Work Instruction (WI) are documents that describe, in detail, the process and steps necessary to perform in order to complete a task associated with the secure, safe and consistent operation of the Combined Tactical Training Ranges (CTTR). A range has a complete set of WI when it has a book of procedures which identify and document every process necessary to fully operate the range. WI are used by the government to assess disciplined execution of processes, standardization, and consistent output.
This data item description (DID) contains the format and content preparation instructions for the data product generated by the specific and discrete task requirement as delineated in the contract.
Preparation Instructions
1Format.Each Work Instruction (WI) shall be presented in a format similar to that of the WIs provided as Government Furnished Information (GFI) in the contract.
2Content.The WIs for each range shall identify every process necessary to fully operate the range. The WI shall contain all of the knowledge and information about a process into a fixed set of procedures used to perform that process.
2.1Work instructions shall include procedures for all areas of range operations, including the following:

2.1.2Administrative processes
2.1.3Quality assurance (QA) processes
2.1.5Supply and logistics
2.1.9Information technology
2.2Each WI shall contain the following:

2.3If applicable, the WI shall include flow charts, work flow diagrams, process maps and other quantifiable process charting tools to identify procedures/processes and point out relationships between procedures/processes.
2.4The WI shall contain a description of the task to be performed from the initial step to the final step in such detail that a person with training in the appropriate skills is able to perform the process with little or no outside assistance.
2.5The WI shall specify continuity in the execution of range processes, consistent competency and standards in task performance, consistent quality of process output, and a basis from which to measure performance.
2.6The WI shall identify the common thread to bridge various range documents together that specify the processes required to accomplish complex processes.
2.7Where appropriate, the WI shall reference other available documentation to reduce duplication of effort and documentation, such as:
