The Objectives and Media Analysis Report (OMAR) documents all training objectives, media and method allocations to objectives, and rationale for selection of instructional strategies, methods, and media for an Aircrew Training System (ATS). The OMAR is used to establish trainee performance baselines and the ATS allocated baselines for course syllabi development.

a. This Data Item Description (DID) contains the format, content, and intended use information for the data deliverable resulting from the work task described in the contract.

b. This DID is applicable to all ATS acquisition programs, including programs where an ATS is an element of the total system being acquired.

c. This DID supersedes DI-PSSS-80569A.

Preparation Instructions

1Reference documents.The applicable issue of the documents cited herein, including their approval dates and dates of any applicable amendments, notices, and revisions, shall be as specified in the contract.

2Format.Contractor format is acceptable.

3General.The OMAR establishes the training objectives and allocation of objectives to media for each type of aircrew and ground personnel to be trained in the ATS. Training objectives shall include a statement of the behavior, condition, and standard of performance for each critical training task. The OMAR shall also include test criteria to rate the acceptability of trainee performance to the objective's standard. The OMAR shall include the following sections, along with a description of the material to be contained in each section.

3.1Section 1: Objectives and objective hierarchies.This section shall contain the training objectives and shall describe the continuous progression of training for each qualification level in the trainee's continuum of training. It shall also depict the hierarchical relationship(s) among objectives.

3.1.1Training objectives.This subsection shall contain a list of training objectives for each type of aircrew and ground personnel to be trained in the ATS. Objectives shall describe the full range of task proficiencies, skills, and knowledge to be mastered by the trainee to achieve a specified qualification level. Enabling, terminal, and supporting objectives describe the job behavior, conditions of performance, test criterion, and standards of performance. Standards shall describe quantitative variables of job performance and include variables of time, speed, timing, accuracy, error rates, safety considerations, process specification, achieved result or outcome, and desired characteristics of the product produced.

3.1.2Objective hierarchies and flow diagrams.This subsection shall depict objective hierarchies using tree or flow diagrams to describe the superordinate, subordinate, and sequential relationship(s) among objectives. Each hierarchy shall begin with the entry level training requirements.

3.2Section 2: Criterion tests.This section shall contain the criterion referenced test(s) for the objective(s) identified in Section 1. The criterion tests are used to observe, measure, rate, and score trainee performance against the objective's standard of performance. The standard of evaluation for job performance and qualification shall be derived from the criterion tests.

3.3Section 3: Media analysis.This section shall document the results of the media selection and allocation process and shall describe primary and alternate media or methods to satisfy each training objective.

3.3.1Media selection and allocation process.This section shall describe the methods, models, and procedures used to select and allocate candidate media, methods, and instructional strategies to training objectives. It shall include narrative description and flow diagrams that depict this process. Variables and selection criteria used to establish optimum mixes and allocations of media and methods shall be described.

3.3.2Media and method candidates.This section shall describe the candidate media, methods, and instructional strategies considered for use in the ATS. It shall include a description of the overall instructional approach and concept of training for the ATS. It shall describe the relationship of the training concept or approach to the selection of system performance characteristics for candidate media.

3.3.3Media and method trade studies.This section shall document the results of trade studies made on vendor equipment for the purpose of selecting preferred media, training equipment, and courseware production support capabilities for the ATS. It shall include rationale to justify selection of new versus existing media and methods for use in the ATS.

3.3.4Allocation to objectives.This section shall document the results of the media and methods analysis and allocation process for each aircrew and ground personnel to be trained in the ATS. It shall list the objective(s), and include alternate media and methods, rationale for selection, and other relevant information for the objective(s). It shall be organized to identify objectives by categories of required types of training (academic, hands-on, etc.).

3.4Appendix A: Standards of Evaluation.Appendix A shall describe the evaluation standards with supporting data and detail necessary to complement the descriptions in Section 2. These standards are used to conduct flight or simulator evaluations in the aircraft or ATS for each aircrew and ground personnel type.

4OMAR updates.Updates to the OMAR shall be included as change pages. Each revision shall contain a summary listing of pages changed and the date the change occurred. All revisions to derived objectives and standards of evaluation shall be under change control.
