The Ship Noise Surveys document the results of noise surveys that the Contractor performs during Builder's Trials. The Surveys provide the procuring activity with the information required to decide whether to accept the ship as is or to authorize additional design modifications. In addition, the Surveys provide the Government with information needed to adjudicate hearing loss claims.
a. This Data Item Description (DID) contains the format, content, and preparation instructions for that data generated in response to applicable tasks of MIL-STD-1474 and the contract statement of work.
b. This DID provides the procuring activity with the data that demonstrates whether the as-built ship complies with specified noise performance requirements in the contract specifications.
Preparation Instructions
1Reference documents.The applicable issue of the documents cited herein, including their approval dates and dates of any applicable amendments, notices, and revisions shall be as specified in the contract.
2Format.The Ship Noise Surveys shall be prepared in the Contractor's format.
3Content.The Ship Noise Surveys report shall contain the following sections: a. Title page with report (drawing) number, b. Executive summary, c. Table of contents, d. List of figures, e. List of tables, f. List of appendixes, if applicable g. Introduction, h. Body of report with subsections as needed, and i. Conclusions.
3.1The following types of noise surveys shall beidentified for all compartments accessible by a door or hatch, and at all on-deck work stations. The space shall be listed by standard nomenclature (i.e., level or deck - frame - compartment number such as 02-28-05).
3.1.1Underway at operating conditions as stated in the specification with machinery and with equipment in the "normally operating" state, including machinery items that cycle "on and off" on demand,
3.1.2Dockside while on shore power with only the heating, ventilation, and air conditioning (HVAC) system functioning in the "normally operating" state,
3.1.3Hazardous conditions survey for the underway "normally operating" state, and
3.1.4Hazardous conditions survey for the dockside "normally operating" state.
3.2For each of the noise surveys described in3.1 above, the sound pressure levels (SPL) as overall dB(A), overall dB(C), peak SPL, un-weighted octave band, and time weighted average (TWA) (if needed), in units of dB re 20 microPa shall be provided.
3.3For each item in 3.1 that exceeds itsacoustical requirements, the following shall be provided:
3.3.1Diagnostic survey for the underway "normally operating" state.
3.3.2Diagnostic survey for the dockside "normally operating" state.
3.3.3Noise excesses due to radiation from vibrating structures such as decks and bulkheads.
3.3.4Diagnostic octave band or one-third octave band data.
3.3.5Diagnostic structureborne noise data in units of dB re 1 micro-g.
3.3.6Narrowband data in the frequency ranges of 1 to 100 Hz, 100 to 1,000 Hz and 1,000 to 10,000 Hz.
3.4The noise survey report shall include the underwaymeasured data described in 3.1.1 and 3.1.5.
3.5The noise survey report shall include the docksidemeasured data described in 3.1.2 and 3.1.6.
3.6The noise survey report shall include a listof any HVAC system that was not balanced prior to performing the noise surveys described in 3.1.
3.7The noise survey report shall include a listof all fans, fan coil assemblies, fan coil units, unit heaters, unit coolers, air handling units and other air moving devices with item number and compartment location.
3.8For each fan, fan coil assembly, fan coilunit, unit heater, unit cooler, air handling unit and other air moving device listed in 3.6 above, the following shall be included:
3.8.1Identify which items were "on" and which were "secured" during each of the noise surveys described in 3.1.
3.8.2Identify any items that were required to be operating but were not operational during the noise survey testing.
3.8.3Identify the HVAC equipment number, compartment location, and system number.
3.9The noise survey report shall include a listof all non-HVAC equipment that may contribute to the airborne noise with a given space.
3.10For each non-HVAC equipment item listed in3.9 above, the following shall be included:
3.10.1Identify which items were "on" and which were "secured" during each of the noise surveys described in 3.1.
3.10.2Identify any items that were required to be operating but were not operational during the noise survey testing.
3.10.3Identify the equipment number, compartment location, and system number.
3.11The noise survey report shall include the following:
3.11.1For each compartment and on-deck work station, the maximum measured noise level, assigned noise limit, and noise excess;
3.11.2Compartments and on-deck stations experiencing hazardous noise conditions;
3.11.3Compartments and on-deck stations experiencing noise levels in excess of 140 dBP; and
3.11.4The specific machinery and equipment items, HVAC systems, and high noise level compartments and areas responsible for the detected noise excesses, and the transmission and radiation paths controlling airborne or structureborne noise.
3.12If measured noise excesses exist, the noise surveyreport shall include a set of noise control options that could be implemented to eliminate the noise excesses detected.
