Security Plan

The Security Plan defines security processes and procedures used by the government to identify and monitor a contractor's security methods and activities at the Combined Tactical Training Ranges during a contract.

The Security Plan defines security processes and procedures. The Security Plan is used by the government to identify and monitor a contractor's security methods and activities at the Combined Tactical Training Ranges (CTTR) during the performance of a contract.

This data item description (DID) contains the format and content preparation instructions for the data product generated by the specific and discrete task requirement as delineated in the contract.

Reference documents cited in this DID shall be provided as Government Furnished Information (GFI) in the contract.

Preparation Instructions

1Format.The Security Plan shall be in contractor's format.

2Content.The Security Plan shall include references to the applicable Statement of Work (SOW) section and supporting tier documentation for all areas. It shall also contain the following sections:

2.1Section 1. Organization and Security Methods.This section shall include the following:

2.1.1Organizational Chart identifying roles and responsibilities of the security workforce in the areas of physical security, personnel security, information security, communication security (COMSEC), Cybersecurity, and Information Assurance (IA).

2.1.2Procedures for maintaining Classified Material Inventory information at the CTTR in the Information Management System (IMS).The information shall contain the following:

2.1.2.1Date of the material

2.1.2.2Date of receipt of dispatch

2.1.2.3Classification

2.1.2.4Unclassified description of the material

2.1.2.5The activity from which the material was received or to which the material was dispatched.

2.1.2.6Location

2.1.3A description of the control entry and access to the facility and range locations listed in Annex 3 (Government Furnished Facilities and Support Requirements)to include:

2.1.3.1Security Entry

2.1.3.2Control Badges

2.1.3.3Range/Facility Access Control

2.1.3.4Procedures for posting and maintaining security signs at the access point(s) to each security-restricted area.

2.1.3.5Procedures for safeguarding Automated Information Systems (AIS) data in accordance with (IAW) DoD 5220.22-M Chapter 8; MCAS Yuma Station Order 5510.30 (Standard Operating Procedures for Marine Corps Air Station Yuma Information Security Program), and NSWC 5239 series (Information Systems Security Program).

2.1.4Identify Communication Security (COMSEC) services, transfer and movement of equipment and responsibilities.

2.1.5Identify courier services, responsibilities and processes.

2.2Section 2. Classified Material Emergency Action Plan.This section shall include the following:

2.2.1Procedures for safeguarding classified material in emergency situations.The procedures shall be as simple and practical as possible and shall be adaptable to any type of emergency.

2.2.2Procedures for promptly reporting to the CSA, any emergency situation which renders the facility incapable of safeguarding classified material.

2.3Section 3.This section shall include a Disaster Recovery Plan to restore systems identified by the government to operational status. It shall include Information Assurance (IA) approval process procedures for changes outside current approved System Security Authorization Agreement (SSAA) configuration.
