Information intended use is for populating the Interactive Computer Aided Provisioning System (ICAPS).

This Data Item Description (DID) contains the format and content preparation instructions for the data product generated by the discrete as delineated in the contract SOW.

Preparation Instructions

1Format.The LMI for ICAPS shall be in a format similar to that of Figure (1).
2Content.The LMI ICAPS information shall contain the below data elements.
2.10140 - Commercial and Government Entity (CAGE)The appropriate CAGE shall be identified. The CAGE contains 5 alphanumeric characters or bbZZZ (b = blank) for each Reference or Part Number (example- D001). Types of CAGES are as follows: a. Design CAGE - CAGE assigned to a contractor or government activity having responsibility for the design of a given part and for the preparation and currency of engineering drawings and other technical data for that part. b. Prime CAGE - CAGE assigned to an activity having responsibility for design control and delivery of system/equipment and test equipment. c. Suppliers CAGE - Identifies the manufacturer from whom the material on a contract/ purchase order or multi-item purchase request is to be bought. d. Project CAGE - Standard CAGE validations apply. Shall not be less than 5 characters. e. Non-Manufacturer's CAGE - (Alpha in positions 2, 3 or 4) shall not be used in conjunction with a Reference Number (D001) coded for entry into the Master Data File (MDF), Product Support Integrator (PSI) or Technical Reference File (TRF). It shall be entered in the records as a C035B. These codes are listed in H8-1 and H8-2. f. Foreign CAGE - Shall not be entered for System Supply Request (SSR) unless a 2nd Reference Number (D001) is used with a valid U.S. CAGE.
2.1.10140 - Alternate Cage Number 1 (ALTCAGE1)An alternate CAGE, if applicable, shall be identified. This is the CAGE associated with the first alternate manufacturer for the same item of production or supply. Use the same definition as provided in paragraph 2.1 above.
2.1.20140 - Alternate Cage Number 2 (ALTCAGE2)A second alternate CAGE, if applicable, shall be identified. This is the CAGE associated with the second alternate manufacturer for the same item of production or supply. Use the same definition as provided in paragraph 2.1 above.
2.20180 - Physical Security / Pilferage Code (PSPC)The appropriate PSPC shall be identified. This element identifies the degree of physical security required for an item of supply. Stock point and other activities are notified via change notice cards. For LMI, this element is known as Controlled Inventory Item Code. A PSPC is required for P-coded SM&R items, which have no assigned number in the National Item Identification number (NIIN) (D046D) of the National Stock Number (NSN) Codes that applies and shall be identified from the following valid codes:
2.2.1Physical Security CodeMaterial requires protection in the interest of national security. a. "A"- Confidential, formerly restricted data b. "B" - Confidential, restricted data c. "C" - Confidential d. "D" - Confidential - Cryptologic e. "E" - Secret - Cryptologic f. "F" - Top Secret - Cryptologic g. "G" - Secret, formerly restricted data h. "H" - Secret, restricted data i. "K" - Top Secret, formerly restricted data j. "L" - Top Secret, restricted data k. "O" - Item contains naval nuclear propulsion information. Disposal and access limitations are identified in NAVSEAINST C5511.32. l. "S" - Secret m. "T" - Top Secret n. "U" - Unclassified o. "7" - Item assigned a Demilitarization Code (D017) other than A, B, or Q for which another CIIC is inappropriate. The loss, theft, unlawful disposition, and recovery of an item in this category will be investigated. p. "9" - Controlled Cryptographic Item (CCI). CCI is secure telecommunications or information handling equipment, associated cryptographic component or other hardware item which performs a critical communication security function. CCI is unclassified but controlled. They will bear the designation Controlled Cryptographic Item or CCI.
2.2.2Pilferage CodeMaterial has a ready resale value or civilian application for personal possession and therefore is especially subject to theft. Codes that apply shall be identified from the following valid codes: a. "J" - Pilferage controls shall be designated by the coding activity to items coded U (Unclassified) by recoding the item to J b. "M" - Hand tools and shop equipment c. "N" - Firearms d. "P" - Ammunitions and explosives e. "V" - Individual clothes and equipment f. "W" - Office machines g. "X" - Photographic equipment and supplies h. "Y" - Communications or electronic equipment and parts i. "Z" - Vehicular equipment and parts If the Demilitarization Code (D017) is P, the allowable SEC/PILFS are A,B,C,D,E,F,G,H,K,L,S,T,5,6,8. If A,B,Q, the allowable SEC/PILFS are I,J,M,N,O,P,Q,R,U,V,W,X,Y,Z,1,2,3,4,9. If C,D,E,F, the allowable SEC/PILFS are I,J,M,N,O,P,Q,R,V,W,X,Y,Z,1,2,3,4,7,9. If G, the allowable SEC/PILFS are ALL EXCEPT I and U.
2.30190 - Nuclear Hardness Critical Item (NHCI)The appropriate NHCI shall be identified. A code which indicates that an item has been assessed as being technically critical by reason of tolerance, fit restrictions, application, nuclear hardness properties or characteristics which affects identification of the item. An accurate code that applies shall be identified from the following: a. "H" - The item is specifically designed to be selected as being nuclear hard (i.e., it will continue to perform its designed function in an environment created by nuclear explosion). The item does not have other critical features. b. "M" - The item is specifically designed to be selected as being nuclear hard. In addition, the item has other critical features such as tolerance, fit restrictions, or application. c. "S" - The item is a non-aviation critical safety item whose failure will result in serious damage to equipment(s) or serious injury or death to personnel. d. "V" - Criticality Undetermined. e. "X" - The item does not have a nuclear hardened feature or any other critical feature such as tolerance, fit restrictions, or application. f. "Y" - The item does not have a nuclear hardened feature or any other critical feature(s) such as tolerance, fit restrictions, or application.
2.40230 - Demilitarization Code (DMIL)The appropriate DMIL shall be identified. A code which indicates the degree of demilitarization required for an item. An accurate code that applies shall be identified from the following: a. "A" - Non-USML/Non-CCLI - No DEMIL or TSC required. Department of Commerce (DoC) shall impose licensing requirements to certain destinations. Munitions List Item (MLI) - Demilitarization is not required. (Commerce Control List Item -CCLI) b. "C" - USML Items - DEMIL required. Demilitarize installed key point(s) as DEMIL code "D." c. "D" - USML Items - DEMIL required. Destroy item and components to prevent restoration or repair to a usable condition. d. "E" - DoD DEMIL Program Office (DDPO) reserves this code for their exclusive-use only. DEMIL instructions shall be furnished by the DDPO. e. "F" - USML Items - DEMIL required. Item managers, equipment specialists, or product specialists shall furnish special DEMIL instructions. f. "Q" - CCLI - Mutilation (MUT) to the point of scrap required outside the United States. In the United States, MUT requirement is determined by the DEMIL integrity code (IC) (see Enclosure 4 for a description of DEMIL ICs) and MUT is required when the DEMIL IC is "3." TSC are required in the United States. If the DMIL is P, the allowable PS/PC (C017) are A-H, K, L, S, T, 5, 6, 8. If A,B,Q, the allowable PS/PC are I, J, M-R, U-Z, 1, 2, 3, 4, 9. If C,D,E,F, the allowable PS/PC are I, J, M-R, V-Z, 1-4, 7, 9. If G, the allowable PS/PC are A-H, J-T, V-Z, 1-9.
2.50280 - Essentiality Code (EC)The appropriate EC shall be identified. This code indicates the degree to which the failure of the part affects the ability of the end item to perform its intended operation. An accurate code that applies shall be identified from the following: a. "1" - Failure of this part will render the end item inoperable. b. "3" - Failure of this part will not render the end item inoperable. c. "5" - Item does not qualify for the assignment of 1, but is needed for personnel safety. d. "7"- Item does not qualify for the assignment of 1, but is needed to prevent impairment or temporary reduction of the end item's operational effectiveness.
2.60480 - Item Name (NAME)The appropriate NAME shall be identified. An item name shall be identified based on the following criteria: This element is an item name with appropriate adjective modifier as contained in the Federal Item Name Directory for Supply Cataloging, H6, when applicable. Abbreviations shall be used where applicable.
2.70560 - Maintenance Replacement Indicator (MRRI)The appropriate MRRI shall be identified. The MRRI is defined as the peacetime replacement rate factor for the item indicating the number of expected failures, which will require removal and replacement of the support item below depot level in a given next higher assembly per equipment/end item per year. This factor is to be based on the known or estimated end item usage and mature failure rates. NOTE: This data element equates to the Technical Failure Factor I (F001) data element where "MRRI = YEARLY SERVICE HOURS / MTBF" and MTBF is the Mean Time Between Failures.
2.80680 National Item Identification Number (NIIN)The appropriate NIIN shall be identified. This field can be used as either a National Item Identification Number (NIIN) or a Naval Item Control Number (NICN). Shall identify either the NIIN or NICN based on the following information provided to assist with distinguishing between the two uses: If the field begins with a numeric character it is a NIIN (D046D). If the field begins with an alpha character it is a NICN (C002B).
2.8.1NIIN (D046D)A nine digit number assigned by Defense Logistics Agency to identify an approved item of supply within the Federal Cataloguing Program. A NIIN is formatted as all numeric (the most common), or 3 numeric and 6 alphas. Examples: 0014735774 (most common) or 012FEDCBA.
2.8.2NICN (C002B)A nine digit number used by the Navy Inventory Control Point to identify an item of supply pending assignment of a NIIN by FLIS. It can also be a Permanent Naval Item Control Number (P-NICN) which is a number assigned to an item that will not have a NIIN assigned (used for identification purposes only). A NICN is formatted as 3 alpha (A-Z), 3 alphanumeric (A-Z, 0-9) and 3 numeric (0-9) (most common, or All Alphas). Examples: LLH541063 (most common), LLCE28503, LLCYA6296 (most common), or LLDJEDCBA.
2.8.3National Codification Bureau/Navy Item Control Number Codes (C001E)The first two positions of either the NIIN field (D046D) or the NICN field (C002B). When used as the first two positions of a NIIN it is called the National Codification Bureau Code and it designates the country, which originally cataloged an item of supply. See National Codification Bureau Codes below for Code/Country Identification for NIINs. When it is used as the first two positions of a NICN (C002B) it is called the Navy Item Control Number Code and it designates the degree of activity control. See Navy Item Control Number Codes below for Code/Degree of Activity Control.
2.8.4National Codification Bureau Codes Assigned to NIINS (D046D)The first 2 positions of the NIIN field. The accurate code that applies shall be identified from the following: a. "0" - United States b. "1" - United States c. "11" - NATO d. "12" - Germany e. "14" - France f. "15" - Italy g. "17" - Netherlands h. "20" - Canada i. "21" - Canada j. "33" - Spain k. "66" - Australia l. "99" - United Kingdom
2.90790 - Precious Metal Indicator Code (PMIC)The appropriate PMIC shall be identified. This element identifies an item which has precious metals as part of its content. Precious metals are generally considered to be uncommon and highly valuable. An accurate code that applies shall be identified from the following: a. "A" - Item does not contain precious metal b. "C" - Item contains a combination of two or more precious metals (Silver, Gold, and Platinum c. "G" - Item contains Gold d. "P" - Item contains Platinum family metals e. "S" - Item contains Silver f. "U" - Precious metal type is unknown g. "V" - Precious metal type varies between manufacturers
2.10S005 - Failure Factor III / Repair Survival Rate (RSR)The appropriate RSR shall be identified. This element shall provide the RSR based on the following criteria: This element represents the percentage of reported non-serviceable repairable assets which will, through rework, be returned to a serviceable condition. Field is right justified zero filled.
