a. The Implementation Plan permits a review of a proposed system prior to its integration at a Government facility. The Implementation Plan fully documents cost/benefits analyses and defines all facilitation, training and support requirements and responsibilities to help the Government manage the proposed acquisition in a cost effective and timely manner.
b. This Data Item Description (DID) contains the format and content preparation instructions for the data product generated by the specific and discrete task requirements as delineated in the contract.
c. It is anticipated that this DID will primarily be applied to contracts for the implementation of existing or newly developed systems, technology or equipment at production or maintenance/repair facilities.
d. This DID is related to DI-FNCL-80165A, Cost Breakdown Structure Summary Report.
Preparation Instructions
1Reference Documents.The applicable issue of the documents cited herein, including their approval dates and dates of any applicable amendments, notices, and revisions, shall be as cited in the current issue of the DODISS at the time of the solicitation.
2Format.The report shall be in the Contractor's format.
3Content.The report shall cover these elements.
3.1The Contractor's proposed implementation Scope of Work.
3.2System Description.All components or elements of the system being implemented, and their interfaces with existing systems shall be described to include a physical and functional description.
3.3.1Describe all utilities required to operate the system on a production basis, including electrical, gas, water, air, vacuum, etc.
3.3.2Describe all environmental control that is required including temperature control, cleanliness, noise, shock or vibration isolation, etc.
3.3.3Describe safety management including special enclosures, safety interlocks, venting, etc.
3.3.4Indicate required floor space.
3.4Training of Government personnel by Contractor.
3.4.2Continuing support training.
3.4.3Location of training.
3.5Costs to be incurred by the Government.
3.5.3Facilities improvements.
3.5.4Government Furnished Equipment, if any.
3.6Anticipated Documented Savings.
3.6.1Cost savings broken down by individual component or task to be affected by implementation.
3.6.2Production rate dependent savings clearly identified.
3.6.3Labor savings, including time required to perform an operation with present system or technology directly compared with the estimated time required to perform that operation with the new system or technology, time saved through the elimination of rework, estimated labor rates.
3.6.4Miscellaneous quantifiable cost savings.
3.7Other quantifiable benefits.
3.7.1Ability to achieve greater accuracy.
3.7.2Ability to achieve better process control.
3.7.3Improved component life.
3.7.4Miscellaneous benefits.
