Establishes and classifies quality characteristics for final examination and functional testing of major end items and components. Serves as a permanent record of final inspection results of system level vehicles and major end items. The FIR is a contractual document which sets forth the minimum inspection characteristic determined necessary to assure conformance to end item specifications and drawings. This DID contains the format, content, and intended use information for the data deliverable resulting from the work task described in the solicitation. This DID superseded DI-QCIC-81068.
Preparation Instructions
1Reference documents.The applicable issue of the documents cited herein, including their approval dates and dates of any applicable amendments, notices, and revisions, shall be as specified in the contract.
2Format.The Final Inspection Record (FIR) shall be prepared for recording inspection results. The format of the FIR shall be organized so as to be compatible with assemblies, installations, and end item performance and acceptance requirements.
3General.It is intended that the FIR be developed in the same sequence that the major assemblies and all subassemblies, major systems, or subsystems are to be inspected. In any event, any characteristics that cannot be inspected after final assembly shall be inspected as the item is assembled during the normal manufacturing process. This does not preclude the contractor from changes in sequence to satisfy the inspection program. At the discretion of the procuring activity, the FIR may also include characteristics that are to be inspected and recorded during in-process manufacturing/assembly operations.
The FIR shall be prepared and maintained current with the Quality Conformance Inspection (QCI) and Control Test (CT) requirements set forth in the engineering drawings and vehicle/end item specification requirements.
4.1Cover page shall include:
4.1.2Contract Number and corresponding CDRL Reference number.
4.1.3Name of Manufacturer/Contractor Organization.
4.1.4Vehicle/End Item Model Number and Series.
4.1.5Specification(s) Reference Number, Revision, and Date.
4.1.6Revision Control:Revision identifier, Revision Date, Change Description, Change Authority Reference number, Change Approver Name.
4.1.7FIR document control ID reference number, Revision identifier, and Document effective Date.
4.2Data Collection Sheets shall include:
4.2.1Title:Name and Part Number/NSN of item being inspected and serial number. (See 4.3 for additional data fields for Vehicle Inspections).
4.2.2Name of characteristic being inspected including reference number from Specification.
4.2.3Required parameters including unit of measure.
4.2.4Inspection Method/Instruction.By detail or by reference. Attach any internal referenced instructions excluding externally available standard test methods.
4.2.5Data field to record Inspection gage and traceability.
4.2.6Data field to record Date of Inspection.
4.2.7Data field to record actual data.
4.2.8Data field to record Pass or Fail Disposition.
4.2.9Data field to note corrections or corrective action activities for failures.
4.2.10Data field to record actual data after correction and re-inspection.
4.2.11Data field to record the identification of the inspector.
4.2.12Data field to record QA review if applicable.
4.3In addition to items in 4.2 Vehicle Inspection data sheets shall include:
4.3.1Data field: Vehicle Serial Number.
4.3.2Data field: Manufacturer, Vehicle Number, and Model.
4.3.3Data field: Engine Serial Number, if applicable.
4.3.4Data field: Transmission Serial Number if applicable.
4.3.5Data field: Transfer Transmission Serial Number if applicable.
4.3.6Data field: Mileage Before Test and Mileage After Test.
4.3.7Acknowledgement that all in process and safety checks are complete before performing Vehicle/End Item Inspection.
4.3.8Safety Checks shall be performed and recorded before road testing or functional inspections are performed.Enter safety checks for Tractor-trailer combination if applicable.
4.4Control Test data sheets shall be attached when applicable.
4.5Certificates of Conformance required per the end item specifications and drawings shall be attached or available for review.
4.6Provide an acknowledgement and compliance statement with contract requirements.Include a signature block containing full name of the company official rendering the approval and date.
5Process and responsibilities for data delivery and Government Review will be delineated in the contract.
