The Contractor Operation and Maintenance of Simulators/Equipment (COMS/E) Management Status Report provides management information, which summarizes contractor performance, utilization of manpower, maintenance actions taken, actual consumables, and class statistics. The information will be used for compliance with COMS/E maintenance contracts.

This Data Item Description (DID) contains the format, content, and intended use information for the data product resulting from the work task described in the contract.

This DID supersedes DI-MISC-81392.

2Format.The report shall be in the contractor's format. A sample format for the COMS/Equipment Management Status Report is provided in Figure 1.
3Content.
3.1.1Contract number

3.2Preparation Instructions
3.2.1Definition of all abbreviations and acronyms will be included as the last page of the report.
3.2.2Distribution Statement A: Approved for public release; distribution is unlimited.
3.2.3The report will contain five sections.Section I addresses the operational status of each device. Section II addresses contractor performance, including major significant performance issues. Section III identifies contractor manpower and the utilization of that manpower. Section IV summarizes corrective maintenance actions, including relevant Mean Time to Repair (MTTR) and Mean Time Between Failure (MTBF) data. Section V summarizes consumable data for fire fighter training devices and class statistics.
3.2.3.1Section I Device operations status.Summarizes the operational status of each device at a particular point in time. The data elements include:
3.2.3.1.1Device number.Identify each device for which contractor has operations and maintenance responsibility. Minor devices, as designated by the Government, shall be aggregated as such
3.2.3.1.2Status code.A one or two character alphanumeric code indicating the contractor's informed assessment of operational status of each device. The following codes need to be utilized: A - 100% Available for Government Use B - Less than 100% Available for Use 1 - In repair 5 - Power Failure 2 - Under Test 6 - Awaiting Parts 3 - Modification (Mod #) 7 - Preventive Maintenance Schedule (PMS) 4 - Heating, Ventilation, & Air Conditioning (HVAC) Failure 8 - Other
3.2.3.1.3Comments.Enter a brief comment that is descriptive of the current operational status when such status is less than 100% available. This information shall be expanded in a Notes section, as identified in 3.2.3.1.4. Additionally, if a device was the subject of a Casualty Report (CASREP) for the reporting period, so indicate here with the message number associated with the CASREP.
3.2.3.1.4Note.Notes include: the device affected; key information relating to its status; estimated return to service date (RSD); corrective action(s) taken or in process; major spares/repair parts replaced, including their source; status of CASREPs; and similar information. There shall be a note for each device in the report.
3.2.3.1.5Scheduled.Indicate whether the device was scheduled for use (yes or no) at the time the report was prepared.
3.2.3.1.6Operating window.Indicate the operating window in which the device is either scheduled for use or normally scheduled for use.
3.2.3.2Section II: Performance.Summarize contractor performance by device, identify significant actions undertaken by the contractor in report of the Government, identify major problem areas and planned courses of action, and identify any contractual issues that bear examination. The data elements include:
3.2.3.2.1Device number.Identify each device for which contractor has operations and maintenance responsibility. Minor devices, as designated by the Government, shall be aggregated as such.
3.2.3.2.2Number of schedules uses.Enter the number of uses by the Government, as scheduled by the Government scheduling authority. When a device is returned to the contractor for corrective maintenance prior to the conclusion of a scheduled use, the rescheduled use counts as an additional use for reporting purposes.
3.2.3.2.3Current month operational performance factor (OPF).Enter the OPF, as calculated and provided by the responsible Government agent. If not available in time to meet the report deadline, indicate N/A on the report.
3.2.3.2.4Current month preventive performance factor (PPF).Enter the PPF, as calculated and provided by the responsible Government agent. If not available in time to meet the report deadline, indicate N/A on the report.
3.2.3.2.5Current month contractor performance factor (CPF).Enter the CPF, as calculated and provided by the responsible Government agent. If not available in time to meet the report deadline, indicate N/A on the report.
3.2.3.2.6Note.Notes include the device affected; key information relating to contractor's performance on that device; significant actions undertaken by contractor in support of the Government; identification of major problem areas and planned courses of action; identification of any contractual issues that bear examination; and similar information. There is not necessarily a note for each device.
3.2.3.3Section III: Manpower.Summarize the man hours expended by the contractor, by device, by skill type, and work statement requirement, for a fiscal year (October through the report date). The data elements include:
3.2.3.3.1Personnel on-site.Identify the number of full time and part time personnel utilized in meeting its performance requirements. Only on-site personnel are to be counted. For determining whether the personnel are full time or part time, use the same guidelines used for reporting Social Security data.
3.2.3.3.2Current month.Self-explanatory.
