Description & Purpose
This plan is required from Army contractors engaged in research and development work, or production contracts which require the use of chemical agents or research, development, test and evaluation (RDTE) dilute solutions of chemical agent.
Application & Interrelationship
This data item description contains the format and content preparation instructions for the data product generated by the specific and discrete task requirement as delineated in the contract.
This plan describes the contractor's organization program and procedures for meeting DoD, Army and major subordinate command safety requirements for use, handling, storage, and disposal of chemical agents.
Preparation Instructions
10.1FormatThe program plan shall be prepared in the following narrative format and shall include the requirements identified below:
10.1.1Chemical Surety Materiel (CSM) Program Manager.
10.1.2Description of Contractor Facilityto include drawings of all work sites with CSM/dilute solution areas specially noted to include location of ventilation systems, hoods, storage areas; policies which describe the procedures and equipment used to satisfy the Surgeon General's requirements for all agent areas, associated ventilation and agent handling systems; test data verifying adequacy of all associated ventilation and agent handling systems; test methods for periodic recertification of the associated ventilation and agent handling systems.
10.1.3Storage, Handling and Use of CSM/dilute solutions.
10.1.4Personal Protective Clothing and Equipment(policies for selection, use and testing of personnel protective clothing and equipment) for CSM/dilute solutions.
10.1.5Waste Disposal(policies and procedures for disposal of any chemical agent/dilute solutions to include verification of clean-up efforts for both liquid and solid waste).
10.1.6Policies and procedures for the establishment of Standing Operating Proceduresfor each area and operation unique to any specific contract, to include storing, transferring, manufacturing or use of chemical surety material/dilute solutions.
10.1.7Safety Training Programfor all individuals with access to chemical agents or RDTE dilute solutions of chemical agent.
10.1.8Chemical Accident/Incident Response Assistance (CAIRA) Plancontaining procedures for controlling accidental release of agents for maximum credible accident scenarios to include the orderly evacuation of personnel from areas in the contractor facility.
10.1.9Medical Planwhich describes the effects of the particular chemical agent involved, symptoms of exposure, first aid procedures, methods of decontamination, use of protective clothing and equipment, and procedures to be followed in the event of a spill or other emergency situations.
10.1.10Specific Safety Provisions(standards and procedures which are used in conjunction with good laboratory practices to provide safe and healthful working environment for employees; detailed policies for storage, handling and movement of chemical agents, including dilute solutions; procedures for controlling release of agents).
10.1.11Waiver provisionsto include justifications and test data verification.
10.1.12Revisions to Safety Program Plan(policies and procedures for Safety Program Plan revisions to include new contract requirements and SOPs for the specific work conducted).
10.1.13Reclamation Requirements(procedures and policies for the release of decontaminated material and/or equipment in support of other nonrelated chemical agent operations).