2.11S006 - Designator Overhaul Point (DOP1)The appropriate DOP1 shall be identified. This element shall identify the overhaul point(s) to which the repairable item will be returned for rework, renovation, overhaul, etc. A 6 position DOP is structured as follows: a. First Position: 1.) "N" - Navy Activity 2.) "Q" - Navy Contractor b. Second through Sixth Positions: 1.) First position codes of Q will be followed by the activity's 5 digit CAGE (C035) code in Cataloging Handbooks H4-1 and H4-2. 2.) First position code N will be followed by the Navy Unit Identification Code (UIC) as identified in the NAVCOMP Manual.
2.12S010 - Remain in Place Indicator (RIP)The appropriate RIP shall be identified. The Remain In Place Indicator (RIP) identifies an item for which an unserviceable unit will be turned in on an exchange basis after receipt of a serviceable unit. An accurate code that applies shall be identified from the following: a. "C" - Containerization - Material requires a special reusable container. Upon receipt of replacement part, shipping container of replacement will be used to return Not-Ready-For-Issue (NRFI) item to the supply system. b. "M" - Maintenance consideration - Removal of the item involves exchange of numerous fittings or linkages; exposes the installed system to water intrusion, corrosion or mechanical damage; or precludes operation of installed system to facilitate other maintenance. c. "N" - Not RIP worthy - Item need not be retained pending receipt of replacement item. d. "P" - Partial Equipment Operation - Retention of the item permits operation of the equipment in a degraded mode. e. "S" - Safety consideration - With the item removed, the installed system is in an unsafe configuration (weight and balance, structural limits and personnel hazard.) f. "V" - Mobility (equipment) - With the item removed, the installed system cannot immediately be moved in the event of an emergency. g. "X" - Under Technical Review - Use if the technical review has not been completed. [Not Valid for Maritime PTD Release]. h. "Y" - Any Other Reason - Remain-in-place authority granted. Click on the "CODE" letter to return to the worksheet menu.
2.130830 - Production Lead Time (PLT)The appropriate PLT shall be identified. This element is the computed or expected value, expressed in months, between the placement of a new contract and the actual delivery or payment of the items under the contract and shipment of the first deliverable quantity. Shall identify the PLT taking into account the following: Notes: 1. For all new items (items without an existing NSN) that are processed through NAVSUP Weapons Systems Support (WSS) to load the Uniform Inventory Control Point (UICP) File, the PLT will be reduced by 25% at the time of Files-Load. This will happen prior to actually loading the UICP file and the PLT in ICAPS will be updated with the new reduced PLT. If the 1st position of the NAVSUP WSS Organizational Routing Senders Indentification (ORSI) is a "W", this reduction will not occur). 2. When ICAPS loads the UICP file, the PLT will be converted from months to quarters (ICAPS data will remain in months).
2.14S007 - Acquisition Method Code (AMC)The appropriate AMC shall be identified. This code, in combination with the Acquisition Method Suffix Code (D025F) defines how the item will be procured. An accurate code that applies shall be identified from the following: a. "1" - Suitable for competitive acquisition (see Notes 1 and 2) b. "2" - Suitable for competitive acquisition for the first time (see Notes 1 and 2) c. "3" - Acquire directly from the actual manufacturer, whether or not the prime contractor is the actual manufacturer. d. "4" - Acquire, for the first time, directly from the actual manufacturer rather than the prime contractor who is not the actual manufacturer e. "5" - Acquire only from the prime contractor although the engineering data identifies the CAGE and Part Number of a source other than the prime contractor (see Note 3) Notes: 1. Potential sources shall include dealers/distributors. 2. If sources are limited to the prime contractor and a subcontractor, a competitive code shall not be assigned unless both sources are expected to compete independently for contracts for the part. 3. Parts entering the Inventory. Generally, a provisioned part will require subsequent replenishment. Provisioning or similar lists of new parts are, therefore, the basis for selecting parts for screening. Prioritization is desirable on the basis of design and performance stability, the highest anticipated replenishment buy values and buys quantities, and the availability of technical data. Effort shall be made to complete full screening as parts enter the inventory. AMC - 1 or 2 = AMSC (D025F) shall = A,B,C,G,H,K,L,M,N,P,Q,R,S,T,U,V,Y or Z AMC - 3 or 4 or 5 = AMSC (D025F) shall = A,B,C,D,H,K,L,M,N,P,Q,R,S,U,V,Y or Z
2.15S008 - Acquisition Method Suffix Code (AMSC)The appropriate AMSC shall be identified. This code, in combination with the Acquisition Method Code (D025E) reflects the decision of the Primary Inventory Control Point (PICA) from a planned procurement review. An accurate code that applies shall be identified from the following code definitions: a. "A" - The Government's rights to use data in its possession is questionable. (NOTE: This code is only applicable to parts under immediate buy requirements and only as long as rights to data are still under review for resolution and appropriate re-coding.) b. "B" - Acquisition of this part item is restricted to source(s) specified on "Source Control", "Altered Item" or "Selected Item" drawings/documents . c. "C" - This part requires engineering source approval by the design control activity in order to maintain the quality of the part. An alternate source shall qualify in accordance with the design control activity's procedures, as approved by the cognizant Government engineering activity. d. "D"- The data needed to produce this item from additional sources is not physically available. NAVSUP WSS It cannot be obtained economically, nor is it possible to draft adequate specifications or any other adequate, economical description of the material for a competitive solicitation. Valid AMCs (D025E): 3, 4, or 5. e. "G"- The Government has unlimited rights to the technical data, and the data package is complete. f. "H" - The Government physically does not have in its possession sufficient, accurate, or legible data to purchase this item from other than current source(s). (NOTE: This code is applicable only to parts under immediate buy requirements and only as long as the deficiency is under