The Summary Report of Reconciled Passenger and Cargo Manifests documents the contractors' efforts towards achieving contract objectives. The Report is based upon monthly, quarterly, and fiscal year financial reconciliation efforts and activities. The Report identifies Transportation Working Capital Fund (TWCF) cargo, mail, and passenger final manifests not captured within the Department of Defense Distribution Component Billing System (DCBS) after airlift of cargo, mail, and passenger traffic is completed. The Report will be used to identify inefficiencies in transportation of cargo, mail, and passengers, and to provide transportation auditability in support of billing and audit compliance for services provided to airlift users.

2Format.The Summary Report of Reconciled Passenger and Cargo Manifests shall be in Microsoft Excel format.
3Content.The Summary Report of Reconciled Passenger and Cargo Manifests shall contain the following:
3.1Number of air inbound, air outbound, and surface manifests completed and successfully transmitted to the DCBS to create financial transactions and billing activity through the DCBS.
3.2Number of reconciled information reports by Combatant Command (COCOM), then by Aerial Port Code (APC) that generated the manifest transaction.For each APC the following shall be included:

3.2.3Number of attempts to clear cargo, mail, and passenger manifests, to include multiple attempts
3.2.4Number of shipments cleared for billing
3.2.5Cargo weight in short tons of shipments reconciled for billing
3.2.6Total number of passengers cleared for billing
3.2.7Total number of revenue and non-revenue generating manifests cleared for billing based on classification of mission flown
