This plan identifies and describes the contractor's CBM+ Program; how, when, by whom, and on what systems CBM+ technology and processes will be applied.
The plan will provide the government with a basis for review and evaluation of the contractor's proposed CBM+ program and its proposed components.
The CBM+ plan is the basic tool used to establish and execute an effective CBM+ program. When submitted as a response to a solicitation document, it may be used in the source selection process.
This Data Item Description (DID) contains the format and content preparation instructions for the data product generated by the specific and discrete task requirement as delineated in the contract.
Preparation Instructions
1Format.The CBM+ program plan shall be in the contractor's format.
2Content.The Condition Based Maintenance Plus (CBM+) program plan shall describe, in detail, how and when the contractor's CBM+ program will be conducted to meet program requirements.
2.1The CBM+ program plan shall also include the following:
2.1.1Identification and description of the overall system(s) and related equipment under contract for analysis.
2.1.2All of the specific items that makes up the overall system or equipment under contract for CBM+.
2.1.3Item recommended for analysis
2.1.4Items not recommended for analysis
2.1.5Rationale for selection or non-selection of items
2.1.6Identification of any previous systems, similarities to the system under analysis, past CBM+ applications that are to be used to establish the baseline for the support structure constraints on the system under analysis.
2.1.7Identification of the contractor preparing the CBM+ program plan, the government organization contracting for the CBM+ program plan, and the contract number.
2.1.8Identification of the internal organizational structure performing the CBM+ implementation.
2.1.9Description of the interrelationship of the CBM+ discipline with other Reliability, Availability, Maintainability elements and system engineering disciplines.
2.1.10Description of how Reliability Centered Maintenance (RCM) analysis will be used to identify failure modes that will become candidates for CBM+ technology application.
2.1.11Description of how CBM+ technology will be used to address failure modes identified by the RCM process.
2.1.12Description of how proposed sensor technology will be evaluated to determine whether it will be cost-beneficial over the lifecycle of the equipment, system or ship.
2.1.13Description of how a human-machine interface will be applied to provide timely CBM+ information directly to the ship crew.
2.1.14Description of how data collected by sensors will be aggregated and transferred to a shore facility for analysis, how frequent the data transmission is planned and how the system will adjust for periods of non-connectivity.
2.1.15Description of how the contractor plans to use Open Source (OS) (e.g. Military Standard (MILSTD), Institute of Electronics and Electrical Engineers (IEEE) Standards, W3C (Open Web Platform Standard, Machinery Information Management Open Systems Alliance (MIMOSA)) and Open Architecture (OA) development tools and methods to support CBM+ data transactions.
2.1.16Description of how the CBM+ data will be used by a shore analysis/distance-support facility to provide prognostic and diagnostic information to the ship, and ship's chain of command.This shall also include a description of the types of reports and alerts to the ship's human-machine interface will be provided.
2.2The plan shall contain a description of how the CBM+ results will be used to assist in developing or revising system engineering and logistic products or data with the following programs:
2.2.1Maintenance planning
2.2.2Provisioning parts listings
2.2.3Logistic Support Analysis Record (LSAR)
2.2.4Failure Modes, Effects, and Criticality Analysis (FMECA)
2.2.7Reliability Centered Maintenance
2.3The plan shall describe how classified data will be handled if applicable.
2.4The plan shall identify the method by which CBM+ information that affects design is disseminated to equipment designers, and the criteria which will be used to guide the designers on the advisability of installing sensors or data collection points in the system.
2.5The plan shall identify how the CBM+ results will be used to influence the system design as it relates to the following:
2.5.3Built-in-test equipment
2.6The plan shall include delineation of the tasks and milestone schedules required to conduct the CBM+ program, along with schedule relationships to schedules of other Reliability, Availability, Maintainability program requirements, and associated system engineering activities.