review for resolution and appropriate re-coding). g. "K" - This part shall be produced from class 1A castings and similar type forgings. The part shall be procured only from sources which use castings or forgings obtained from approved (controlled) source(s). h. "L" - The annual buy value of this part falls below the screening threshold of $10,000, but it has been screened for known source(s). (NOTE: This code shall not be used when screening parts entering the inventory. It shall not be assigned in preference to or supersede any other AMSC). i. "M" - Master of coordinated tooling is required to produce this part. This tooling is not owned by the Government or, where owned, cannot be made available to other sources. j. "N" - This part requires special test and inspection facilities to determine and maintain ultra-precision quality for its function or system integrity. Substantiation and inspection of the precision or quality cannot be accomplished without such specialized test or inspection facilities. k. "P" - The rights to use the data needed to purchase this part from additional sources are not owned by the Government and cannot be purchased l. "Q" - The Government does not have adequate data, lacks rights to data, or both, needed to purchase this part from additional sources. m. "R" - The data or the rights to use the data needed to purchase this item from additional sources are not owned by the Government and it has been determined that it is uneconomical to purchase them. n. "S" - Procurement of this item is restricted to limited source(s) because security classification of confidential or higher prevents public disclosure. o. "T" - Acquisition of this part is controlled by Qualified Products List procedures. p. "U" - The cost to the Government to breakout this part and acquire it competitively has been determined to exceed the projected savings over the life span of the part. q. "V" - This part has been designated a high reliability part under a formal reliability program. Probability of failure would be unacceptable from the standpoint of safety of personnel and equipment. The cognizant engineering activity has determined that data to define and control reliability limits cannot be obtained nor is it possible to draft adequate specifications for this purpose. r. "Y" - The design of this part is unstable. Engineering, manufacturing, or performance characteristics indicate that the required design objectives have not been achieved. Major changes are contemplated because the part has a low process yield or has demonstrated marginal performance during tests or service use. These changes will render the present part obsolete and unusable in its present configuration. Limited acquisition from the present source is anticipated pending configuration changes. s. "Z" - This part is a commercial, non-developmental or off the shelf item. NOTE: Parts Entering the Inventory. Generally, a provisioned part will require subsequent replenishment. Provisioning or similar lists of new parts are, therefore, the basis for selecting parts for screening. Prioritization is desirable on the basis of design and performance stability, the highest anticipated replenishment buy values, buy quantities, and the availability of technical data. 2.160870 - Provisioning Contract Control Number (PCCN)The appropriate PCCN shall be identified. This number will be used as a point of reference in all in-house (ICP) monitoring and processing control operations. Shall provide a PCCN based on the following criteria: The PCCN is used to identify a specific contract and shall = constructed as follows: a. This field shall be 8 positions, no embedded blanks or special characters. b. The first position shall be the Service Provisioning Designator. NAVSUP WSS will use N with P held in reserve for future assignment. c. The second position will indicate the last or right hand digit of the calendar year in which the PTD (Provisioning Technical Documentation) is submitted to the NAVSUP WSS provisioning process or the contract year if the cognizant department/division indicates this to be the preferred indicator. e.g. 2 for 2012.
2.170890 - Provisioning List Item Sequence Number (PLISN)The appropriate PLISN shall be identified. The sequence or line item number as assigned by the contractor (Navy or commercial) or provisioned to each repair part item, component, accessory, assembly or support item listed on a provisioning parts list (provisioning documentation). The first four digits shall not be blank and are used for the sequential numbering of line items on the list. Six Position: The sixth position shall be blank. When specified, it indicates deletions, modifications, typographical errors, quantity changes, and limited part applications as follows: a. "D" - Indicates a deleted line item. b. "G" - Deletion of a data element value as a valid code and definition. c. "L" - Item is replaced during production and support of the old part shall be required. d. "M" - Indicates a modified item. Required to identify entries for those items changed as a result of either administrative or engineering requirements (not for initial entry of NSN) before or during production. Examples of changes: - Prime contractor's Part Number (D001) - Federal Supply Code for Manufacturer (C035) - Manufacturer's Part Number (D001) - Item Name (C004) - Other data elements shall be subsequently defined, wherein the hardware is not affected. e. "T" - Used to correct a typographical error. f. "Q" - Used to make quantity field changes. Changes to Provisioning Lists: These instructions provide for additions, modifications, deletions, and identify typographical and quantity changes on the provisioning list. Digits are allocated for - 1 2 3 4 5 6. An example of the use of this system is as follows: a. 0 0 0 1 - Item as numerically listed b. A 1 2 0 - Item as alpha-numerically listed (Optional) c. A 1 2 0 A - First addition between Item Numbers A120 and A121 d. A 1 2 0 B - Second addition between Item Numbers A120 and A121 e. A 1 2 0 C M - Third addition between Item Numbers A120 and A121 which has been subsequently modified f. A 1 2 1 - Items as originally listed g. A 1 2 2 _ M - Modified item (not for initial entry of NSN) h. A 1 2 3 _ D - Deleted item i. A 1 2 4 _ T - Typographical error j. A 1 2 5 _ Q - Quantity adjustment k. A 1 2 6 _ L - Limited part application
2.180900 - Provisioning Nomenclature (PROV NOM)The appropriate PROV NOM shall be identified. A description in narrative form used to provide additional identification of an item. Note: This data element does not pass to NAVSUP WSS.
