The Hardware, Software and Firmware Utilization Matrix (HSFUM) documents all hardware, computer software, firmware, Peculiar Support Equipment (PSE), Special Inspection Equipment (SIE), Special Test Equipment (STE) and program deliverables (hardware, computer software, firmware) with associated need dates and their pedigree, quality level, qualification status and locations. This includes test and production articles, spares, Stockpile Reliability Program (SRP) assets, items for development labs, computer software etc.
The document also identifies hardware planned to be reused or destroyed through testing in a test article trace through each planned test event to track the pedigree, cycles, and heritage of the unit under test.
This Data Item Description (DID) contains the format, content, and intended use information for the data deliverable resulting from the work task described in the solicitation.
Preparation Instructions
1Reference Documents.The applicable issue of the documents cited herein, including their approval dates and dates of any applicable amendments, notices, and revisions, shall be as specified in the contract.
2Format.The HSFUM shall be delivered in a Microsoft Excel file with tabs appropriate for the program.
3Content.Tabs in the HSFUM Excel file shall include:
3.1Cover.Include security classification marking in accordance with DoD Manual (DoDM) 5200.01 Volume 2, DoD Information Security Program: Marking of Information (this document is available online at www.esd.whs.mil/DD), title, date, program name, contract number, record or document identification number, contractor name and address, distribution statement in accordance with DoD Instruction (DoDI) 5230.24, Distribution Statements on Technical Documents, Enclosure 4 (this document is available online at www.esd.whs.mil/DD).
3.2Revision History.Include a table that shows revision history to include revision number, date of revision issuance, approval organization, HSFUM tabs affected, and description of change.
3.3Acronym List and Definitions.Identify all acronyms and define all key terms listed within the HSFUM.
3.4Prime hardware tab(s).Number and type of tabs need to be logical based on Contractor's approach. The Hardware tab to include the following:
Identify supplier or manufacturer name, Commercial and Government Entity (CAGE) code, and address;
Components by Part Number, Serial Number and Item Name;
Identify whether identified hardware is a test or production article, spare, developmental item;
Identify hardware pedigree, quality level and qualification status;
Identify associated dates (e.g., delivery, install, removal, storage etc.);
Identify hardware planned to be reused or destroyed through testing in order to track the pedigree, cycles, and heritage of a unit under test through each planned test event;
Include location where assets are needed and/or to be delivered.
3.5Peculiar Support Equipment (PSE), Special Test Equipment (STE), and Special Inspection Equipment (SIE) tab.The PSE-STE-SIE tab must clearly identify all weapon system PSE-STE-SIE needed for development, manufacturing, integration, and sustainment as well as any spares and PSE-STE needed for development labs and associated need dates for all items. Include verification status of assets and location where assets are needed. Include other columns based on contractor design (e.g., separate PSE/STE/SIE by product or component level).
3.6Software tab.Identify software name and use, software build information, software capability, and where software can be updated. Include other columns based on contractor design. Identify Authority to Operate Approval Date.
3.7Firmware tab.See Software Section 3.f.
3.8GFx tab.To facilitate activities above, identify Government Furnished Equipment and Contractor Acquired Property (CAP), Information, Data, etc. with the associated need date, as well as activity(ies) impacted and approved Rent Free Non-Interference Use Agreements (provide agreement control number, approval date and copy of the agreement). Provide DD250 Form Material Inspection and Receiving Report invoice number and date of equipment and property.
