The Contractor's Maintenance Program Plan describes in detail how the contractor intends to maintain equipment and other resources provided as part of the contract.

This data item description (DID) contains the format and content preparation instructions for the data product generated by the specific and discrete task requirement as delineated in the contract.

Reference documents cited in this DID shall be provided as Government Furnished Information (GFI) in the contract.

Preparation Instructions

1Format.The Contractor's Maintenance Program Plan shall be in contractor's format.

2Content.The Contractor's Maintenance Program Plan shall include the following sections:

2.1Section 1.0 Introduction.This section shall contain the following:

2.1.1Purpose and Scope.This section shall state the purpose, scope, and general applicability of the Maintenance program.

2.1.2Maintenance Program Summary.This section shall describe the program's plan major features and objectives, and provide a concise summary of the contractor's approach to accomplish maintenance.

2.2Section 2.0This section shall identify applicable Operations and Maintenance (O&M) standards and specifications. It shall also list those specifications, standards, manuals, and other documents applicable to the maintenance effort by title, document number, issuing authority, and date of issue.

2.3Section 3.0 Detailed maintenance concept.This section shall specify in detail the contractor's procedures for the following:

2.3.1Scheduled maintenance.

2.3.2Corrosion control program.

2.3.3Unscheduled maintenance.

2.3.4Use of the Integrated Enterprise Management System (IEMS).

2.3.5Description and definitions of maintenance work types.

2.3.6Development and use of detailed preventive maintenance procedure.

2.3.7Corrective Maintenance

2.3.8Cannibalization

2.3.9Equipment status reporting

2.3.10Equipment/Systems Beyond Economical Repair.

2.3.11Determination of Sparing Levels.

2.3.12Road maintenance.

2.3.13Bombing Range maintenance.

2.3.14Targets and Target Area maintenance.

2.3.15Vehicle Maintenance.

2.4Section 4.0 Maintenance Organization.This section shall identify the contractor's organization for maintenance. It shall include the following:

2.4.1Relationships among the contractor maintenance organization and Operations, Supply and Purchasing, Logistics, Quality Assurance, and Engineering groups.

2.4.2Responsibilities and authority for maintenance of all participating groups and organizations.

2.4.3Identification of contractor maintenance organization which enables prioritization, coordination, and status management of all maintenance actions.

2.4.4Policies and directives relating to maintenance.

2.5Section 5.0 Maintenance Status Accounting.This section shall contain the contractor's procedures for collecting, recording, processing, analyzing, and maintaining data necessary for maintenance status accounting reports. Identify established metrics to monitor in support of maintenance objectives. It shall include format and data elements used for Maintenance Status accounting records and reports.

2.6Section 6.0 Test Measurement and Diagnostic Equipment (TMDE).This section shall contain the procedures used for test equipment calibration and use. It shall also identify the proper use of TMDE.

2.7Section 7.0 The Maintenance Plan/Flow Chart.This section shall include a flow chart identifying all levels of maintenance needed and address all systems listed in Annex 2 (Systems and Equipment Description) through 4 (Site Maps, Drawings and Geographic Data) in the contract.
