The Event Coordination and Support Plan provides the Government with information needed to ensure proper operations/mission support planning and execution for Fleet training events. The plan shall identify the contractor Operation and Maintenance (O&M) support tasks/elements, coordination efforts and timeline for each as required to successfully meet the Fleet's Training Objectives through effective application of range systems, assets and capabilities. The plan shall contain the results of data and information collected during management planning meetings, technical interchange meetings, and planning conferences.
This data item description (DID) contains the format and content preparation instructions for the data product generated by the specific and discrete task requirement as delineated in the contract.
Preparation Instructions
1Reference Documents.None
2Format.Contractor format is acceptable.
3Content.The Event Coordination and Support Plan shall include the following:
a) Event background,
b) Fleet Training Objectives,
c) Platforms/participants,
d) A Plan of Action and Milestones (POA&M) of live and synthetic elements/systems,
e) Network/connectivity requirements,
f) Sites/locations,
g) Communication requirements, etc.
3.1Associated tasks/actions with a schedule to prepare, deploy, test elements/systems/capabilities in preparation for the event.
3.2Event Manning Plan.This section shall contain an Event Manning Plan for each event that identifies the personnel resources needed to support each major scheduled activity of the event. It shall include:
a) Position titles,
b) Position descriptions,
c) Number of personnel required,
d) Number of shifts and hours per shift,
e) Travel and per diem costs
f) Time.
3.3Master Scenario Event List (MSEL) for events with multiple complex scenarios.This section shall identify the following:
3.3.1Events which stimulate player actions associated with event objectives.
3.3.2Story boards along with bone charts identifying specific actions required to execute each MSEL event.