3.2.3.3.3Previous month.Self-explanatory.
3.2.3.3.4Year-to-date.The simple average of the number of personnel, whether full time or part time, from the beginning of the fiscal year.
3.2.3.3.5Total man hours expended.Enter the total man-hours expended by all on-site personnel utilized by the contractor in meeting performance requirements. The totals reported shall include the current month, the previous month, and year-to-date totals.
3.2.3.3.6Cumulative distribution of expended manpower.Report total man hours expended to date, by fiscal year, by device, by requirement, by skill type.
3.2.3.3.7Fiscal year.The year beginning 1 October.
3.2.3.3.8Device number.Identify each device for which the contractor has operations and maintenance responsibility, whether or not time was actually expended by the contractor to support the device for the reporting period.
3.2.3.3.9Requirement.Categorize the hours expended by the appropriate work statement requirement category. The categories are as follows: Mobilization Ops & Maintenance: Operations Corrective Preventive Standby Software (SW) Maintenance Maintenance-Other Modifications Remove/Relocate Modifications Remove/Relocate Documentation: Verification SW Library Other Supply Support: Physical Inventory Other Records/Reports Admin-Other Transition
3.2.3.3.10Skill type.Utilize the skill types referenced in the work statement as they relate to on-site personnel.
3.2.3.4Section IV: Maintenance actions.Summarize the corrective maintenance actions taken by the contractor, by the appropriate classification, for a fiscal year (October through the report date). The data elements include:
3.2.3.4.1Corrective maintenance actions.Such actions will be classified as: On-Site - those that were corrected by on-site personnel; Corporate - those that were corrected by using contractor resources other than those located on-site; Other Vendor - the correction was completed by an organization legally distinct from the contractor, including brother, sister, and parent organizations; Other - not classifiable in the other categories.
3.2.3.4.2Current month.Self-explanatory.
3.2.3.4.3Previous month.Self-explanatory.
3.2.3.4.4Year-to-date.The cumulative totals of the corrective maintenance actions to date from the beginning of the fiscal year.
3.2.3.4.5Device MTTR and MTBF data.For each corrective maintenance action, the following data is reported by device:
3.2.3.4.5.1Report period.Cumulative, by calendar year.
3.2.3.4.5.2Major subsystem/assembly.Report by major subsystem or assembly, as identified in the Equipment Inventory Record (EIR), or work statement Major Equipment List. Trainer meter time shall be the standard for time measurements.
3.2.3.4.5.3Time failed.Enter the date and time of the failure. This is used to compute MTTR and MTBF for the calendar year.
3.2.3.4.5.4Time restored.Enter the date and time the device was restored to its operational level. This is used to compute MTTR and MTBF for the calendar year.
3.2.3.4.5.5Time to repair.The number of days, in 0.1 hour increments, required to repair the device.
3.2.3.4.5.6Last failure.Enter the date and time of the last failure prior to the current failure.
3.2.3.4.5.7MTTR to date.Calculate the average MTTR to date. Express in number of days, in 0.1-hour increments, for the calendar year.
3.2.3.4.5.8MTBF to date.Calculate the average MTBF to date. Express in number of days, in 0.1-hour increments, for the calendar year.
3.2.3.5Section V: Fire fighter consumables.Summarize the actual consumption of fire fighter training device consumables, by device, by month, for the fiscal year (October through the report date), and related class statistics. The data elements include:
3.2.3.5.1Device number.Identify each fire fighter training device (FFTD) for which the contractor has operations and maintenance responsibility, whether or not the device was actually utilized during the reporting period.
3.2.3.5.2Report month.The month for which consumable data are reported.
3.2.3.5.3Commodity.List each consumable required to support the operation of the FFTD. Typical examples are included in Figure 1.
3.2.3.5.4Unit.List the unit of consumption associated with each period for each identified commodity.
3.2.3.5.5Beginning balance.The balance at the beginning of the reporting period for each identified commodity.
3.2.3.5.6Units used.The consumption of each commodity for the reporting period.
3.2.3.5.7Units purchased.The quantity of each commodity purchased during the reporting period.
3.2.3.5.8Ending balance.The balance in inventory of each commodity at the end of the reporting period. Mathematically, this equals the beginning balance, less consumption, plus purchases.
3.2.3.5.9Unit cost.The unit price the Government is to be charged for the consumed quantities.
3.2.3.5.10Total cost.The total price the Government is to be charged for the consumed quantities. Mathematically, this is equal to the units used times the unit cost.
3.2.3.5.11Total.The sum of the total costs for each commodity consumed.
3.2.3.5.12Classes taught.The course identification number, as furnished by the Government, for the classes taught utilizing the FFTD.
3.2.3.5.13Number taught.The number of classes taught, by course identification number, during the reporting period.
3.2.3.5.14Students.The number of students taught, by course identification number, as provided by the Government, for the reporting period.
3.2.3.5.15Other consumption.List the quantity of Oxygen Breathing Apparatus (OBA) canisters consumed during the month, as well as the number of fire extinguishers refilled and replaced, by type (AFFF, CO2, PKP), for the reporting period.
