This report enables the contractor to periodically report to the DoD Service/Agency their small business utilization achievements in awarding meaningful and innovative work to small businesses.
This DID contains the format, content, and intended use of information for the data deliverable resulting from the work task described in the solicitation.
This DID is applicable to all contracts or contract modifications that have subcontracting possibilities.
Preparation Instructions
1Reference documents.The applicable issue of the documents cited herein, including their approval dates and dates of any applicable amendments, notices, and revisions, shall be as specified in the contract.
2Format.Small Business Utilization Report shall be in contractor format or as specified in the contract, and briefly describe the subcontractor(s) efforts performed.
3Content.The contractor shall report actual small business utilization achievements relative to proposed small business participation in performance of the contract (including subcontracting dollars/percentages relative to total contract value / total subcontracting), and the results of efforts to:
3.1Increase use of qualified small businesses through competition for acquisition of components, parts (includes hardware and software), to enhance readiness and sustainment of the program specified in the contract.
3.2Engage small businesses, to increase missile defense engagement capability and capacity to outpace emerging threats, to serve as alternative sources, to mitigate risks of single point failures in the supply chain, and to increase the quality of supplies or services for the program specified in the contract.
3.3Leverage Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STIR) program funded technologies with high potential for transition into the program specified in the contract, or increase speed of delivery of new capability to address evolving missile threats.
3.3.1Report the number and dollar amount of Phase III SBIR or STTR contracts.
