The Hazardous Materials Management Program (HMMP) Report identifies the Hazardous Materials (HAZMAT) in the system and that are used for operation and maintenance of the system, and it documents the results of the contractor's efforts to eliminate or reduce the HAZMAT risk associated with the system, system component, or support item being acquired. It is applicable to the acquisition of systems, system components, and associated support items during the current and future acquisition phases and sustainment.

a. The HMMP Report is used to document the program's status in identifying and reducing HAZMAT risks. The report also supports compliance with the requirements of relevant laws, presidential executive orders, and the regulations that implement those laws and orders.

b. This Data Item Description (DID) is intended for use by system acquisition program offices responsible for acquiring or modifying systems where the Aerospace Industries Association (AIA) National Aerospace Standard (NAS) 411, Hazardous Materials Management Program, is used as the basis for the HMMP Report. c. This DID contains the format, content, and intended use information for the data deliverable resulting from the work task described in 5.3 of NAS411; NAS411-1, Hazardous Material Target List (copies of this document are available online at https://www.aia-aerospace.org/standards); Task 108 of MIL-STD-882, System Safety (copies of this document are available online at https://quicksearch.dla.mil); and as recommended in NAS411 (Appendix A and B), use SAE International (SAE) GEIA-STD-0007, Logistics Product Data (copies of this document are available online at https://www.sae.org).

Preparation Instructions

1Reference documents.The applicable issue of the documents cited herein, including their approval dates and dates of any applicable amendments, notices, and revisions, shall be as specified in the contract.

2Format.The HMMP Report data format shall comply with Appendices A and B of NAS411 to enable digital data transfer and data analysis.

3Content.The HMMP Report shall identify the HAZMAT in the system or that are used for operation and maintenance of the system. The HMMP Report shall address HAZMAT risks in contractually-specified systems, system components, and associated operations and support materials during the current and all future life cycle phases and activities. The HMMP Report shall include the information required by NAS411, section HMMP Report Content, including all subparagraphs, and the data required in Appendix A, HMMP Report Data Fields.

3.1An HMMP PlanWhen an HMMP Plan is required by the same contract, the HMMP Report shall be consistent with the HMMP Plan (see DI-MGMT-81398).

3.2The applicable Distribution Statement (i.e., A, B, C, D, E, etc.)shall be included in accordance with Department of Defense Instruction (DoDI) 5230.24, Distribution Statements on Technical Documents, Enclosure 4. (Copies of this document are available online at https://www.esd.whs.mil/DD.)

3.3The applicable Controlled Unclassified Information (CUI) markingsshall be included, as necessary, in accordance with DoDI 5200.48, Controlled Unclassified Information (CUI) (Copies of this document are available online at https://www.esd.whs.mil/), and the DoD CUI Registry.
