The M&O planning submission provides fully documented processes to be performed during an item's overhaul. The M&O plan identifies the contractor's overall plan necessary to achieve an effective and efficient program to comply with airworthiness requirements within the Depot Maintenance Work Requirement (DMWR) or applicable M&O technical requirements. The plan serves as a record of repairs performed and a system of records for quality audit purposes.
This Data Item Description (DID) contains format and content preparation instructions for the data product generated by the specific and discrete task requirement as delineated in the contract.
Preparation Instructions
1Reference documents.The applicable issue of the documents cited herein, including their approval dates and dates of any applicable amendments, notices, and revisions, shall be as specified in the contract.
2Format.The contractor format is acceptable.
3M&O planning submission content.
3.1The following items shall be identified on the cover page:
3.1.1Company name, address, and Commercial and Government Entity (CAGE) code.
3.1.2Part Number (PN) and National Stock Number (NSN) of the part being overhauled/repaired.
3.1.3Plan revision level and revision date.
3.1.4Reference the Depot Maintenance Work Requirement (DMWR) and release date or applicable M&O requirement.
3.1.5All Maintenance Engineering Orders (MEOs) associated with the DMWR.
3.2The following elements, at a minimum, shall be included on the remaining pages and reference the applicable DMWR paragraph or work package and MEOs in the operations in which they apply:
3.2.1Receiving inspection instructions.
3.2.2Disassembly instructions.
3.2.3Cleaning instructions.
3.2.4Overhaul Inspection Procedures.
3.2.5Repair and replacement instructions.
3.2.6Modification instructions (if applicable).
3.2.7Reassembly instructions.
3.2.8Testing instructions (if applicable).
3.2.9Final assembly instructions.
3.2.10Packaging instructions.
3.3Additional requirements that shall be included:
3.3.1All special tooling and test equipment shall be identified in each step where it is utilized.
3.3.2When subcontractors are to be used for outsourced processes such as shot peen, metal plating, or non-destructive testing, the subcontractor's name, address, and CAGE code shall be provided at each applicable step in the plan.Receiving inspection processes for operations performed by subcontractors shall be provided to ensure the parts are properly repaired/processed and all Certificates of Conformance (CoC) are complete.
3.3.3The order of operations within the plan shall flow in the same sequence as the flow of operations in the facility.
3.3.4Industry-recognized level III certification for Non-Destructive Testing (NDT).
3.3.5Any deviations from prescribed operations or procedures that the DMWR requires shall be provided with substantiation.
3.4Required additional documentation:
3.4.1Master Tooling Certification:Include a written statement certifying possession of or access to any special tooling, inspection, or test equipment required by the latest DMWR revision. If equivalent tooling is utilized in lieu of the required tooling from the DMWR, include a complete technical description of the tooling with sufficient substantiation to determine an equivalency, i.e., form, fit, and function. Identify the availability of the DMWR-specified test equipment or if equivalent test equipment has been procured or built "in-house."
3.4.2A list of all proposed subcontractors that will be used to perform M&O processes and a copy of the M&O plan or processes that the Government deems significant to the overhaul regardless of the criticality of the process/procedure.Please refer to Table 1-1 below as examples of processes that are always considered significant.
3.5Critical Safety Item (CSI) Requirements.For contracts that provide overhaul services for Army Aviation CSIs, the M&O plan shall adhere to AMCOM Regulation 702-7, Aviation Critical Safety Items, Critical Application Items, and New Source Testing Program Management, 19 June 2017, Appendix D, Quality Engineering Standard-2 (QE-STD-2), Revision C. As integrated within the M&O planning submission, contractors shall demonstrate an understanding of the sequence of processes and the controls required to maintain the integrity of the Critical Characteristics (CCs) for the processes performed by both the contractor applicant and its proposed subcontractors. Highlights from QE-STD-2 of M&O planning additional submission requirements for CSIs are as follows:
3.5.1Each page of the plan and any proposed subcontractor planning that affects a CC shall contain a statement such as "This item is a Critical Safety Item (CSI)" and shall reference QE-STD-2.
3.5.2Detailed subcontractor process plans must be provided for any outsourced process that impacts or involves a CC.
3.5.3Plans required for CCs include but are not limited to, Non-Destructive Inspection/Testing and Metal Plating. Shot Peen plans are required for all parts, regardless of criticality.
3.5.4Clear identification within the plan of all CCs is required in a manner that draws attention. Any method utilized for this identification is acceptable, e.g., <<CC>>, **CC**, etc.
3.5.5A statement shall be included that the contractor will conduct a required 100% inspection of all CCs prior to moving to subsequent operations.
3.5.6All CCs in the plan shall be written to provide adequate space for a Quality Inspector to verify completion of the applicable step.
3.5.7When a measurement is taken for any CC operationor any other DMWR-required inspection (e.g., dimension, torque, surface finish, voltage, etc.), the characteristic inspection, actual measurement, date of inspection, identity of mechanic and quality inspector, calibrated tooling (name or serial number), and calibration due date must be documented in the CC step. If the company has a master sheet with the Test, Measurement, and Diagnostic Equipment (TMDE) information, the tool reference number may be documented in that operation. Measurement equipment shall conform to the accuracy requirements specified in QE-STD-2.
3.5.8A separate document shall be provided that addresses how the requirements of QE-STD-2 will be complied with.This requirement can normally be met by modifying and providing the company's current quality plan to incorporate the QE-STD-2 requirements.
3.5.9If overhaul requires the procurement of CSI sub-components or repair parts, these parts shall adhere to Appendix C of AMCOM Regulation 702-7, Quality Engineering Standard-1 (QE-STD-1), Revision E.The M&O plan shall address how the requirements of QE-STD-1 will be complied with.
