The CS116 Test Report documents the test-execution, data-recording, analysis, inspection, and reporting methods a contractor uses to assess and certify a mission critical system's HEMP conducted-immunity performance under MIL-STD-461 and MIL-STD-188-125.
The CS116 Test Report applies to both parts of military standard, MIL-STD-188-125 High-Altitude Electromagnetic Pulse (HEMP) Protection for Ground-Based Facilities Performing Critical, Time-Urgent Missions. This DID applies to fixed facilities in accordance with Part I (MIL-STD-188-125-1A) and to transportable systems in accordance with Part II (MIL-STD-188-125-2). This DID contains the format, content, and intended-use information for the data deliverable resulting from the conducted immunity CS116 test tasks described in section 5.8.1 of each part of MIL-STD-188-125, as applicable.
The purpose of CS116 testing the first article of every MCS installed outside the HEMP-protection subsystem's (HPS') low-risk electromagnetic barrier is to ensure that the MCS and any associated special protective measures (SPMs) will provide sufficient hardness to HEMP's conducted-threat environment. The CS116 test procedures, as codified by MIL-STD-461, provide some of the baseline information for assuring that the given MCS, with any SPMs, is adequate to pass HEMP-verification testing.
The CS116 Test Report documents the methods of test-execution, data-recording, analysis, inspection, and reporting that were used by the contractor to assess and document the results of the MCS's performance. For each individual MCS that was immunity tested per MIL-STD-461 CS116, an individual test report shall be prepared. The report provides the means for the Government to evaluate and certify the HEMP-protection performance results of the MCS and any associated SPMs, in that the report demonstrates compliance with respect to MIL-STD-461's pass and fail requirements and MIL-STD-188-125's CS116-test requirements.
The report includes discussion of recommended corrective actions, if needed.
If the MCS has already been MIL-STD-461 CS116 tested within seven years prior to its installation at the facility or integration with the system, then documentation of previous test plans, reports, and test data, should be attached as an appendix.