2.190930 - Quantity per Assembly (QPA)The QPA shall be identified based on the following criteria. The QPA is a series of letters and numbers which uniquely identify and locate units and parts within a component. Data shall be entered in this block as follows: OPTION A: a. Enter the total number of times the line item is used in the assembly of which it is part. b. Make a separate line item entry for each appearance of the item in the assembly. Subsequent entries of the same item in the same assembly shall have "REF" entered in this element to indicate that the total number of uses of the item in this assembly has been listed at its first occurrence. OPTION B: a. Enter the total number of times the complete reference designation, (Reference Symbol Number, RSN) assigned appears in the end item. Note: If RSN C14 appears in an assembly and the identical assembly appears 3 times in the end item, enter 3 in this field to indicate the total number of times RSN C14 appears in the end item. Field Shall be a numeric entry, right justified zero filled or one of the following codes: AR = As Required, FAB = Fabricate, SEL = Select, REF = Reference Part Occurrence. For items that have a QPA of "As Required", "Fabricate" or "Select", the above codes can be used or the corresponding numerical expression can be used in lieu of these codes.
2.201030 - Reference Designator (REFDES)The appropriate REFDES shall be identified. REFDES is a series of letters and numbers which uniquely identify and locate units and parts within a component. For electronic equipment, this data element is mandatory. Shall enter the REFDES based on the following criteria: a. Enter in this element the Reference Designation in accordance with ANSI Y32.16, utilizing either the unit or block numbering method. b. When the unit numbering method is used, unit and subassembly portion (prefix) of the Reference Designation (up to 10 digits) shall be entered. These digits/letters identify a major component, and remain consistent for all items contained in the component. The remaining digits/letters are then entered. These indicate assemblies, subassemblies, etc. c. When the block numbering method is used, the Reference Designation, assigned in accordance with the block numbering method, shall be entered. d. For commercially designed, controlled and commercially available electronic equipment, compliance with ANSI Y32.16 is desired but not mandatory. e. Arrangement of lists for electronic equipment shall be in alphanumeric sequence in accordance with ANSI Y32.16 or top-down order as directed by the Provisioning Activity. Identical Items carrying different REF DES shall not be combined under 1 PLISN (E038) unless authorized. Note: 1. This field shall not be blank if Indenture Code (E546) is blank. WARNING: Only the first 29 characters are accepted by ICAPS Master Allowance Parts List file. REFERENCE DESIGNATOR POSITION GUIDANCE a. All numbers are right justified b. 2.211050 - Reference Number (RN) or Part Number (PN)The appropriate RN or PN shall be identified. The Part Number is any unique identifying number, other than an activity stock number, that is used to identify an item of production. This element shall not be blank as the prime part number. A Part Number and CAGE combination identifies an item of production. Neither shall be blank if the other is specified. This data element is normally referred to as the Reference Number.
2.21.11050 - Alternate Part Number 1 (ALTPN1)An alternate PN, if applicable, shall be identified. This is the reference or part number associated with the first alternate manufacturer for the same item of production or supply. Use the same definition as provided in paragraph 2.21 above.
2.21.21050 - Alternate Part Number 2 (ALTPN2)A second alternate PN, if applicable, shall be identified. This is the reference or part number associated with the second alternate manufacturer for the same item of production or supply. Use the same definition as provided in paragraph 2.21 above.
2.221060 - Reference Number Category Code (RNCC)The appropriate RNCC shall be identified. The RNCC is a code assigned to the reference or part number to indicate the category or relationship of the reference or part number to an NSN or another reference number. NOTE: Batch Validations only occur for the first occurrence of the Reference Number Category Code. Valid codes and definitions are as follows: a. "1" - Source Control Reference. The number assigned by a design control manufacturer of an end item of equipment, including a Government activity, to a drawing that restricts procurement (1) to the specified item(s) described on the drawing and (2) to the stated source(s) of supply designated thereon. These restrictions are imposed on the cognizant design activity to ensure procurement of the only item(s) known as a result of the test or evaluation to be satisfactory for the stated critical application. Includes Source Control Drawing (Applicable only to type 1, 1B, 2, 4, and 4B item identifications). b. "2" - Definitive Government Specification Or Standard Designator Reference. A part number, style number, or type designator included in or developed in accordance with a Government specification or standard which has the effect of fully identifying an item of supply. This code shall also be used for a Government specification or standard which, although not including part numbers, style numbers or type designators, covers a single item of supply. (Non-definitive Government specifications or standard designator references shall be coded 4; specification control drawings shall be coded 7; professional association or standard designator references shall be coded 3.) c. "3" - Design Control Reference. The primary number used to identify an item of production or a range of items of production, by the manufacturer (individual, company, firm, corporation, or Government activity) which controls the design, characteristics, and production of the item by means of its engineering drawings, specifications and inspection requirements. d. "4" - Non-Definitive U.S. Government Specification or Standard Reference. Any Government specification or standard reference other than those indicated in code 2 as definitive references. This code shall be used for non-definitive Government specifications and standard references and non-definitive part numbers, type designators, and style numbers included therein which are coded with RNVC (D006) 1. (Includes the specification number of those specifications for which type designation is used as code 2. Excludes professional specification or standard reference which shall be coded 3, and specification control drawings which shall be coded 7.) e. "5" - Secondary Reference. Any additional number, other than a primary number (codes 1, 2, 3, 4), informative