The COMSEC Integration Test Report (ITR) provides data and information necessary to evaluate compliance of a system with its host integration requirements based on an approved Integration Evaluation Document (IED) (see DI-SCRE-82522), including the discussion of recommended corrective actions, if needed.
This Data Item Description (DID) is applicable to all systems integrating National Security Agency (NSA) High Assurance Devices (HADs) and provides a detailed description of each test and the subsequent results used to validate the assessment of how the HAD is being securely integrated into any host system. The intent of this document is to provide sufficient information regarding the integration testing of the system to determine the adequacy of the design and to ensure that all host integration security requirements are met. The criteria to be tested are outlined in the program-specific host integration requirements and Integration Evaluation Document (IED) DI-SCRE-82522, cited above. For the purposes of this document, the term "system" refers to the entire space vehicle not including the hosted payloads.
This DID contains the format and content preparation instructions for deliverable generation in support of the specific and discrete task requirements for this data item, as described in the contract.

2Compliance DocumentsThe COMSEC ITR shall demonstrate, describe, and maintain compliance with the applicable sections of each document cited below. 2.2Additionally, in conducting testing associatedAdditionally, in conducting testing associated with the COMSEC ITR deliverable document, the data provided in the COMSEC ITR shall be compliant with the Contractor's COMSEC IED, separately described under DI-SCRE-82522 and approved by the Government.
3FormatThe Contractor's COMSEC ITR shall contain narrative content, diagrams, and technical detail addressing each of the topics delineated in the following major sections and subsections, and provide data using the electronic preparation instructions below. The COMSEC ITR shall:
3.1Be formatted strictly in accordance with the COMSEC ITR Templateestablished for this purpose and that is included in this DID.
3.2Be appropriately classified and portion markedin accordance with requirements provided in the Contractor's DD Form 254.
3.3Be submitted in Microsoft Word formatfor initial submission and either Microsoft Word format or Adobe PDF format after review and validation for submission to the Government Program Office. Microsoft Word format is preferred as it supports more efficient tracking and management of changes.
3.4Not contain embedded files(i.e., Microsoft Visio drawings). All embedded pictures and diagrams must be converted to a JPG, PNG, TIFF, or GIF.
3.5Include a title pagethat identifies the following:

3.5.4Contractor Program Manager's name and telephone numberand, if applicable, the Government Program Office Point of Contact name and office designator

4ContentThe COMSEC ITR shall:
4.1Be completed using the Integration Test Report (ITR) Template, Version 1.0included in this DID. Note: Not all requested information will apply. Wherever requested information does not apply, identify it as "N/A."
4.2The COMSEC ITR Template follows
4.2.1System Requirements and Operational EnvironmentProvide a concise description of the scope and intent of the COMSEC ITR. This information includes an overview of the integration components and technology, if applicable, of the system to be protected as well as a summary of the tests to be completed. Include a list of tests performed with pass/fail or met/not met indications. Include a table listing the applicable host integration functional requirements.
4.2.2Security Requirement TestsThis section includes the detailed results of each test by listing each integration security requirement and the evidence used to verify the system's compliance. Use tables, figures, and detailed descriptions to adequately convey the results and conclusions of each test. Functions to be tested include, but are not limited to:

4.2.3Conclusions and RecommendationsConclusions and recommendations shall be provided, including results of the tests in brief narrative form, a discussion of any remedial actions already initiated, and proposed corrective measures required (if necessary) to assure compliance of the system with integration security requirements.

4.2.7Appendix B: Comment and Response MatrixAppendix B of the COMSEC ITR tracks comments along with the appropriate Developer responses and changes. These responses must answer the question or comment and reference corresponding locations in the body of the document where the content was updated in response to the comment, and marked by change bars. These comments and responses include remedial actions conducted to address deficiencies and remain within the COMSEC ITR for each revision.
