The CITIS-IP describes the way in which the CITIS will implement an Integrated Product and Process Development (IPPD) and an Integrated Data Environment (IDE) throughout the life of the contract to satisfy service, infrastructure, media, and format requirements identified in the contract.
a. The CITIS-IP implements an ongoing forum to communicate the contractor's ability to integrate and provide the digital data services and products throughout the life of the contract.
b. This Data Item Description (DID) contains the format and content preparation instructions for the data product generated by the specific and discrete task required as delineated in the contract.
c. The CITIS-IP serves as a record for the contractor's CITIS implementation activities at a fixed date in the life of the contract. Periodic Government and contractor reviews of the CITIS-IP over the life of the contract are necessary to determine if an update is required to incorporate current changes in computer technology, process improvements, or CITIS infrastructure requirements.
Preparation Instructions
1FormatThe CITIS-IP format shall be contractor selected. Unless effective presentation would be degraded, the initially used format shall be used for all subsequent submissions.
1.1PaginationEach page shall be uniquely numbered.
1.2Document Control NumbersAll pages shall contain the document control number and date of the document.
1.3Paragraph NumberingSections and paragraphs shall be numbered.
1.4General CITIS-IP StructuringGeneral information that aids in understanding the CITIS-IP (e.g., background information, glossary, acronyms, abbreviations, and their meanings as used in the CITIS-IP) shall be located in a Notes section. Information pertinent to multiple topic areas (e.g., methodology description) shall be identified in appendices and provided with a cross-reference in the text to the Appendix.
2ContentThe CITIS-IP shall contain detailed information of how the CITIS strategy is to be implemented. The plan shall include the following:
2.1Introduction of the plan's purpose and scope
2.2Reference documents, definitions, and points of contact
2.3Description of the CITIS implementationto include CITIS objectives, strategy, quality assurance, contents, test procedure, development and subsequent update timeline; contractor's responsibilities; Government responsibilities; and Government Concept of Operations (GCO) summary.
2.4Listing of the CITIS hardware and software architecture to be useddescription of the CITIS system, including source and destination systems, and relationships with Government receiving systems.
2.5Description of proposed CITIS on-line capabilitiesThe description shall include:
Linkages among engineering, manufacturing, logistics, and program management
Number and location of sites to be served, hours of operation, and system response requirements
Telecommunication issues including selection of Government data network(s) or third party leases of communication facilities, and the period of performance that includes each service location as the requirement varies
2.6Description of telecommunication's data protection and integrityincluding risk assessment and system security certification.
2.7Outline of the proposed actions and upgrade capabilitiesthat may be pursued in subsequent life-cycle phases.