reference (code 6) or specification control reference (code 7) assigned to an item of production or supply be a commercial or Government organization, which represents the same item of production or supply be a commercial or Government organization, which represents the same item of production or supply to which the National Stock Number (NSN) was assigned. The Reference Number (D001) shall have had an RNCC of 1, 2, 3, 4, or 7 but has since been replaced in the item-of-supply concept of the NSN by another primary number. Includes additional numbers assigned by the design control organization; superseded or canceled specifications; superseded or discounted referenced numbers which shall be resulted from: a manufacturer's change in numbering system; the manufacturer no longer produces the item or is no longer a technically approved source; the manufacturer or supplier for that number is out of business. (Obsolete, superseded, canceled, or discounted reference numbers coded RNCC 5 shall be coded Reference Number Variation Code (D006) 9. All secondary reference Extra Long Reference Numbers (ELRNs), whether current, obsolete, superseded, canceled, or discounted, shall be coded RNCC 5 and RNVC (D006) 1.) f. "6" - Informative Reference. North Atlantic Treaty Organization (NATO) Stock Numbers (CAGE (C035) 99995) Production Equipment codes (CAGE (C035) 99998), and DoD Ammunition Codes (CAGE (C035) 99999) which shall be related to NSNs. (Reference Numbers (D001) for the CAGEs (C035) cited above shall be coded RNVC (D006) 9.) g. "7" - Specification Control Reference. The number assigned by a design control manufacturer of an end item of equipment, including a Government activity, to a drawing which delineates a commercial or vendor item for which all of the engineering and test requirements specified can be met without imposing restrictions essential in source control procurement. Includes only those drawings which met the definition for Specification control drawings are administrative control numbers and shall not be used as part identification numbers. h. "8" - U.S. NATO Reproduced Item Identification. A number representing a reproduction of an item of production by a NATO country (including the United States) for which authorization to use the NATO/National Stock Number has been granted by the originating country. The reproduced item represents the same item of production as the original item. i. "A" - This is the Design Category Packaging and Related Logistics Data Reference. A number of a document representing packaging and related logistics data requirements. j. "B" - Non-Design Category Packaging and Related Logistics Data Reference. The number of a military standard and applicable standard designation decoded in the standard publication. k. "C" - Advisory Reference. A number assigned to an item of production or supply not included in the item-of-supply concept to which the NSN has been, or is being, assigned (e.g., an item that shall have been used in the reproduction equipment design which has since been redesigned or replaced). Use of the RNCC is restricted to conditions where cross-reference is required to establish identification to an item of supply. Additionally, there is no direct relationships of the reference number the NSN other than a Service/Agency individual decision. (RNCC C shall be used only in conjunction with RNVC (D006) 1.) l. "D" - Drawing Number Reference. A number assigned by a design activity to a drawing or other technical documentation which identifies a drawing/document that is related to an item of supply or production but does not qualify for assignment of codes 1, 3, 5, 7, or C. Code D reference numbers will not be used in item-of-supply determinations. Requires RNVC (D006) 9.
2.22.11060 - Alternate Reference Number Category Code Number 1 (ALTRNCC1)An alternate RNCC, if applicable, shall be identified. This is the Reference Number Category Code associated with the first alternate manufacturer for the same item of production or supply. Use the same definition and codes as provided in paragraph 2.22 above.
2.22.21060 - Alternate Reference Number Category Code Number 2 (ALTRNCC2)A second alternate RNCC, if applicable, shall be identified. This is the Reference Number Category Code associated with the second alternate manufacturer for the same item of production or supply. Use the same definition and codes as provided in paragraph 2.22 above.
2.231070 - Reference Number Variation Code (RNVC)The appropriate RNVC shall be identified. The RNVC is a code assigned to a reference or part number to indicate that the cited number is item identifying, is not item identifying or is a reference or part number for information. NOTE: Batch Validations only occur for the first occurrence of the Reference Number Variation Code. Valid Codes and definitions are as follows: a. "1" - A variant reference or part number (D001) which, without additional information, does not identify an item of production or item of supply to which it is related. This reference or part number shall be either: 1. A design control or similar number. 2. A specification part, type or similar number. b. "2" - A non-variant reference number which fully identifies an item of production. This reference number shall be: 1. A design control number or similar number. 2. A source control, specification, standard part, type or similar number. c. "3" - The reference or part number is a vendor's name on a source control item with repairable parts and it is necessary to establish a separate NSN for the vendor's item. d. "9" - The reference or part number (D001) is a specification, standard or other reference, which has been superseded, canceled, discontinued or is obsolete. Reference Number Category Code (D024) shall equal 5, 6 or D.
2.23.11070 - Alternate Reference Number Variation Code Number 1 (ALTRNVC1)An alternate RNVC, if applicable, shall be identified. This is the Reference Number Variation Code associated with the first alternate manufacturer for the same item of production or supply. Use the same definition and codes as provided in paragraph 2.23 above.
2.23.21070 - Alternate Reference Number Variation Code Number 2 (ALTRNVC2)A second alternate RNVC, if applicable, shall be identified. This is the Reference Number Variation Code associated with the second alternate manufacturer for the same item of production or supply. Use the same definition and codes as provided in paragraph 2.23 above.
2.241220 - Source, Maintenance and Recoverability Codes (SMR)The appropriate SMR shall be identified. Source, Maintenance and Recoverability (SM&R) codes are used to identify the source of spares, repair parts, end items and Support Equipment (SE) and the levels of maintenance authorized to use, maintain, overhaul, rework or condemn them.
