The Summary Report of Missing Passenger and Cargo Manifests documents the contractors' effort towards achieving contract objectives. The Report is based upon monthly, quarterly, and fiscal year financial reconciliation efforts and activities. The Report identifies Transportation Working Capital Fund (TWCF) cargo and passenger final manifests that are in a missing status for more than seven days. The Report will be used to track and resolve un-billable cargo and passenger movement on Air Mobility Command transport aircraft. The Report will detail potential write offs of expenses to the TWCF that were mitigated.
This Data Item Description (DID) contains the format, content, and intended use information for the data deliverable resulting from the work task described in the solicitation.

1Reference Documents.None.
2Format.The Summary Report of Missing Passenger and Cargo Manifests shall be in Microsoft Excel format. The Report shall be in a monthly, quarterly, and cumulative fiscal year format.
3Content.The Summary Report of Missing Passenger and Cargo Manifests shall contain the following:
3.1Number of air inbound, air outbound, and surface manifests that took greater than seven days to be successfully transmitted to the Distribution Component Billing System (DCBS)
3.2Number of corrected missing manifests by Combatant Command (COCOM), then by Aerial Port Code (APC) that generated the manifest transaction.For each APC the following shall be included:
3.2.1Number of missing manifests
3.2.2Corrective action taken
3.2.3Number of attempts to submit missing manifests
3.2.4Number of shipments cleared from missing manifests
3.2.5Cargo weight in short tons cleared from missing manifests
3.2.6Total passengers cleared from missing manifests
3.2.7Total revenue and non-revenue generating manifests cleared that were not submitted or missing based on classification of mission flown
