The Government will secure from the Key Suppliers notional Key Supplier Facilitization Investment schedules, reflecting the timing and amount of each Key Supplier's specific Facilitization Investments. The Key Suppliers' Facilitization Investment schedules will be finalized and incorporated into the MYP Contract award and all Key Supplier MYP subcontracts. The Facilitization Investment Schedule will be updated to reflect the timing and amount of specific Facilitization Investments that the Contractor and its Suppliers (other than Key Suppliers) are expected to make. This model will serve as a comprehensive tool for assessing program financial performance, facilitization investments and resource allocation.
This Data Item Description (DID) contains the format, content, and intended use information for the data deliverable resulting from the work task described in the solicitation.
Preparation Instructions
2.1The Financial Model shall be delivered in electronic format (e.g. excel or PDF) to ensure compatibility with government systems.
2.2The Facilitization schedules shall be delivered in MS projects.
3.1On a quarterly basis, the Contractor shall deliver to the Government a report of financial results, mapped to the Financial Model, including a report of cumulative Facilitization Investments expended, mapped to the Contractor's Facilitization Investment Schedule.The Key Suppliers shall deliver to the Contractor and Government a report of cumulative Key Supplier Facilitization Investments expended, mapped to the Key Supplier's Facilitization Investment schedule.
3.2.1The Financial Model shall include the following components:
3.2.1.1Income StatementProgram earnings before interest, taxes, depreciation, and amortization (EBITDA).
3.2.1.2Program Cash Flow StatementDetailed cash flow projections for the program.
3.2.1.3Facilitization Investment ScheduleTiming and amount of specific facilitization investments the Contractor intends to make.
3.2.1.4Statement of Current Assets and LiabilitiesA detailed statement of current assets and current liabilities.
3.2.1.5The facilitization investment schedule shall be updated to reflect the timing and amount of specific investments expected from the Contractor and its suppliers (excluding key suppliers).The facilitization investment schedules shall be inclusive of all tasking needed to increase capacity at all suppliers and link back to the financial model.
3.3.1The Financial Model must be complete, accurate, and certified by the Contractor.
3.3.2The Financial Model must align with GAAP standards and include all required components as outlined above.
3.3.3The facilitization investment schedule must reflect finalized agreements with suppliers and provide clear traceability of investments.