2.24.1Source CodeThis is position 1 and 2 of the SMR. The Code assigned to support items and end items to indicate the manner of acquiring items for the maintenance repair, rework or overhaul of end items. Source codes are entered in the first and second positions of the uniform SMR code format. An accurate code that applies shall be identified from the following: Shall not = blank. Error condition shall be corrected before continuing (MANDATORY) a. "PA" - Item is procured and stocked for anticipated or known usage. Items are normally considered for replenishment. b. "PB" - Items procured and stocked for insurance purposes because essentiality dictates a minimum quantity be available in the supply system. c. "PC" - Consumable items procured and stocked which otherwise would be coded PA except that they are deteriorative in nature. PC code also applies to repair kits which are composed of deteriorative items. d. "PD" - Support item, excluding SE, procured for initial issue or outfitting and stocked only for subsequent or additional initial issue or outfitting. Not subject to automatic replenishment. e. "PE" - End item and SE is procured and stocked for initial issue or outfitting for specific maintenance repair activities. (For the Navy, such items are not subject to automatic replenishment). f. "PF" - SE which will not be stocked but will be centrally procured on demand. PF items are not normally assigned NSNs. g. "PG" - Item is procured and stocked to provide for sustained support for the life of the equipment. It is applied to an item, which, because of probable discontinuance or shutdown of production facilities would prove uneconomical to reproduce at a later time. h. "PH" - Item is procured and stocked and has been identified as containing hazardous material. Item requires recordation in the Hazardous Material Information System (HMIS) and a Material Safety Data Sheet (MSDS). i. "PR" - End item and support item is terminal or obsolete and replaced. It is no longer authorized for procurement. On hand assets shall be issued until exhausted; then use replacement item. j. "PZ" - Item is terminal or obsolete with no replacement; discontinue use. k. "KD" - Item contained in a depot overhaul/repair kit and not purchased separately. Depot kit defined as a kit that provides items required at the time of depot overhaul or repair. l. "KF" - Item contained in a maintenance kit and not purchased separately. Maintenance kit defined as a kit that provides an item that can be replaced at organizational or intermediate levels of maintenance. m. "KB" - Item included in both a depot overhaul/repair kit or maintenance kit. n. "MO" - Items manufactured or fabricated at organization maintenance level. o. "ML" - Item manufactured at a specialized repair facility (e.g., environmental considerations). p. "MF" - Item manufactured or fabricated at the intermediate maintenance level. USN - Afloat q. "MH" - Item manufactured or fabricated at the intermediate maintenance level. USN - Ashore only r. "MG" - Item manufactured or fabricated at either afloat or ashore intermediate maintenance levels (Navy use only). s. "MD" - Item manufactured or fabricated at depot maintenance level. t. "AO" - Item assembled at organizational level. u. "AL" - Item assembled at a specialized repair activity (e.g., item requires specialized tests and fixtures to ensure proper assembly). v. "AF" - Item assembled at the intermediate maintenance level. USN - Afloat only w. "AH" - Item to be assembled at the intermediate maintenance level. USN - Ashore only x. "AG" - Item assembled at either afloat or ashore intermediate maintenance levels (Navy use only). y. "AD" - Item assembled at depot maintenance levels. z. "XA" - Item is not procured or stocked because the requirements for the item will result in the replacement of the Next Higher Assembly (NHA). aa. "XB" - Support item with low mortality rate, not procured or stocked. Item shall/shall not be available through salvage. Salvage shall be considered unless use of salvage item is prohibited by instruction in equipment publication. If prohibited, requisition through normal supply channels using Commercial and Government Entity (C035) code and Reference Number (D001). ab. "XC" - Installation drawing, diagram, instruction sheet, field service drawing that is identified by Manufacturer's Part Number (D001). ac. "XD" - The item is a support item with low mortality rate, not stocked. Local purchase or requisition through normal supply channels using CAGE (C035) code and Reference Number (D001). Not obtainable from salvage/cannibalization. If position 1 = P then either the NSN or the Unit Price and Failure Factor 1 (TRF) (F001) shall be entered (greater than zero). Shall = PA, PB, PC, PD, PE, PF, PG, PH, PR, PZ, KD, KF, KB, MO, MF, MH, ML, MG, MD, AO, AL, AF, AH, AG, AD, XA, XB, XC or XD if SM&R Code > blank. (Rule 11 ISN)
2.24.2Maintenance CodeThe maintenance code is positions 3 and 4 of the SMR. Code assigned to end items to indicate the maintenance levels authorized to perform the required maintenance functions. Shall not = blank. Error condition shall be corrected before continuing (MANDATORY).
2.24.2.1Use Maintenance CodeIs position 3 of the SMR. This code indicates the lowest maintenance level authorized to remove/replace and use the item. The decision to code the item for removal and replacement at a specific maintenance level requires that all of the capabilities necessary to install and assure proper operation after installation, i.e. pre-installation inspection, testing and post-installation checkout, are provided at that level. An accurate code that applies shall be identified from the following: a. "O" - Item removed, replaced, used at the organizational maintenance level. Note: To distinguish between the organizational maintenance capabilities on different classes of ships the following codes shall be used intra-Navy only. On joint programs, Navy will receive and transmit an O to indicate organizational maintenance level. "3" - Submarines; "6" - Major Combatant (Cruiser, Carrier: LHA-Amphibious Assault Ships) b. "F" - Item is removed, replaced used at the intermediate level, USN--Afloat. c. "G" - Item is removed, replaced used at both Afloat and Ashore intermediate levels. d. "H" - Item is removed, replaced used at the intermediate maintenance levels, USN--Ashore. e. "L" - Items used, removed and replaced at Intermediate Maintenance Activities (IMA) only. Specialized IMA sites have unique maintenance capabilities. f. "K" - Item removed, replaced, or used at contractor facility. g. "D" - Item removed, replaced, or used at any depot maintenance level. Depots include aviation Rework, Avionics and Ordnance Facilities Civil Engineer Support Equipment Overhaul/Repair Activity Shipyards and Commercial Vendors. h. "Z" - Item not authorized to be removed or replaced at any maintenance level. The code is assigned to items not required for support in a specific application and is identified for reference purposes only (Navy use only).
2.24.2.2Repair Maintenance CodeIs position 4 of the SMR. This code indicates the lowest maintenance. The maintenance code entered in the fourth position indicates whether the item is to be repaired and identifies the lowest maintenance level with the capability to perform a complete repair action. The decision to code the support item for repair at the indicated maintenance levels requires that all maintenance capability (remove, replace, repair, assemble and test) for the support items be provided to that level. This does not preclude some minor repair which shall be accomplished at a lower level of maintenance; for the Navy, the simple replacement of minor items at the organizational level, such as fuses, knobs, light bulbs, etc. These are not considered complete repair actions and as such do not justify assignment of an O code if that is the extent of repair possible at the level. For instances in which various levels of maintenance have repair capabilities, the progressive maintenance concept applies. An accurate code that applies shall be identified from the following: a. "O" - Support item for which the organization level is the lowest level of maintenance authorized to return the item to serviceable condition from some or all failure modes. Note: To distinguish between the organizational maintenance capabilities on different classes of ships the following codes shall be used intra-Navy only. On joint programs, Navy will receive and transmit an O to indicate organizational maintenance level. "3" - Submarines; "6" - Major Combatant (Cruiser, Carrier: LHA-Amphibious Assault Ships) b. "K" - Complete repair capability exists at a designated contractor facility. g. "D" - This is the Lowest maintenance level capable of complete repair of the item at the depot maintenance level. Depots includes Aviation Depots, Avionics and Ordnance Facilities, and Shipyards h. "Z" - The item is Non-Repairable. No repair is authorized. i. "B" - No repair is authorized. Item shall be reconditioned by adjusting, lubricating, etc., at the user level. No parts or special tools are procured for the maintenance of this item.
