The Training Device Inventory Checklist / Record (TD ICL/R) provides a checklist and record of expendable and non-expendable equipment and support items, including tools, test equipment, Government Furnished Property Equipment (GFPE), technical documentation, software, software licensing information, and spare / repairable parts that are delivered as part of, or with, the trainer or device. This report will be utilized during acceptance for inventory and transfer of the trainer, device or system.
This DID contains the format, content, and intended use information for the data deliverable resulting from the work task described in the solicitation.
This DID supersedes DI-MISC-81191B.
Preparation Instructions
1Reference documents.None.
2Format.The records shall be landscape printable on 8-1/2" x 11" paper, one-sided with identical headings shown in Figures 1, 2, and 3.
2.1The TD ICL/R shall consist of three sections.
2.1.1Section I, Custody and Inventory Record.Figure 1 is a sample of the Custody and Inventory Record.
2.1.2Section II, Inventory Shortage Record of Accountable Items.Figure 2 is a sample of an Inventory Shortage Record.
2.1.3Section III, Software Licensing Information.Figure 3 is a sample of a Software Licensing Information Record.
3Content.The TD ICL/R shall contain a cover page with the following information: Title, CDRL Number, Contract Number, Company / Agency preparing deliverable, date of delivery and appropriate Distribution Statement.
3.1Content for Section I, Custody and Inventory Record.This section shall include only those items actually delivered to the device / trainer installation site. Section I shall be organized and grouped into four (4) parts: Hardware, Physical Software Media, Publications and Technical reports, and other deliverable items.
3.1.1Hardware.Include all equipment and assemblies down to Lowest Repairable Unit (LRU). This includes all serialized major device equipment, Government Furnished Property/Equipment (GFPE), Spare Parts/Assemblies, Tools/Test Equipment, and miscellaneous support equipment, including, but not limited to, Humidifiers/Dehumidifiers, Fire Extinguishers, work benches, test/equipment carts, racks, furniture, etc.
3.1.1.1Modified Contractor Acquired or Commercial Off the Shelf (COTS) operational equipment/items shall be designated with an asterisk (*) and Modified GFE shall be designated by an (*GFE) in the special considerations column.
3.1.1.2Items with batteries shall be designated with a capital letter (B) in the special considerations column.
3.1.1.3Items that require configuration using an Internet Protocol (IP) address shall be designated with an (IP) in the considerations column.
3.1.1.4Easily pilferable items shall be designated with a dollar sign ($) in the special considerations column.Pilferable items shall be considered Property that has ready resale value or application to personal possession, and that is therefore especially likely to be subject to theft.
3.1.1.5An item that is either modified, contains batteries, requires an IP address, or is easily pilferable, the appropriate column shall be marked with all symbols that apply.If multiple codes apply to a single item, they shall be listed and separated by commas.
3.1.2Physical Software Media.All Physical External Hard Disk Drives (HDDs), External Solid State Drives (SSDs), USB Flash Drives, Compact Disks/Digital Video Disks (CD/DVD), or other hard media that contains delivered software shall be grouped and included in the TD ICL/R. Each item shall be individually and uniquely marked accordingly to facilitate physical inventory.
3.1.3Publications and technical reports.Publications, Technical Data Packages (TDP), Technical Manuals, (TMs) and Technical Reports shall be individually grouped but addressed individually by publication (P) number, Technical Manual (TM) number, Technical Data Packages (TDP) number or other control numbers, as appropriate. Only printed "hard copy", publications, technical manuals, drawing packages and reports shall be included in the TD ICL/R to facilitate physical inventory.
3.1.4Other Deliverable Items.Other delivered items shall be grouped but addressed individually in the TD ICL/R. Examples include, Supply equipment lists, Technical Data Lists, consumables, etc.
3.1.5Section I, Header Information.Shall appear at top of every printed page.
3.1.5.1Trainer/Device Designator:Enter the trainer/device designator number, sometimes referred to as Trainer Device Number.
3.1.5.2Trainer/Device Name/Nomenclature:Identify the Trainer/Device that is associated with the record.
3.1.5.3Trainer/Device Serial Number:To be provided by the Government.
3.1.5.4Page _____ of _____ Pages:Self-explanatory.
3.1.6Section I, Footer Information.Shall appear at bottom of every printed page. Each printed page footer shall contain a Signature / transfer block detailing the following:
3.1.6.1Block for the date inventory was conducted.
3.1.6.2Blocks for name, title, and represented Company / Agency of person transferring inventory.
3.1.6.3Blocks for name, title, and represented Company / Agency of person conducting and receiving inventory.
3.1.6.4Blocks for signature and date the record is signed.
3.1.6.5The following statement shall appear under the printed name, title and signature block of representative receiving inventory:
3.1.6.5.1I certify that all inventory activities have been satisfactorily completed except for the items listed on the Inventory Shortage Record and found in the quantity short column.
