The maintenance test and support equipment (MT&SE) requirements list identifies the test parameter requirements for maintenance, test, alignment, and calibration, to support all echelons of maintenance during the operational life cycle of a system or equipment. This list also identifies the unique and special tools, materials, and test equipment required to support all echelons of maintenance.
This requirements list provides the basis for the using activity to determine if existing general purpose test equipment can be utilized, which in many cases will eliminate procurement requirements. The unique and special tools, materials, and test equipment list provides the information for the acquisition and subsequent support of each item.
This Data Item Description (DID) contains format and content preparation instructions for the data product generated by the specific and discrete task requirement as delineated in the contract.
This DID is applicable to all Government contracts requiring disclosure of specific MT&SE equipment and its justification.

2Format and ContentThe Maintenance Test and Support Equipment requirements list (MT&SE) includes the support equipment, tools and materials, including computer maintenance and support hardware and software required to maintain the system or equipment at the level of maintenance identified in the contract. The list does not include (a) test alignment and calibration equipment built into the system configuration for test and monitoring, (b) equipment required to repair or calibrate items on the MT&SE list, or (c) common hand tools. The Maintenance Test and Support Equipment requirements list shall contain two separate parts, a General Purpose MT&SE and a Special Purpose MT&SE.
2.1General Purpose Maintenance Test and Support Equipment Requirements. This part includes generic test equipment that is commercially available which normally can be used for more than one purpose.The following is a sample format for General Purpose Maintenance Test and Support Equipment Requirements:

3Item information.Provides the following information for each item of test and support equipment on the list. Pertains to both General and Special Purpose MT&SE requirement Lists.
3.1System or Equipment Under Test.Identifies the application of a recommended test item of system, subsystem, individual equipment, module, or component. Items subject to test shall be identified by the following:
3.1.1Manufacturer/Commercial and Government Entity (CAGE) code.
3.2Parameters to Be Tested.Describe the test, adjustment, or calibration to be performed. Be as general as possible, including only absolute requirements. This information reflects the actual characteristics required by the prime equipment rather that the characteristics of the particular model of support or test equipment which may be recommended. Include the following:
3.2.2Value or range of values.
3.2.3Tolerance of the values.
3.3.1General Purpose MT&SE.List a generic name for each item, such as oscilloscope, voltmeter, card extender, etc.
3.3.2Special Purpose MT&SE.When a specific item of MT&SE is required, describe the item fully in accordance with paragraph 3.2.1.a, b and c above. List all special purpose MT&SE separately for the general items. Additionally, include a statement justifying the selection of each item of special purpose MT&SE. Include the unit price for each of these items.
Justification Statement:
This alignment tool is specifically designed for replacement of the rectifier and if not used will cause early failure of the rectifier due to insufficient heat transfer via the heat. No other tool available meets requirements.

3.4Quantity On-Site.Record the number of support equipments required to perform the test described at the local site.
3.5Quantity Off-Site.Record the number of support equipments required to perform the test described at the next higher echelon of maintenance, such as depot.
4Optional data.A separate list of commercially available test equipment having the necessary capabilities to perform the preceding tests may be submitted. Using this option does not suspend the requirement for the General and Special Purpose MT&SE Requirements Lists. This list shall include as a minimum:
