Description & Purpose
3.1 The contractor prepared and Government approved LSAR Pricing Plan is used by the contractor to establish LSAR prices for all "P" source-coded items and to provide for consistent verifiable contractor price input.
3.2 The approved LSAR Pricing Plan is used to monitor and evaluate the contractor's LSAR pricing efforts.
Application & Interrelationship
7.1 This Data Item Description (DID) contains the format and content preparation instructions for the data product generated by the specific and discrete task requirement as delineated in the contract.
7.2 The contract should require the submission of a draft LSAR Pricing Plan for Government review and approval.
7.3 The approved LSAR Pricing Plan is related to other contractor plans e.g. Integrated Support Plan (ISP) and Logistic Support Analysis (LSA) Plan.
7.4 This Data Item Description supersedes DI-L-1425.
Preparation Instructions
1Format.The Logistic Support Analysis Record (LSAR) Pricing Plan shall be organized into three major sections. The LSAR Pricing Plan shall be typed or printed on white bond paper. Pages shall be 8 1/2 by 11 inches and shall be punched suitable for binding in a three-ring loose leaf binder.
2Content.The LSAR Pricing Plan shall consist of three major sections in accordance with the following instructions:
2.1Section 1. - General.This section shall contain the following:
2.1.1Purpose and Scope.A concise statement of the scope and intended purpose.
2.1.2Assumptions.State any assumptions used.
2.1.3Updating Process.A description of how changes and revisions of the date will be developed, approved, and incorporated.
2.1.4Summary.A concise description sufficient to establish a clear understanding of the total scope and content of the material presented.
2.2Section 2. - Pricing Methodology.This section shall provide a description of the contractor methodology for determining unit of measure prices for "P" source-coded item(s) to be entered into the LSAR data base. The contractor methodology shall include the following:
2.2.1.1Pricing of purchase finished or manufactured part(s).
2.2.1.2Pricing of in-house manufactured part(s).
2.2.1.3Pricing of combination purchase or in-house manufactured part(s).
2.2.2Prices.The pricing data shall be sub-divided to address prices as follows:
2.2.2.1"Prices" - Cited in the Defense Logistics Services Center (DLSC) files.
2.2.2.2"Prices" - When no NSN is contained in the DLSC files.
2.2.3Computation.The unit of measure prices shall be based on the most economical of the following:
2.2.3.1Minimum economical production quantity.
2.2.3.2Contractor's recommended one year's initial support.
2.3Section 3. - LSAR Pricing Plan, Management, and Execution.This section shall provide a complete description of the overall process that will be used in managing and executing the LSAR Pricing Plan including both the required Government and contractor participation.
