A Weapon Safety Fire Hazard Analysis (FHA) is a technical evaluation assessing the risk to weapons from exposure to the thermal conditions of a fire or related perils including blast resulting from normal or credible abnormal operations. The FHA shall provide an executive summary of the key components of the fire suppression and detection systems, the model/method used, analytical results and conclusions, and a comparison to the Nuclear Safety Design Certification requirements in the respective Certification Requirements Plan (CRP).
This Data Item Description (DID) contains the format, content, and intended use information for the data deliverable resulting from the work task described in the solicitation and contract for the development of the FHA. This DID is related to DI-NUOR-81409, Certification Requirements Plan (CRP), DAFMAN 91-118, DAFMAN 91-119, and Department of the Air Force Instruction (DAFI) 91-101. Preparation Instructions
1Reference DocumentsThe applicable issue of the documents cited herein, including their approval dates and dates of any applicable amendments, notices, and revisions, shall be as specified in the contract and reflect the respective CRP.
2FormatThe Weapon Safety FHA shall be presented in the format specified in Section 4 (General Outline) of this document.
3ContentThe Weapons Safety FHA assists the Air Force in ascertaining if nuclear safety design criteria are met. The FHA is a comprehensive assessment of the risk from fire and other related hazards to the weapons based on fire model analysis. Fire models will be based on fire scenarios determined by government stakeholders and directed by the contract, considering all relevant facility features and Concept of Operations (CONOPS). The FHA should be phased and integrated into the design/construction schedule.
Below are the generic contents of an FHA.
3.1The assumptions applied to the analysis.
3.2The probability of fires within each fire area within a facility that could potentially impact the weapons.
3.3The magnitude of unmitigated fires and related perils including blast described in the fire scenarios.
3.4Passive and non-passive design features serving to mitigate the effects of possible fires and related perils.
3.5The thermal parameters of fire events well into the decay phase for each fire area that may contain a weapon.
3.6A comparison of the thermal parameters (see 3.5) to the weapon screening values provided.
3.7The impact of the design features (see 3.4) on the propagation of the fire as well as the impact on related hazards (i.e., nuclear criticality) for each area.
3.8Appraisal of as-built construction is consistent with design specifications and drawings.
3.9Description of any discrepancy between post construction and design documents that could potentially, directly or indirectly, impact the applied assumptions, model, or thermal parameters.
3.10An assessment of impact for any identified discrepancy (see 3.9) impacting Nuclear Safety Design Certification and revised risk.
3.11Evaluation of support equipment and operational programs to ensure no new fire hazards were introduced to areas where nuclear weapons may be.
3.12Recommendations for improvement of design features to further reduce risk to weapons.
