The DMSMS Implementation Plan will be used to assess how the contractor plans to implement the requirements of the program's DMSMS Plan for identifying and managing the loss, or impending loss, of manufacturers or suppliers of parts and/or material required for sustained operational availability of the program's systems.
This Data Item Description (DID) contains the format, content, and intended use information for the data product resulting from the work task described by the contract.
Preparation Instructions
1Format.The DMSMS Implementation Plan may be in contractor format.
2Content.The DMSMS Implementation Plan shall contain obsolescence data for each system configuration and shall include the methodologies, processes, tools, resources and strategies required to provide sustained operational availability for all program systems and shall also contain the following sections:
2.1Introduction.This section shall contain a narrative of the plan's content for the system/equipment description.
2.1.1Scope and Purpose.The scope and purpose section of the plan shall identify the contractor's plans for managing and executing the DMSMS program.
2.1.2References.This section shall contain a list of the references the Contractor used to develop the DMSMS program.
2.1.3System/Equipment description.The system/equipment description shall contain a brief description of functional and physical characteristics of the system and its major subsystems. Block diagrams or other graphics needed to support description and text shall be included when applicable.
2.2Management Section.The section shall contain the management organizational structure, interfaces, DMSMS approach, forecasting/assessment, funding, DMSMS schedule, security requirements and any other applicable resources.
2.2.1DMSMS Organizational Structure.The DMSMS organization structure shall identify the DMSMS personnel roles and responsibilities including relationships to other integrated product teams and working groups.
2.2.2Interfaces.The interfaces between the contractor and subcontractor as well as other entities, both industry and government, including active participation and representation on a DMSMS Working Group as a government or industry member.
2.2.3DMSMS Approach.The DMSMS approach shall identify both the reactive and proactive obsolescence management processes that will be used for DMSMS resolution. The management approach shall also include reactive and proactive management strategies that address life cycle obsolescence issues related to the system.
2.2.4Forecasting / Assessment.The forecasting/assessment processes and obsolescence tools to be used shall be described and shall include vendor owned tools as well as industry and government tools.
2.2.5Funding.This section of the plan shall identify plan funding levels planned for obsolescence management activities and shall be depicted in graphic chart/table(s) with clear explanations.
2.2.6DMSMS Schedule.The DMSMS schedule shall contain all events that were identified in the Integrated Master Schedule (IMS), by reference and cross reference from the IMS.
2.2.7Security Requirements.The section shall contain all the security requirements used to secure the applicable program.
2.2.8Integrated Data Exchange.The plan shall identify all integrated data exchange requirements.
2.2.9Other Resources.Any other resources that are required for execution of the DMSMS implementation plan shall be identified.
2.3Methodology and Process Section.The methodology and process section shall identify technology/insertion plans, pre-production design planning, screening, bill of material, alert processes, planned deliverables, predictions, post-production and sustainment planning, case management, configuration management, data sharing and metrics.
2.3.1Technology Refreshment/Insertion Planning.The section shall identify planning procedures to be used for technology refreshment and insertion of both hardware and software.
2.3.2Pre-production Design.Pre-production design planning and execution shall be described.
2.3.3Component and Parts.The component and parts screening and selection process and strategy used to minimize the effect of DMSMS issues shall be identified. All recommendations in favor of the use of modular, open, and integrated architecture processes in developing an open system design as a life cycle enabler and a total ownership cost objective shall be included.
2.3.4Bill of Material (BOM) Process Development.The BOM development processes for each system shall be included in the plan.
2.3.5DMSMS Alerts.The plan shall identify all DMSMS alert processes used to notify the government of alerts, including Government Industry Data Exchange Program (GIDEP) and Defense Logistics Agency (DLA).
2.3.6Data Deliverables.All data deliverables planned for delivery to government shall be identified.
2.3.7DMSMS Predictions.The process to be used for conducting DMSMS predictions shall be specified.
2.3.8Post-production/Sustainment Planning.The post-production/sustainment planning shall include strategy; DMSMS watch lists, obsolescence monitoring, actions and mitigation process that will be used.
2.3.9Case Management.The case management process shall include the four step DMSMS risk management case resolution process specifying the following:

2.3.9.4ResolveResolution/Implementation in the development and implementation of reactive and proactive DMSMS mitigation solutions.
2.3.10Configuration Management.The plan shall include all configuration management and change control management processes required to maintain configuration product baseline integrity of the system.
2.3.11Data Sharing Processes.The data sharing process between the government and industry shall be specified.
2.3.12Metrics.The plan shall contain a DMSMS metric template that identifies all detailed metrics processes used for tracking case management activities.
3Media Requirements.The DMSMS plan shall be in digital Adobe Acrobat 6.0 as specified in the contract.
