Data delivered using the DMSMS Health Assessment Report will be used to support DMSMS management activities as a part of the Department of Defense (DoD) Total System Life Cycle Management responsibilities.
a. The DMSMS Health Assessment Report will be used to develop an understanding of the health of the system and subsystems being reported. It will also aid in determining the scope of DMSMS issues within systems and subsystems and will aid in determining optimal mitigation strategies.
b. The data may be obtained during any program life cycle phase.
c. The word "item" is used throughout the document to refer to anything in the system and includes parts, software, materials, chemicals, etc.
d. This DID contains the format, content, and intended use information for the data deliverable resulting from the work task described in the contract.
Preparation Instructions
1Reference Documents.The applicable issue of the documents cited herein, including their approval dates and dates of any applicable amendments, notices, and revisions, shall be as specified in the contract.

3Format.The DMSMS Health Assessment Report shall be provided in an electronic Microsoft Excel (.xls or .xlsx) file as an interactive object similar to Figure 1. The DMSMS Health Assessment Report shall present the requested information in a tabular format with system elements (Table 1, Data elements 1 - 3), as the first three column headers and Fiscal Years (FYs) as the remaining column headers. The report will contain data for 10 FYs from the date of the report. The data in the related cells for each FY column shall specify by color the risk associated with the predicted impact date (Table 1, Data Element 8) of unmitigated Known DMSMS Issues and Projected DMSMS Issues as defined in Table 1, Data Element 6. Green cells shall indicate years in which there is no impact, Yellow cells shall indicate years in which an impact will occur within two years. Red cells shall indicate the year in which the impact will occur and all future years in that row. The cells shall indicate, using text, the number of DMSMS issues being reported in the lower level assemblies. The report shall provide DMSMS impact information for items rolled up from the lowest hierarchical hardware level in a single row at the level just below the top level. The report shall provide the ability to step through the lower levels to identify the item which is the root cause of an impact. The report shall provide a mechanism to view either Known or Predicted DMSMS Issues separately or together based on data in Table 1, Data Element 6. The report shall provide a mechanism for the user to view the additional data in Table 1, Data Elements 4 - 7 when the row of the lowest level item is clicked. The report shall have a legend that lists the risk colors and their meanings. Figure 1 shows a notional report example with the lower levels expanded to show the item that is the root cause of the impact.
4Content.The DMSMS Health Assessment Report shall contain a health assessment of the systems specified by the contract using the Date Elements in Table 1. The information shall be included to the lowest indenture level (component level) for all items, including subcontractor items, which are not commercial items. Commercial items are defined in 48 CFR 2.101 - Definitions.
