The Ammunition and Explosives (A&E) Demilitarization (DEMIL) Plan details the Contractor's strategy to execute planned demilitarization and disposition tasks, data, and requirements for new or modified ammunition items and materiel, and for eliminating functional capabilities and inherent military design features from both serviceable and unserviceable Department of Defense (DoD) materiel. In the A&E DEMIL Plan, the Contractor identifies and defines, in detail, their processes and procedures to meet Government contract requirements.
The Data Item description contains the format, content and intended information for the data product resulting from the work task described in the contract SOW.
This DID will be used by the Government on any contract when delivery of an A&E DEMIL Plan is required.

Preparation Instructions
1Reference DocumentsThe applicable issue of the documents cited herein, including their approval dates and dates of any applicable amendments, notices, and revisions shall be as specified in the contract.
2FormatThe A&E DEMIL Plan shall be in Contractor-developed, Government-approved format.
3ContentThe A&E DEMIL Plan shall use the guidelines below and include Standard Format identified in the following:
3.1Demilitarization and disposition plans are not developedfor emergency demilitarization.
3.2All plans should be based on disassemblyto the lowest level necessary to gain access or remove Propellants, Explosives, and Pyrotechnics (PEP) and hazardous materials or components for demilitarization or disposition.
3.3Because used munitions are Material Potentially Presentingan Explosive Hazard (MPPEH) if they are not reused, their explosives safety status must be assessed and documented as safe prior to transfer from DoD control. Provide procedures in order to inspect and certify used munitions as Material Documented as Safe (MDAS) prior to transferring the items to the Defense Logistics Agency Disposition Services (DLADS) for final disposition. These plans are especially important for used munitions items that contain voids or other areas that cannot be 100% visually inspected for residual and explosive material. In these cases, technical or empirical data may be gathered and analyzed to enable the application of "expert knowledge" to determine that the used munitions items do not pose an explosive hazard.
3.4Open Burn and Open Detonation are notconsidered the primary demilitarization or disposition options and must be used only when safe and sustainable closed disposal alternatives are not available. EOD and Ocean Dumping are not acceptable alternatives for routine demilitarization and disposition.
3.5Plans for items containing subassemblies shouldbe developed in tiers or appendices with a plan for the end item and each subassembly. End item plans must reference all subassembly plans. Disposition guidance should also be provided for used components, such as cans, clips, cartridge cases, wooden boxes, etc.
3.6The use of reference documents (e.g.,Technical Manuals (TMs); Technical Orders (TOs); Navy instructions; Depot Maintenance Work Requirements (DMWRs); Standard Operating Procedures (SOPs) or approved demilitarization and disposition plans) to satisfy portions of plan requirements are encouraged. However, reference documents or applicable portions used in this manner must accompany the plan.
3.7Information on existing and emerging demilitarizationand disposition technologies and capabilities for families of munitions can be obtained from the Joint Munitions Command (JMC), Demilitarization Capabilities Division or Project Director (PD) Joint Services, Product Manager (PM) Demilitarization.
3.8The Demilitarization and Disposition Plan mustaddress the demilitarization and final disposition of all unused and used munitions items, PEP, inert components and residues in order to prevent unauthorized reuse.
3.9The Cover page shall include
3.9.1Include munitions item name, DoD IdentificationCode (DoDIC) or Naval Ammunition Logistics Code (NALC), National Stock Number (NSN) (if available), preparing activity, distribution statement, revision or change, and date. Demilitarization and disposition plan identification numbers must be placed on the cover page. Plan identification numbers are assigned based on the Federal Stock Class of the item. The Government will officially assign nomenclature in accordance with (IAW) MIL-STD-1812, Aeronautical and Support Equipment Type Designation System, and will identify nomenclature in the production contract. The plan title shall include the assigned nomenclature. For example, the DSU-33 Proximity Sensor's plan cover page, states: "DSU-33 Proximity Sensor A&E DEMIL Plan". 3.9.2Department of Defense (DoD) Identification Code (DoDIC)The DoDIC is created during the cataloging process and the Government will identify the DoDIC in the production contract.

