Description & Purpose

The Facilities Plan identifies and describes all existing and proposed facilities which are required to support stated requirements.

The plan is used in the preparation of the military construction program.

Application & Interrelationship

This Data Item Description (DID) contains the format and content preparation instructions for the data product generated by the specific and discrete task requirement as delineated in the contract.

This DID supersedes DI-P-1618.

Preparation Instructions

1Format.The Facilities Plan format shall be contractor selected. Unless effective presentation would be degraded, the initially used format arrangement shall be used for all subsequent submissions.

2Content.The Facilities Plan shall contain chapters covering the following subjects:

2.1General discussion including purpose, authority, background information, and approval concept

2.2Research and development

2.3Test

2.4Training

2.5Operational

2.6Support.

2.7Real property facilities items.Each chapter, other than chapter 1, shall contain a list of real property facilities items, including land requirements, followed by a separate page for each of the following items:

2.7.1Project title and number or other method of identification.

2.7.2Identification of whether technical support real property or non-technical support real property.

2.7.3Single line sketch of item.

2.7.4Brief description of functions to be performed and equipment and personnel to be accommodated.

2.7.5Interrelationship with other facility requirements and why required.

2.7.6Identification of any requirements necessitating further special studies.

2.7.7General schedules after design, construction, and equipment delivery including lead time.

2.7.8Type of construction including any special consideration, i.e., shock, hardness, etc.

2.7.9Utility requirements.

2.7.10Special siting criteria.

2.7.11Estimated construction costs.

2.7.12Planned completion date.

2.8Bibliography and glossary.The Facilities Plan shall contain a bibliography and a glossary at the end of the last chapter.
