The Master Engineering Document List (MEDL) contains the format and content preparation instructions for the data product generated by the specific and discrete task requirement as delineated in the contract.
The MEDL shall be used to provide a master list of part numbers to engineering documents (drawings, lists, specifications, etc.) number relationship and detail/subassembly to next higher assembly or end item document relationship.
It will be used to record the total number of engineering documents required to support contract end items and as a cross reference to parts lists prepared for individual items and associated drawings, specifications, etc. for the item.
Preparation Instructions
1Reference documents.None.
2Format:The MEDL shall be in Government format as defined on Figure 1.
3Content:The MEDL shall include the following:
3.1Contractor engineering documents applicable to deliverable item(s) or services of this contract plus any additional data deliverables cited by the Contract Data Requirements List (CDRL), DD Form 1423.(Copies of this form are available online at http://www.dtic.mil/whs/directives/forms/index.htm.)
3.2Subcontractor, vendor, or supplier of engineering documents that are obtainable by the contractor in support of deliverable items.
3.3Government/industry association specifications, standards, etc. which are referenced on contractor/vendor engineering documents.
4Preparation instructions:
4.1Size, Format, and Entry of Information.The size and format of the list shall be as defined by the procuring agency. The requirements contained in 4.3 shall be followed for the entry of information in the various blocks and columns of the list.
4.2Sequence:The engineering documents (drawings, lists, specifications, standards, etc.) required for a complete system or end item, shall be sequenced by main-group or main-assembly. The indenturing of these documents and the use of indenture codes shall be in accordance with 4.3o.
4.3Required Information and Format:
4.3.1Block 1. Contract Number.On each sheet, enter the contract number pertinent to the procurement of the complete system or end item which is identified by the top document number in 4.3h.
4.3.2Block 2. Revision Letter.When the list is initially prepared, enter a hyphen (-) on each sheet of the list. Each time any sheet of the list is revised, enter the appropriate revision letter (alphabetical sequence) on the revised sheet.
4.3.3Block 3. Revision Date.When the list is initially prepared, enter a hyphen (-) on each sheet of the list. Each time any sheet of the list is revised, enter the appropriate revision on the revision sheet.
4.3.4Block 4. Contractor.On each sheet, enter the name and address of the contractor (design/preparing activity).
4.3.5Block 5. Commercial and Government Entity Code (CAGE).On each sheet, enter the CAGE code assigned to the contractor/vendor as applicable, whose name is entered in Block 4.
4.3.6Block 6. End Item-System Designator.On each sheet, enter the end item/system designator (i.e. A/E-32U-T4) to which the MEDL applies. When a designator has not been assigned, the top assembly drawing number of the item shall be entered in this block.
4.3.7Block 7. Indenture Number.Enter the indenture number applicable to the document whose number is entered in block 8. The number entered in this column shall indicate the relationship of engineering documents to the subassembly, assembly, main group, complete system or end item, e.g.: (1) Drawing for a complete system or end item. (2) Drawing for a main group or assembly. (2) Assembly drawing. (3) Drawing for attaching parts used on the assembly. (3) Parts list referenced on assembly drawing. (3) Detail drawing referenced on the assembly drawing. (3) Subassembly drawing referenced on subassembly drawing. (4) Detail drawings referenced on subassembly drawing. (4) Drawings for attaching parts used on the subassembly drawing. (2) Assembly drawing. (3) Detail drawings referenced on assembly drawing (3) Specification referenced on assembly drawing (3) Subassembly drawings referenced on the assembly drawing. (Note: Indenture level can be greater than four depending on the size of the drawing package).
4.3.8Block 8. Document Number.Enter the number of each document (drawing, list, specification, etc.). The document numbers of all procured and used vendor items shall be entered. Only those document numbers which identify the vendor item used (assembly number for an assembly, part number for a detail part, etc.) are required.
4.3.9Block 9. Title.Enter the title of each document (drawing, list, specification, etc.).
4.3.10Block 10. Revision.Enter the latest revision letter(s) applicable to the document whose number is entered in block 8.
4.3.11Block 11. CAGE Code.Enter the CAGE code listed on each document (drawing, list, specification, etc.).
4.3.12Block 12. Outstanding Changes.Enter any unincorporated changes on each document (drawing, list, specification, etc.).
4.3.13Block 13. Sheet Number.Each sheet of a multi-sheet drawing shall be individually listed if each can be revised and issued independently. When the first sheet of a drawing, reflected in block 8, contains the revision status of all sheets, only one entry will be required.
4.3.14Block 14. Number of sheets.Enter the total number of sheets for each document (drawing, list, specification, etc.).
4.3.15Block 15. Document Type.Enter the type of document code which identifies the document whose number is entered in block 8. The type of document codes are as follows: AL Application List; BM Bill of Materials; CC Classification Characteristics; CL Connection List; EL Inspection Equipment List; FL Functional List; GL Gage List; IL Index List; LD Logic Diagram; ML Material List/List of Materials; NC Numerical Control Data; NT Revision Notice to a Basic Document; PD Program Data/Document; PL Parts List; QA Quality Assurance Data; QL Qualified Source/Approved List; RL Running List; SL Schematic List or Specification List; SP Specification; ST Standard; TD Tool Drawing or Tool Drawing List; TL Tabulating List; TP Test Procedure; TS Test Specification; UL Drawing Usage List; WD Wiring Diagram; WL Wiring List/List of Wire; WT Wire Table or Wire Tabulation; 1L Procurement/Maintenance Data List; 2L Maintenance Data List; 3L Procurement/Maintenance Data List; 4L Procurement Data Package List (PDL).
4.3.16Block 16. Data Rights.Enter the code which identifies the rights status of the information on the document whose number appears in block 8. The rights status codes are as follows: U Unlimited Data Rights; L Limited Data Rights.
4.3.17Block 17. Part Number.The part numbers, assigned to all parts used in the fabrication of the complete system or end item identified in block 5, shall be entered in this block. When parts are delineated on documents identified in block 8, the part numbers shall be entered as follows:
4.3.17.1When only one part is delineated on a document, the applicable part number shall be entered.When the document and part number are the same, the part number shall be entered.
4.3.17.2When two or more parts are delineated on a document (tabulated numbers), each part number assigned to the parts used in the end item or system shall be entered.
4.3.18Block 18. Next Higher Assembly.Enter the drawing/part number for the next higher assembly.
4.3.19Block 19. Hardness Critical Item.Mark this column with "X" if the item is a hardness critical item.
4.3.20Block 20. Configuration Item Number.If the item has been designated a configuration item, enter the associated configuration item number.
4.3.21Block 21. Associated Test Equipment Part Number.If the item listed in block 8 has associated test equipment, list the part number in block 21.
