The Diminishing Manufacturing Sources and Material Shortages (DMSMS) Management Plan shall document the processes used by the contractor to implement a proactive DMSMS Management Process. The plan will enable the identification, forecasting and management of piece part obsolescence impacts and mitigations as a part of the Department of Defense (DoD) Program Managers' Total System Life Cycle Management responsibilities and identify how application of cross platform commonality can reduce DMSMS issues.
This Data Item Description (DID) contains the format and content preparation instructions for data generated by the specific and discrete task requirement as delineated in the contract.
SD-22 Guidebook and MIL-STD-11991B may be used for guidance.
The current versions of the following should be considered as applicable when using this DID: DI-SESS-81656 Source Data for Forecasting DMSMS; DI-MGMT-81772 Lead Free Control Plan; DI-QCIC-80125B GIDEP Report; and DI-STDZ-81993 Parts, Materials, and Processes Management Plan.
Preparation Instructions
1Format.The DMSMS Management Plan shall be in contractor's format.
2Content.The DMSMS Management Plan (DMP) shall conform to the requirements of SAE-STD-0016A, Standard for Preparing a DMSMS Management Plan, December 2023 sections 3 and 4. The DMP shall contain the following sections: Note: The numbers in parentheses are references to specific sections in SAE STD-0016A that provide information on the requirements cited below.
2.1DMSMS Program Infrastructure (see 3.1)
2.1.1Organization/function that acts as the primary customer focal point for the DMSMS Team.
2.1.2Roles and responsibilities of the organizations/functions that comprise the DMSMS Team or provide support to the DMSMS Team.
2.1.3Interfaces to ensure the clear communication of data and information between the DMSMS Team, support organizations, customer, and subcontractor(s) as required.
2.1.4Identification of who has the authority to approve the recommendations developed by the DMSMS Team.
2.1.5Cost Avoidance and Program Performance Metrics results
2.1.6DMSMS management tools, databases, and systems used.
2.1.7DMSMS case management process
2.1.8Training requirements for the DMSMS Team.
2.2Subcontractor DMSMS Management Strategy (see 3.2)
2.2.1Roles and responsibilities of the subcontractor.
2.2.2The DMSMS Management requirements and data items flowed down to the subcontractor.
2.2.3Methodology used by Plan owner to verify subcontractor compliance to DMSMS Management requirements.
2.3Sustainment DMSMS Strategy (see 3.3)
2.4Design Concepts to Minimize DMSMS Risk and Impact (see 3.4)
2.4.1How obsolescence risk is factored in the selection of parts used in equipment design.
2.4.2If programmable parts are used in the design, the Plan shall address processes to ensure parts can still be programmed over the product life cycle.This applies to the programming of parts before installation on circuit card assemblies and the reprogramming of parts after they are installed. This is to ensure that beyond the ability to procure a programmable part, the part as used in the application isn't forced into obsolescence due to the inability to program it.
2.5DMSMS Monitoring and Surveillance (see 3.5)
2.5.1The technologies/commodities that are covered by the monitoring and surveillance process.
2.5.2The process used by the Plan owner to determine the monitoring approach for each technology or commodity that is being monitored.
2.5.3Frequency that monitoring occurs.
2.6Resolving DMSMS Issues (see 3.6)
2.6.1The potential solutions that are considered.
2.6.2How the DMSMS Team evaluates potential solutions.
2.6.3The process for how a solution is selected and approved.
2.7DMSMS Risk Assessments and Forecasting (see 3.7)
2.7.1The plan shall also contain the documented processes and procedures for developing and providing DMSMS health assessment reports for systems, sub-systems and piece part components.
2.8Software obsolescence and life-cycle supportability including de-support and upgrade information and requirements for software, firmware, as well as licensing tracking
