voltages and tolerances.
3.2.5.1.2Currents on each phase, maximum demand, and continuous load.
3.2.5.1.3Frequencies and tolerances.
3.2.5.1.5Kilovolt-amperes (KVA), connected load, maximum demand, and continuous load.
3.2.5.1.7Line regulation and filtering.
3.2.5.2Include the following electrical aspects:
3.2.5.2.1Provide single line power diagrams and an electrical panel power plan
3.2.5.2.2IlluminationSpecify illumination and lighting requirements for all areas of the trainer and maintenance areas, specify type and location of dimmer controls.
3.2.5.3Lightning ProtectionSpecify lightning protection devices for trainer and personnel
3.2.5.4Communication requirements, if any
3.2.5.5Grounding and grounding systems:Provide, if required, grounding bus bar dimensions (W x L x H) and location within the trainer room and or electrical panel. Ground bus shall indicate ohms range of specific ground resistance to be provided
3.2.5.6Provide cable routing layout; specify details of cable routing between equipment and indicate cable trough dimensions.Provide exact location of cable trough within the room and connectivity to adjacent rooms, if required.
3.2.5.7Electrical requirements for maintenance support area
3.2.5.8Emergency shut-off switch(es) and locations
3.2.5.9Details on connection to Government provided disconnects
3.2.5.10Provide location of contractor and facility provided power panel within the room and location within the facility
3.2.5.11Provide any other external electrical requirement(s) necessary for the trainer and or subcomponents
3.2.5.12Provide location, interior or exterior if required, of antenna(s) that are required for the operation of the trainer
3.3General Criteria.This section shall contain the following topics:
3.3.1Safety.Identify personnel hazards and the safety precautions to be implemented for the protection of personnel. Specify safety precautions to be observed during installation of the trainer.
3.3.2Special Handling Equipment.Specify the type and capacities of any special handling equipment required from the device site to install trainer device components.
3.3.3Security.Specify the level of classification of the equipment and the amount (square footage) of all classified space requirements including storage. Refer to Federal Acquisition Regulation (FAR) 7.105, subpart 4.4.
3.3.4Special Requirements(i.e., Radio Frequency (RF) shielding or any criteria not covered, but considered critical.)
3.4Device Contractor Responsibilities.The report shall briefly list all the responsibilities of the device contractor in support of the design and construction of the facility and installation of the trainer.
3.5Government Responsibilities.This section shall describe in detail all Government responsibilities not covered in the body of the TFR report.
3.6Equipment Delivery Schedule.This section shall include the following information:
3.6.1The delivery dates of the equipment to the installation site.
3.6.2The start-of-work date for device contractor facility modifications, additions, etc., as required.
3.7Trainer installation.This section shall provide overall training device requirements required at the device site, installation instructions, installation test procedures, and post-installation test procedures. The procedures and associated data tables contained in this section shall enable maintenance personnel to configure, test, and relocate the training device.
3.7.1Facilities.Detailed information such as power requirements, inputs and outputs, humidity, electrostatic discharge, space requirements, minimum opening required for entry of the entire training device or its unassembled units shall be provided. Weights and dimensions of units, and special requirements such as ventilation, illumination, air conditioning, levelness of the floor, and weight distribution of the training device at its final location shall also be provided.
3.7.2Unpacking and repacking for reshipment.Complete and simple instructions shall be provided for personnel to unpack and repack the training device, including specific instructions for the salvage of special material required for repacking. Instructions shall be illustrated if necessary for clarification.
3.7.3Installation information.Instructions shall be provided for planning the installation of the training device and shall include the following:
3.7.3.1A floor plan diagram showing location of desirable positions for each assembly.
3.7.3.2Precautions in the positioning of assemblies to prevent interaction.
3.7.3.3Installation considerations, such as short ground leads, effective bonding, and shielding requirements.
3.7.3.4Information for attaching plugs to receptacles, wires to terminal boards, and for making connections to other related equipment, such as interphones.
3.7.3.5Data on any critical cord lengths, cable, assemblies, and linkages.
3.7.3.6A trainer interconnecting cable list, in tabular form, listing all the external cables installed between the equipment in the training device.
3.7.4Installation test procedures.Instructions shall be provided for making performance tests after installation of the training device to ensure that it is properly set up, calibrated, adjusted, and in proper operating condition before it is turned over to the operating personnel. These instructions shall specify in detail all tests and parameters required to ensure that the operational performance of the training device is equal to that which qualified it for acceptance by the government. Reference shall be made to applicable portions of the Acceptance Test Procedures Report, or equivalent, when provided as a separate item of the contract. Reference shall be made to the use of special tools and test equipment.
3.7.5Post installation tests.Precautionary measures and post installation tests shall be described where such omission might lead to faulty operation, equipment damage, or injury to personnel.
