The Contractor Spend and Expenditure Plan summarizes how the contractor plans to spend contract and task order funds over the period of performance and tracks actual expenditures to date.

The Contractor Spend and Expenditure Plan provides a summary of how the contractor plans to spend the funds on the Contract and Task Order (TO) over the entire period of performance. The Contractor Spend and Expenditure Plan also provides a real time summary of the total contractor expenditures to date. This combined information shall capture a burn curve, which shall be utilized to identify potential funding needs, shortfalls, and overall project/task progress.

This DID contains the format, content, and intended use information for the data product resulting from the work task described in the contract statement of work (SOW).

Preparation Instructions

1Reference Documents.N/A

2Format.The contractor shall complete the Contractor Spend and Expenditure Plan in a format similar to that of Sample Figure 1.

3Content.The contractor shall include the following information:

3.1Contract Program Manager:Enter the name of the Program Manager assigned to this contract

3.2Date Completed:Enter the date of which this report was complete

3.3Anticipated Project Completion Date:Enter the expected project work completion date.

3.4Total Ceiling:Verify the Total Contract Ceiling amount.

3.5Total Ceiling Remaining:Verify the Total Ceiling remaining.

3.6Delta:Verify the difference between the Total Ceiling and Total Ceiling Remaining.

3.7Period of Performance (PoP):Verify each month of the PoP, starting with the date of award, and ending with the contract end date.

3.8Contractor Spend Plan:This chart shall encompass the contractors overall plan of how funding is projected to be spent on a monthly basis in conjunction with the contracts period of performance. The contractor submission shall include the fields below; similar to Sample Figure 1:

3.8.1Projected Labor:Enter the amount of labor costs that is expected to be incurred by the date reflected in the POP column. All data entered shall be a cumulative total of expected labor costs as of the date reflected in the POP column.

3.8.2Projected ODC Travel:Enter the amount of travel costs that is expected to be incurred by the date reflected in the POP column. All data entered shall be a cumulative total of expected travel costs as of the date reflected in the POP column.

3.8.3Projected ODC Material:Enter the amount of material costs that is expected to be incurred by the date reflected in the POP column. All data entered shall be a cumulative total of expected material costs as of the date reflected in the POP column.

3.8.4Projected ODC Other:Enter the amount of ODC Other (i.e. specialized services) costs that is expected to be incurred by the date reflected in the POP column. All data entered shall be a cumulative total of expected ODC other costs as of the date reflected in the POP column.

3.8.5Total Contractor Spend Plan:Enter the cumulative amount of Labor and ODC costs that is expected to be incurred by the date reflected in the POP column. The amount shall be a cumulative total of the Projected Labor, Projected ODC Travel, Projected ODC Material, and Projected ODC Other costs.

3.9Contractor Expenditures:This chart shall encompass all real time Labor and ODC costs incurred as of the date reflected in the POP column, but not necessarily paid. The costs should include allowable estimated fee or profit earned. If the date is forthcoming, the cells shall be blank. The contractor submission shall include the fields below similar to Sample Figure 1:

3.9.1Actual Incurred Labor:Enter the amount of labor costs that was actually incurred by the date reflected in the POP column. All data entered shall be a cumulative total of the actual labor costs incurred as of the date reflected in the POP column.

3.9.2Actuals Incurred ODC Travel:Enter the amount of ODC travel costs that was actually incurred by the date reflected in the POP column. All data entered shall be a cumulative total of the actual ODC travel costs incurred as of the date reflected in the POP column.

3.9.3Actual Incurred ODC Material:Enter the amount of ODC material costs that was actually incurred by the date reflected in the POP column. All data entered shall be a cumulative total of the actual ODC material costs incurred as of the date reflected in the POP column.

3.9.4Actual Incurred ODC Other:Enter the amount of ODC other (i.e. specialized services) costs that was actually incurred by the date reflected in the POP column. All data entered shall be a cumulative total of the actual ODC other costs incurred as of the date reflected in the POP column.

3.9.5Total Contractor Actual Incurred Cost:Enter the cumulative amount of Labor and ODC costs that was actually incurred by the date reflected in the POP column. The amount shall be a cumulative total of the Actual Incurred Labor, Actual Incurred ODC Travel, Actual Incurred ODC Material, and Actual Incurred ODC Other costs.

3.10Contractor Spend Plan Curve:This curve will be automatically populated once steps 3.1 to 3.9 above are completed. It shows the projected and actual incurred spend plan of the contractor as of the reporting date.