3.13Purpose, which shall include
3.13.1ObjectiveThis plan identifies requirements necessary to accomplish safe and environmentally acceptable demilitarization and disposition of the item. The Technical Data Packages (TDP) and Safety Data Sheets (SDS), formerly known as Material Safety Data Sheets (MSDS), are critical when planning for demilitarization and disposition. The objective in demilitarization and disposition planning is to provide a complete demilitarization and disposition analysis and procedures when manufacturers and maintenance facilities may no longer exist and technical agents may not be available.
3.13.2ScopeProvide a brief overview of the preferred processes being used.
3.13.3LimitationsIdentify areas not covered by the plan, e.g., transportation, incinerator operations, washout operations, etc. Identify and list all demilitarization and disposition plans for subassemblies. 3.15Item Description
3.15.1Physical DescriptionProvide a detailed description of the item configuration with illustrations. Provide the item NSN and NALC or DODIC. A table may be used if the item has multiple NSNs, or MK and MOD (Mark and Modification) designations incorporated in the plan.
3.15.2Functional DescriptionDescribe how the item functions when used as intended.
3.15.3Product Baseline Table (Table I)Develop a table as outlined in Table I. At a minimum, the table must contain fields or columns for Assembly Levels, Description, Unit Weight (U.W.), Net Explosive Weight (N.E.W.), Quantity, Drawing Numbers, Specification Numbers, Composition and Original Equipment Manufacturer (OEM) contact information. Under composition, provide as much information as possible about the chemical composition of the product. At a minimum, identify the types of metals (e.g., brass, steel, lead), types of plastics (e.g., HDPE, PVC) and chemical compositions of any other items. Provide percentages of constituents in composite items and chemical formulas when available. This table should list the complete drawing package for the munitions item, excluding schematic drawings. Proprietary information should be included, and as a minimum should identify basic constituents, if not exact formulas (e.g., brass, steel, high-density polyethylene, ammonium perchlorate, etc.). PEP and hazardous materials should be listed by name only (e.g., HNS, PBXN-5, Lithium, etc.). Table II, as described in paragraph 7.c., should be referenced for specific compositions of PEP and hazardous materials.

At a minimum, the table must contain fields or columns for the Chemical Composition and Mass Fraction of the products of combustion. Additionally, identify the item or component producing the combustion products and describe the test method used to determine the combustion products as well as the conditions of the test method, e.g., temperature, pressure, etc. Provide separate tables for all items and components that produce combustion products if applicable.
3.16.5.8Material Potentially Presenting an Explosive Hazard (MPPEH) Table (Table IV)Develop a table identifying all MPPEH generated by the functioning of the munitions item including the used munitions item and all associated munitions debris. MPPEH includes all materiel known or suspected to pose an explosive hazard including expended rocket motors, fired mortars, CADs/PADs, etc. At a minimum, the table must contain fields and columns for MPPEH Item, Uninspectable Areas or Internal Voids, and Use of Expert Knowledge for MDAS Cert (Y/N).
3.16.6Environmental SignificanceThis section will include an analysis describing the environmental significance of each demilitarization and disposition process.
3.16.6.1GeneralProvide a brief overview of the regulations applicable to the preferred demilitarization and disposition process.
3.16.6.2SpecificIdentify the specific impact of all identified demilitarization and disposition processes. Identify the output products of all neutralization processes and the method used to determine the products (e.g., computer models, bang box data, other empirical techniques).

3.16.9Residual AnalysisProvide an analysis of residual material (explosive and non-explosive) remaining in or on retrievable hardware items, such as Cartridge Actuated Devices and JATO rocket motor cases, after the item has functioned as intended. See Table IV for potential residual material.
3.17Demilitarization and Disposition Alternatives for Unused MunitionsThis section will list alternative methods of demilitarization and disposition of unused munitions items addressed by the demilitarization and disposition plan, identifying the preferred method. (The Government must provide information on available technology and equipment capability to the developer.) The developer must utilize this data in developing the demilitarization and disposition plan. Give a summary of the demilitarization options available for each unused item requiring demilitarization (e.g., incineration, mutilation of inert hardware by shredding or crushing, neutralization, hydrolysis or contained burn demilitarization approaches). NOTE: Alternatives are not required if the demilitarization and disposition process is based on disassembly.
3.18Demilitarization and Disposition Procedures for Unused MunitionsThis section will describe each alternative method in detail, including step-by-step procedures detailing safety precautions, disassembly diagrams, declassification procedures, and component and piece part tables. Provide a block-flow diagram showing movement of munitions components through the demilitarization and disposition process. NOTE: Detailed operating procedures for equipment or processes covered by references are not required for the processes described here.
3.18.1DisassemblyProvide step-by-step procedures for disassembling the unused munitions item to the point necessary to gain access and remove the PEP and hazardous materials (e.g., fuse removal, pull apart, explosive washout, melt-out or water-jet cutting). Illustrations of disassembly process should be included within this section or referenced to an appendix.
3.18.2DemilitarizationThis section will describe the processes used to remove or otherwise neutralize the military potential of unused munitions per reference (a). Such neutralization is to be carried out in a safe, cost effective, practicable and environmentally responsible manner. Demilitarization is a necessary step for military items prior to their release to a non-military setting.
3.18.3DispositionList the available disposition options, including treatment options for the demilitarized munitions items' parts and residuals waste streams (e.g., incinerator ash to hazardous waste landfill, inert hardware for sale or recycling, explosives for re-use or alternate use). List the available treatment options for the waste stream generated by processes (e.g., hydrolysis of wastewater from explosive washout or wet scrubbing of incinerator off-gases).
3.18.4DeclassificationProvide declassification guidance and procedures on all classified components that will require demilitarization and final disposition by SMCA.
3.19Demilitarization and Disposition Procedures for Used MunitionsThis section will describe the proper management and disposition of MPPEH expected to be generated by the use of the munitions item.
3.19.1DisassemblyProvide step-by-step procedures for any required disassembly, venting or mechanical opening of the used munitions item to enable inspection or voids or other internal area. Provide illustrations of this process within this section, if possible.
3.19.2DemilitarizationDescribe the process necessary to remove or otherwise neutralize any military potential characteristic remaining after the use of the munitions item. Demilitarization is a necessary step for military items prior to their release from DoD control.
3.19.3DispositionProvide detailed visual inspection procedures to ensure that explosive hazards are not present in the used munitions item and any associated munitions debris listed in Table IV. If the expected MPPEH contains voids or other areas that cannot be opened to enable 100% visual inspections to assess and document the materiel as safe (i.e., MDAS), provide technical or empirical data to justify the application of "expert knowledge". To the extent practicable, all metallic items remaining after the use of the munitions item should be demilitarized, assessed, and documented as MDAS and recycled to ensure compliance with hazardous waste regulations.
3.19.4DeclassificationProvide declassification guidance and procedures for any remaining classified components that will require demilitarization and final disposition.
3.20Demilitarization and Disposition Special Tools and EquipmentThis section will describe special tools and equipment required to accomplish the procedures described.
3.21Validation Test (when required)This section will address the validation test when required. The validation plan will identify the quantity of items to be demilitarized, the tools and equipment required, the proposed location for the test, and any other pertinent information required to validate the planned demilitarization or disposition process. Satisfactory completion of the validation test, when required, must be accomplished prior to approval of the demilitarization or disposition plan.
3.22Reference DocumentsList all technical references, including any TMs, TOs, DMWRs, demilitarization and disposition Plans, SDSs, and DoD and non-DoD regulations applicable to the preferred demilitarization process.
3.23Terms and Definitions (as required)Self-explanatory.
