The DMSMS Life Cycle Management Data DID specifies the format, content, and intended use of tabular data used to support Diminishing Manufacturing Sources and Material Shortages management activities.
Data delivered using this Data Item Description (DID) will be used to support DMSMS management activities. Those activities may require collecting Bill of Materials, DMSMS notifications, DMSMS case data, DMSMS health information, DMSMS cost and budgeting information, and DMSMS case mitigation data as a part of the Department of Defense's (DoD) Total System Life Cycle Management responsibilities.
a. The data may be obtained during any life cycle phase.
b. The word "item" is used throughout the document to refer to anything in the system and includes parts, software, materials, chemicals, etc.
c. This DID contains the format, content, and intended use information for the data product resulting from the work task described in the solicitation.
d. This DID should be tailored in the Contract Data Requirements List (CDRL) to include only the required specific data elements from Table 1. Examples of specific uses for the data and the data elements that could be used for each purpose follows:
(1) Proactively monitored parts list data communicates the detailed results of the contractor's risk based analysis of all items to determine those they plan to monitor for obsolescence. (Table 1 data elements 1-6, 8-12, 17-21, 25-32).
(2) Bill of Materials (BOM) data can be used to establish the production status of items used in a system. The BOM will also provide DMSMS managers essential information that enables the identification, forecasting, mitigation, and management of hardware and software obsolescence. The data will be used in DMSMS forecasting tools to enable standard and efficient sharing of information on common items. (Table 1 data elements 1-33).
(3) DMSMS product change and discontinuance notification data can be used to proactively manage DMSMS issues. (Table 1 data elements 1-3, 12, 17-21, and 52-61).
(4) DMSMS case data can be used to obtain DMSMS/Obsolescence active case information for items identified as an obsolescence or DMSMS issue, as well as capturing DMSMS metrics. DMSMS Case Management Data provides essential information that enables the identification, mitigation, and management of hardware and software obsolescence issues. (Table 1 data elements 1-21, and 24-54).
(5) The DMSMS case mitigation, cost, and budgeting data can be used to determine optimal mitigation strategies in the development of DMSMS-related budgets. (Table 1 data elements 1, 2, 10-13, 17, 26-32, and 34-52).
