The Over/Short Shipment Report documents the status of the contractors' effort towards achieving contract objectives. It identifies any cargo manifested that was processed as an overage or a shortage at an Aerial Port of Debarkation (APOD). The Report will be used to identify inefficiencies in transportation of cargo or mail.
This Data Item Description (DID) contains the format, content, and intended use information for the data deliverable resulting from the work task described in the solicitation.
Preparation Instructions
1Reference Documents.None.
2Format.The Over/Short Shipment Report shall be in Microsoft Excel format.
3Content.The Over/Short Shipment Report shall contain the following:
3.1For each Combatant Command (COCOM):
3.1.1The number of over shipments occurring during the current month.Un-manifested air shipments of cargo or mail arriving at an air terminal shall be considered overshipped.
3.1.2The number of short shipments occurring during the current month.Manifested air shipments of cargo or mail not located upon air cargo in-checking shall be considered short shipped cargo.
3.1.3Transportation Control Number (TCN) for each over/short shipment.
3.1.4Number of Transportation Discrepancies Reports (TDR) filed during the current month.
3.1.5Number of over/short shipments reconciled by the Contractor during the current month.
3.1.6Number of over/short shipments reconciled by the APOD during the current month.
3.2Cumulative totals of activities for all COCOMs (i.e., numbers of over and short shipments, TDR, etc.), identified above in 3.1.1 through 3.1.2 and 3.1.4 through 3.1.6, throughout the current fiscal year.
