The Science and Technologies Protection Implementation Plan (S&TPIP) is required to provide a description of the precise methods and mechanisms implemented to protect identified essential technology elements and enabling technologies regardless of the location where the work is being executed.

This Data Item Description contains the format, content, and intended use information for preparation instructions for the S&TPIP resulting from the program protection requirements set forth in DODI 5000.83, "Technology and Program Protection to Maintain Technological Advantage."

2FormatThe Science and Technologies Protection Implementation Plan (S&TPIP) shall be contractor format unless a template is provided in the contract.

3.4Introduction SectionThis Data Item Description is generated by the contract which contains the specific and discrete requirement for implementation of a government Science and Technology Protection Plan (S&TPP). The contractor developed S&TPIP is a deliverable to the U.S. Government that details how the contractor will implement the Government prescribed S&TPP. The S&TPIP provides the principal communication and documented approaches from the contractor for Validation/Assessment and approval by the Department of Defense (DoD) or Component Program Manager, or Science and Technology Manager regarding contractor methods to: (a) identify the processes chosen to implement the S&TPP at contractor, sub-contractor, vendor-controlled and testing locations; and, (b) provide protection inputs to the system, technology and research throughout the acquisition lifecycle process. The ultimate purpose is for the performer to provide a method to ensure effective and efficient protection of essential technology elements and enabling technologies regardless of their location. The proactive assessments and implementation down to the root levels help ensure that a layered protection strategy is enabled, safeguarding against potential threats and reducing risks to critical assets, information, and technologies. By employing advanced security and technological measures, the U.S. Government will be able to enhance its ability to identify vulnerabilities and respond effectively to emerging threats, risks or problems. The S&TPIP will be marked with the appropriate classification marking but will be at a minimum as Controlled Unclassified Information (CUI). Depending on the specific information, details, or science/technology involved, the S&TPIP may be classified and must be handled and marked accordingly. Consult DoD or the relevant component cognizant security office prior to assembling/aggregating or sending any information involved with a S&TPP. It is intended that all requirements contained herein shall apply to all RDT&E with critical technologies/research and a S&TPP or similar document.