2.24.3Recoverability CodeIs position 5 of the SMR. The Code assigned to support items and end item to indicate the disposition action on unserviceable items. An accurate code that applies shall be identified from the following: Shall not = blank. Error condition shall be corrected before continuing (MANDATORY) a. "Z" - The item is Non-repairable. When item becomes unserviceable, condemn and dispose of at authorized level. b. "A" - The item is Non-repairable. Item requires special handling or condemnation procedures because of specific reasons (i.e., precious metal content, high dollar value or critical material). Refer to appropriate manuals/directives for specific instructions. c. "O" - The item is a Fleet Level Repairable (FLR). When uneconomically repairable, condemn and dispose at organizational maintenance level (Navy - FLR only) d. "F" - The item is a FLR. When uneconomically repairable, condemn and dispose at the intermediate maintenance level. USN - Intermediate Afloat (FLR only) e. "G" - The item is a FLR. When uneconomically repairable, condemn and dispose at either afloat or ashore intermediate maintenance levels (Navy only). f. "H" - The item is a FLR. When uneconomically repairable, condemn and dispose at the intermediate maintenance level. USN - Intermediate Ashore (FLR only) g. "L" - The item is a FLR. Repair, condemnation and disposal authorized at a Specialized IMA Repair Activity. h. "K" - The item is a Repairable. Condemnation and disposal to be performed at contractor facility (Navy Depot Level Repairable) i. "D" - The item is a Repairable. When beyond lower level repair capability, return to depot. Condemnation and disposal not authorized below depot maintenance level (Navy DLR).
2.24.4Service Option CodeIs position 6 of the SMR. The Code assigned to support items to convey specific information to the Service's logistics community/operating forces. Each service uses the code to disseminate specific instructions which add to that Service's internal logistics practices. The Navy Service Option Code provides specific data to the maintenance community which cannot be conveyed in the uniform SMR code format. An accurate code that applies shall be identified from the following: a. "1" - Engine intermediate maintenance level - First Degree. b. "2" - Engine intermediate maintenance level - Second Degree. c. "3" - Engine intermediate maintenance level - Third Degree. d. "6" - PA Source Coded item, which is normally procured commercially, but organic capability exists to manufacture (source code M series) for emergency stop gap requirements. Organic sources shall be reviewed when commercial sources cannot demand. e. "J" - Inter-service DLR considered completely repairable below the depot maintenance level. f. "P" - Item is under a progressive maintenance review. (Item will be coded O in the fourth position and D in the fifth position). P (sixth position) will then indicate intermediate is authorized between O and D levels g. "R" - Gold Disc repair capability has been developed at the organizational and intermediate maintenance levels. Repair shall be performed in a certified Module Test and Repair Facility (MTRF). h. "T" - PD Source Coded item which has peculiar application to training devices.
2.25S002 - Minimum Replacement Units (MRU)The appropriate MRU shall be identified. This element is the quantity of the item to be replaced when, for preventive maintenance purposes, the item is to be replaced. This element is right justified zero filled. Express in terms of the Unit of Installation. NOTE: This element is former Standard Procurement System (SPS) DEN W346. The quantity will be used to round (up or down) the computed allowance/load list quantities. Default = 001 if Source Code (D012) position 1 = P and NIIN (D046D) = blank. If MRU is equal to zeroes, it will default to a value of 001.
2.261470 - Unit of Issue (UI)The UI shall be provided based on the following criteria. This is a code which indicates the UI quantity of an item. The UI quantity is the managing activity's established accounting unit upon which the smallest unit pack is based, accountable records are maintained, and requirements are computed.
2.271500 - Unit of Issue Price (UI Price)The UI Price shall be provided based on the following criteria. This element is the best estimated price per unit of issue for the item, without regard to quantity per unit pack or minimum buy quantity. The development of estimated unit prices shall be based upon program data and discussed during the guidance conference. The last two positions are cents, with the decimal point understood. Element is right justified zero filled. Field shall be greater than zero if position 1 of the SM&R is P and NSN is blank.
2.281530 - Unit Length (Length)The unit length shall be provided based on the following criteria. This element is the 1st sub-field of Unit Size. The outside dimensions of the item shall be the nearest tenth of an inch. If the dimension exceeds 999.9 inches, enter the dimension on the Supplemental Packaging Data.
2.291530 - Unit Width (Width)The Unit width shall be provided based on the following criteria. This element is the 2nd sub-field of Unit Size. The outside dimensions of the item shall be to the nearest tenth of an inch. If the dimension exceeds 999.9 inches, enter the dimension on the Supplemental Packaging Data.
2.301530 - Unit Height (Height)The unit height shall be provided based on the following criteria. This element is the 3rd sub-field of Unit Size. The outside dimensions of the item shall be to the nearest tenth of an inch. If the dimension exceeds 999.9 inches enter the dimension on the Supplemental Packaging Data
2.311550 - Unit Weight (Weight)The unit weight shall be provided based on the following criteria. The actual weight of the unpackaged item shall be to the nearest tenth of a pound for unit weights of 9,999.9 pounds or less.
