The ship trial agenda details the Contractor's plan for completing the requirements for trials by providing the general and detailed methods for operation of the ship and scheduling of tests with details of personnel participating, security, and a complete set of test procedures to be performed. The agenda outlines a program to test and evaluate the overall performance of the ship.
This DID contains the format, content preparation instructions for the data product generated by the specific and discrete task requirement as delineated in the contract.
Preparation Instructions
1Format and Content.The Ship Trial Agenda shall be in Contractor's format and shall contain a cover page specifying the following: a. Name of ship and hull number b. Name of trials (e.g., "Builder's Trial Agenda") c. Volume number d. Name and address of the Contractor
1.2The Trial Agenda shall be presented on 8.5 x 11.0 inch size, 20-pound white paper.except Ship Drawings, Event Schedule, and Personnel Listing, which may be on 11.0 x required length foldouts.
1.3Pages shall be numbered with consecutive Arabic numerals.Double page number systems are acceptable (e.g., a test procedure's original page numbers and the agenda's overall page numbering system.).
1.4The Trial Agenda shall be bound in stiff board covers.Different cover colors shall be used for BT, OVT, and FVT. The agenda shall be bound in two or more volumes with test procedures and event descriptions bound separately. Volumes shall be no more than three inches thick.
1.5Classified material shall be avoided.Test procedures and event descriptions containing classified material shall be bound in separate volumes.

2.1Plans shall be included to show arrangements for measuring flow of fluids, and complete information as to the location of gages, thermometers, and all special instrumentation for collection of data.
2.2The Agenda shall contain the following sections:
2.2.1Table of Contents.The Table of Contents shall specify: a. Section number(s) b. Descriptive name or phrase c. Page commencement and completion numbers, for extended test procedures, event descriptions, etc. (e.g., "31-47").
2.2.2The Table of Contents shall include all major subsection headings and every significant subject the reader may need to locate with dispatch in the performance of a sea trial (e.g., "Limited Access Spaces" or "Emergency Procedures").
3Inspection/Test Method.This section shall contain a general narrative description of the overall BT, OVT, and FVT performance covering the general areas of responsibility for ship repair, test performance personnel operational functions and assignments, a general trial and ship sailing schedule, sites for basic conferences and critiques, and a listing of primary Contractor personnel responsible for overall trial performance. The general trial schedule shall be in bar chart format with days of trial and hours (24 hour clock) and test and inspection listed on axes.
4Event Description.The Event Description shall be included integral with the Agenda, providing a detailed statement of the inspections or tests to be performed. Measurements shall be specified and all information obtained during the inspection or test action. In addition following shall be included: a. General test area name or description (e.g., "Machinery demonstrations") b. General test area (event) number (e.g., "2") c. Specific test name (e.g., "Quick Reversal Astern") d. Specific test identification number (e.g., "2.2") e. Purpose of the given inspection or test f. Reference(s) (the referenced material shall not be required to perform the event described or shall be such as to be available as a normal condition in the space under inspection or test). g. List of all instrumentation required with a complete description of hook-up and operation for performance of inspection or test h. Method stating a detailed step-by-step, technician level test performance procedure which includes material turn-on, operation, measurements to be made, turn-off, shut-down, and, as required, material disassembly i. Data Sheets keyed directly to method steps which provide full recording space for all observations, measurements, and data called for, with clear statement of units, required results, and the high and low tolerance values associated with each required result when applicable. Each sheet shall contain a signature and date specifying the Event Director (Contractor Representative) and the Government Representative j. Additional information, observations, ambient conditions, equipment or environmental state or problems, etc. shall be included.
5General Introduction.The General Introduction section shall contain: a. "Welcome Aboard" and general narrative introduction b. Emergency procedures and safety warnings c. Emergency and key numbers d. Limited access spaces listings e. Pertinent ship data and specifications f. Pertinent ship construction dates g. General aboard-ship living information, including life boat and life raft general information, etc. h. Security rules aboard ship e.g., restricted access areas, for available documentation, for ship-shore communications, etc. i. Badges and other personnel control methods j. General descriptions of trial performance in the broad-view
6Ship Drawings.Small scale drawings, outline, annotated plan views of each deck and platform level and starboard elevation view shall be included for general guidance and assistance of trial personnel. The drawings shall contain title and page number. Major shipboard compartments, operation centers, conference sites, and major equipment complexes shall also be identified.
7Event Schedule.The daily trial event schedule shall be tabular, with heading information on each sheet and shall identify the following and shall be placed on foldout sheets, when applicable. a. Title (e.g., "Schedule of Events") b. Trial Day Number (e.g., "Trial Day 3") c. Time of day by 24 hour clock d. Event or test duration (e.g., "2 hours") e. Event location, abbreviated when possible (e.g., "Xmit Rm") f. Event or test number g. Event description or test name, abbreviated when possible (e.g., "RF HF Transmission Test") h. Name of Contractor assigned as Test Conductor
8Personnel Listing.The Personnel Listing shall be presented in a tabular form specifying the following information: a. Personnel name (e.g., "Blow, J.") b. Organization or agency affiliation (e.g., "ATEC" or "SUPSHIP") c. Work (duty) station and location, when applicable (e.g., "Navigation, 01-79-2") d. Work telephone (e.g., "X-587") e. Trial function or title (e.g., "Government Navigation Lead") f. Berthing location (e.g., "Stat Rm. 26, 01-76-4") g. Lifeboat/raft station (e.g., "L/B #2") h. Messing location (e.g., "Officers Mess")
8.1In general, personnel listings shall be divided into the following categories:a. ATEC personnel b. Prospective ship officers, SUPSHIP officers, other participating officers c. Contractor administrative personnel d. Contractor operational personnel e. Other Government personnel f. Other identifiable personnel groupings, as applicable
8.2Within a category, officers shall be listed primarily by official rank and secondarily in alphabetical order.The remaining personnel shall be listed within a category by name in alphabetical order.