3.1.7Item Number/Unique Sequence Number (Block A):Number consecutively in Arabic numerals beginning with 1. Consecutive lower case letters shall suffix the number for sub-items, e.g., 4a, 4b, etc. More than one space may be used for an item or sub-item, i.e. 4a1, 4b2, etc. Hardware items shall be sequenced from major assemblies to subsystems to show associative hierarchy.
3.1.8Item Nomenclature/Description (Block B).Enter the name of item and clear, concise and accurate description of item to identify and differentiate it from other items.
3.1.9Item OEM Part/Model Number (Block C).Enter the full and complete Original Equipment Manufacturer (OEM) part number. Item Model Number may be used only if detailed Part Number does not exist. For publications, Enter Document Number / Revision Number / Rev. Date.
3.1.10Item Serial Number (Block D):Enter the complete Serial number of the item. Items that do not have serial numbers are to be designated as "None."
3.1.11Unit of Issue (Block E):Enter how item is delivered, e.g., Each, Package, Carton, Box, etc.
3.1.12Quantity Required (Block F):Enter the total Quantity of the specific line item. If item is serialized, Quantity should not exceed a total of one (1) per assembly or part number. For Non-Serialized Numbers, the quantity may exceed one (1), e.g., Chairs, desks, tables, racks, carts, headsets, etc.
3.1.13Quantity on Hand (Block G):Leave blank. To be filled in during physical inventory.
3.1.14Quantity Short (Block H):Leave blank. To be filled in during physical inventory to show shortage.
3.1.15REF DES/Location (Block J):Enter Reference Designator (REF DES) of item and Physical location, e.g., BLDG Number, Room Number, etc. to facilitate location and inventory of item.
3.1.16Special Consideration (Block K):Enter applicable codes from paragraph
3.1.17Remarks/Comments (Block L):Enter any other specific or clarifying information needed to identify item or assist in physical inventory.
3.2Content for Section II, Inventory Shortage Record of Accountable Items.This section shall contain a list of all shortages or missing items required by Custody and Inventory Record.
3.2.1Section II, Header Information.Same as paragraph 3.1.5.
3.2.2Section II, Footer Information.Same as paragraph 3.1.6 except for subparagraph (d).
3.2.3Item Number/Unique Sequence Number From Section I (Block A):Number from Section I that shows a shortage or missing item.
3.2.4Nomenclature/Description (Block B).Enter the same information of item shortage in Section I.
3.2.5Unit of Issue (Block D):Enter Unit of Issue of missing item e.g., Each, Package, Carton, etc.
3.2.6Quantity Short (Block E):Enter the same information of item shortage in Section I.
3.2.7Authority / Reason for Shortage (Block F):Explanation of any deficiencies or shortages noted in any section.
3.2.8Remarks/Comments (Block G):Enter any other specific or clarifying information needed to explain shortage.
3.3Content for Section III, Software Licensing Information.This section provides information that sustainment activities require to procure software licenses required to operate and maintain software intensive systems as part of the Department of Defense Program Manager's total life cycle management responsibilities. The Software License Information List shall contain all of the information specified in below sub-paragraphs. All fields shall be included. Fields that do not require data shall be left blank. This section shall include all software, applications, executables and other delivered items that either require initial licensing or renewal of licenses required for system/device continued functionality.
3.3.1Section III, Header Information.Same as paragraph 3.1.5.
3.3.2Section III, Footer Information.Same as paragraph 3.1.6 except for subparagraph (4)
3.3.3Item Number/Unique Sequence Number (Block A):Required. Enter the Item Number from Section I where item is located. E.g., External HDD/SDD, CD, DVD, etc. Same number can be used on multiple lines to show where software is located at delivery.
3.3.4Software Name/Description (Block B).Required. Enter the name of item and clear, concise and accurate description of item to identify and differentiate it from other software.
3.3.5Software Version / Build Number (Block C).Required. Enter the full and complete Original Equipment Manufacturer (OEM) part number. Item Model Number may be used only if detailed Part Number does not exist.
3.3.6OEM Name (Block D):Required. Enter the name of Original Equipment Manufacturer (OEM) that is licensing the item.
3.3.7Licenses Required (Block E):Required. Enter total number of licenses, seats, etc. required. If it is an Enterprise license, enter "E."
3.3.8License Term in Months (Block F):Required. Enter the total length of time in months the license is valid. If license does not expire, include that information here.
3.3.9License Expiration Date (Block G):Date current software license will expire (MMDDYYYY). Required if licenses are currently in place to operate the software.
3.3.10License Renewal Price (Block H):Required. Enter Renewal cost of License in $US. If no-cost, indicate with a "NC".
3.3.11Maintenance Agreement (Block J):Required. Enter Information regarding whether or not software maintenance or updates are included in the software license.
3.3.12Procurement Information (Block K):Required. Information describing where the Government can procure the license described. Enter Web Address, Point of Contact (POC) information, etc. to renew license.
3.3.13License Requirement Notes (Block L):Required if Licenses Required field is not "one". Enter a narrative description of the software license requirement. Include a description of the type of license required if it differs from one software license per seat or computer/server. Enter any other specific or clarifying information needed for renewal or sustainment of licensing.
