The Materiel Component List (MCL) is a listing of all system and non-system training aids, devices, simulators, and simulations (TADSS) component parts and the data required to create a Component of the End Item (COEI) List, Basic Issue Item (BII) List, and Additional Authorization List (AAL). The MCL contains the TADSS end item, discrete subassemblies, and nonexpendable components in an indentured format for a particular TADSS end item. The MCL defines the property record of TADSS items and allows Gaining Commands to account for an end item's components. The Government provided format outlines the required structure of the data that gives the Government the ability to import the MCL into Department of Defense (DoD) databases for property accountability and property transfers.
This DID contains the format, content, and intended use information for the data deliverable resulting from the work task described in the solicitation.
This DID may be applied in any contract, which contains a requirement for TADSS end item property accountability and property transfers.
Preparation Instructions
1Reference Documents.None.
2Format.The TADSS MCL shall be formatted in accordance with the MCL Template in Figure 1 below.
3Content.The TADSS MCL shall include the following fields and information:
3.1End Item National Stock Number (NSN) or Management Control Number (MCN):Will be provided by the Government.
3.2End Item Nomenclature:Will be provided by the Government.
3.3Technical Manual (TM) Number:Will be provided by the Government.
3.4TM Codeshall equal "TNR" for all items.
3.5End Item Acronym Code (EIAC)shall equal "PEOSTRI" for all items.
3.6Usable on Code (UOC)shall equal "TNR" for all items.
3.7Provisioning Contract Control Number (PCCN) Codeshall equal "W6ECAA" for all items.
3.8Federal Supply Class (FSC):A four (4) digit numeric code. FSC shall be provided, if a National Item Identification Number (NIIN) exists for the item.
3.9NIIN:A nine (9) character numeric, or alphanumeric, code. The NIIN is contained in the last nine (9) digits of the NSN. The NIIN shall be alphanumeric, if the item has a MCN.
3.10Nomenclature:The common name of the item, not to exceed 19 characters in length, shall be provided for all items.
3.11Additional Data:Any pertinent information, such as: alternate part number, extended name, etc., that is necessary to describe the item shall be provided.
3.12Commercial and Government Entity (CAGE) Code:Original Equipment Manufacturer (OEM) CAGE code shall be provided for all items. A CAGE Code is a unique identifier assigned to suppliers to United States Government and DoD agencies.
3.13Part or Reference Number:OEM part number, not to exceed 32 characters, shall be provided for all items. No two (2) lines shall have the same part number.
3.14Unit of Issue (UI):The UI code is a 2-position alphabetic code that expresses a definite amount or quantity of an item to be issued. This amount or quantity is the managing activity's set accounting unit on which unit price is based, accountable records are maintained, and requirements computed. A UI code shall be provided for all items.
3.15Allowance Item Code:Each item shall have one of the following three codes specified:
3.15.1COEI:These items are part of the end item. As part of the end item, these items must be with the end item whenever it is issued or transferred between property accounts.
3.15.2BII:These essential items are required to place the end item in operation, operate it, and to do emergency repairs. BII must be with the end item during operation, and when it is transferred between property accounts.
3.15.3AAL:Additional items authorized for the support of the end item. This list identifies items that do not have to accompany the end item, and that do not have to be turned in with it.
3.16Quantity:Total quantity used in the end item shall be provided for all items. All quantities of duplicate items shall be shown as one line item.
3.17Syndicated Manufacturer's Part (MANP) numbers or NIIN:NSN's and MCN's shall take precedence and be provided, if available. Otherwise, the MANP number, which supports Government property accountability processes in lieu of an NSN or MCN, shall be provided.