3.24DemilitarizationThe act of destroying the military offensive or defensive advantage inherent in munitions. This process may be applied to serviceable, unserviceable, used or unused items that are excess, obsolete or uneconomically repairable, as well as items determined to be hazardous for continued storage. Examples of munitions demilitarization methods are disassembly, washout, melt-out, incineration, deactivation, mutilation, chemical neutralization, open burning, open detonation or static firing. The environmentally acceptable and safety-approved methods will render the item safe from an explosives safety perspective and no longer usable for military applications. In some instances, the act of demilitarization accomplishes disposal as well.
3.25DispositionThe process of redistributing, transferring, donating, selling, demilitarizing, treating, destroying or other end of lifecycle guidance for Department of Defense (DoD) personal property. Disposition is the final stage of an asset's lifecycle prior to exiting the DoD system. The item must pass through a specific system or set of guidance and controls to ensure that NALC exhausts reutilization, transfer or sale options. Examples of authorized means are re-use, recycling, conversion, or sale to an authorized buyer.
3.25.1Treatment options for the demilitarized ammunitionsitems or materiel parts and residuals waste stream, such as: incinerator ash to hazardous waste landfill, inert hardware for sale or recycling, explosives for reuse or alternate use, etc.
3.25.1.2Treatment options for the waste streamgenerated by processes, such as: hydrolysis of wastewater from explosive washout, wet scrub of incinerator off gases, etc. NOTE: Detailed operating procedures for equipment or processes covered by references are not required in this section.
3.26DisposalEnd of life tasks and actions for residual materials resulting from demilitarization or disposition operations. Ocean dumping or land burial of items containing PEP are not to be considered alternative disposal methods.
3.27Demilitarization and Disposition PlanA written document that describes the item and identifies processes, procedures and equipment necessary to affect the safe and environmentally acceptable demilitarization or disposition and disposal of the new or modified munitions item.

3.31.1Military munitions and military munitions-related materiel,including wholly inert components (e.g., fins, launch tubes, containers, packaging materials), that are to be used or reused for their intended purpose and are within a DoD Component-established munitions management system.
3.31.2Other items (e.g., gasoline cans, compressedgas cylinders) that are not munitions or munitions-related materiel but may present an explosion hazard.
3.33Military MunitionsPer Sec 101(e)(4) of Title 10 U.S.C., all ammunition products and components produced or used by or for the DoD or the U.S. Armed Services for national defense and security, including military munitions under the control of the DoD, the U.S. Coast Guard, the U.S. Department of Energy (DOE), and National Guard personnel. The term military munitions includes: confined gaseous, liquid, and solid propellants; explosives; pyrotechnics; chemical and riot control agents; smokes, and incendiaries used by DoD components, including bulk explosives and chemical warfare agents; chemical munitions; rockets; guided and ballistic missiles; bombs; warheads; mortar rounds; artillery ammunition; small arms ammunition; grenades; mines; torpedoes; depth charges; cluster munitions and dispensers; demolition charges; and devices and components thereof. Military munitions do not include wholly inert items, improvised explosive devices, and nuclear weapons, nuclear devices, and nuclear components thereof. The term does include non-nuclear components of nuclear devices managed under DOE's nuclear weapons program after all required sanitizing operations under the Atomic Energy Act of 1954, as amended, have been completed per 40 CFR, part 260.10.
3.34Resource Recovery and Recycling (R3)A term used to describe a family of processes and technologies for demilitarization of munitions using processes other than open burning and open detonation that result in all or part of the munitions components being recovered for recycle and re-use.
3.35Unused Military MunitionsMilitary munitions that have not been fired, dropped, launched, projected, placed, or otherwise used and functioned as intended. Examples include military munitions that are stored in the active inventory or war reserve and military munitions issued to a DOD Component unit but were not used and will be returned to storage.
3.36Used Military MunitionsMilitary munitions that have been fired, dropped, launched, projected, placed, or otherwise used and functioned as intended to include Material Potentially Presenting an Explosive Hazard.
