The TAP Plan provides a record of all interface and data collection information (such as drawings, diagrams, tables, and textual information for placing Test Access Points (TAPs) on the network) generated for the project in order to collect the data needed for defensive cyber operations tools. The TAP Plan should be used with the Interface Control Document (ICD) and be jointly developed by the mission system program office, the defensive cyber program office and applicable cyber operations unit. (Refer to DI-SESS-81248B, Interface Control Document (ICD) for guidance).
This DID contains the format, content, and intended use information for the data deliverable resulting from the work task described in the solicitation.
Preparation Instructions
1Reference DocumentsThe applicable issue of the documents cited herein, including their approval dates and dates of any applicable amendments, notices, and revisions, shall be as specified in the contract.
2FormatThe TAP Plan shall be prepared in contractor's format.
3ContentThe TAP Plan shall be consistent with the government Systems Engineering Plan (SEP) and the contractor's SEMP, if available. (Refer to DI-SESS-81785, Systems Engineering Management Plan (SEMP) for guidance.) The TAP Plan shall identify:
3.1All interface and data collection information for the project
3.2A revision record for all interface information for the project, including release dates
3.3A cross-reference listing relating all interface information for the project to the configuration items and system elements to which they apply
3.4A description of the physical and functional relationships between all interface and data information for the project
3.5The links to the actual documentation defining the interface and data information for the project
3.6Methodologies for determining the type, number and placement of TAPs to collect the necessary data to provide to the defensive cyber operations suite of tools
3.6.1Identify critical mission data flows
3.6.2Identify cyber threats and cyber key terrain to the mission system
3.6.3Identify critical data to be collected
3.7The plan for placement of TAPs and the data to be collected, transported and stored
3.8The plan for physical infrastructure for installation (e.g. include equipment racks, cabling, power and cooling requirements)
3.9The plan for aggregating data collected by the TAPs
3.10The methodology and plan to ensure security of all data
3.11Documentation of interfaces and connections
3.12AppendicesThis section shall contain any general information that aids in the understanding of the TAP Plan (e.g., background information, glossary, rationale). This section shall include an alphabetical listing of all acronyms, abbreviations, and their meanings as used in the TAP Plan and a list of any terms and definitions needed to understand the TAP Plan.
