The purpose of the Airworthiness Certification Basis is to document the airworthiness certification basis: applicable airworthiness certification criteria: standards and methods of compliance. The Certification Basis will be used to support the government's airworthiness assessment of the air system design.

a. This Data Item Description (DID) contains the format and content preparation instructions for the data product generated by the specific and discrete task requirement as delineated in the contract.

b. This DID supersedes DI-SESS-81766.

Preparation Instructions

1Reference documentsThe applicable issue of the documents cited herein, including their approval dates and dates of any applicable amendments, notices, and revisions, shall be as specified in the contract.

2FormatThe EZZ Template 130-1 or Airworthiness Certification Tool data import template shall be used for the certification basis (Copies of the templates are available upon e-mail request to [email protected].). The system description and information that is not included in the template shall be in contractor format.

3ContentThe Airworthiness Certification Basis shall describe the airworthiness certification basis for either a new air system or for modifications of an existing air system. MIL-HDBK-516, Airworthiness Certification Criteria, shall be used during preparation of the Airworthiness Certification Basis. Change notices are not available at https://quicksearch.dla.mil but are incorporated in the templates.) The Airworthiness Certification Basis shall include:

3.1Data IdentifiersThe Airworthiness Certification Basis shall contain information needed to maintain configuration control (e.g., date, revision, and managing office) throughout the life of the system.

3.2System DescriptionThe Airworthiness Certification Basis shall include information to identify the system being certified (e.g., mission design series (MDS), engine types and quantity, crew and passenger capabilities) in accordance with Airworthiness Bulletin (AWB)-110, "Airworthiness Planning". It shall also contain a list of previous certifications obtained, either civil or military. (Copies of the AWB are available online upon e-mail request to [email protected].)

3.2.1If the system is a commercial derivativeIf the system is a commercial derivative aircraft program, a summary of modifications required to convert the previously certified basic aircraft to the as-delivered configuration shall be included. The previous certification authority and the applicable type certification basis shall be identified. The AWB-360, "Commercial Derivative Aircraft Airworthiness," details the information required to document the Airworthiness seam between the certification authorities of the Federal Aviation Administration (FAA) and the USAF. All design features and functions not fully covered by the FAA shall be addressed by the Airworthiness Certification Basis. The Project Specific Certification Plan shall be referenced as it establishes the certification basis for aspects the FAA will approve, is derived from the applicable 14 CFR parts, and may include special conditions, equivalent level of safety findings, and exemptions. Any changes to the Airworthiness seam since approval of the Airworthiness Plan must be detailed.

3.3Certification BasisThe Airworthiness Certification Basis shall identify the as-delivered air system airworthiness certification basis. The certification basis shall be constructed in accordance with AWB-130, "Certification Basis". For commercial derivative aircraft, the certification basis shall be constructed in accordance with AWB-360, "Commercial Derivative Aircraft Airworthiness".

3.4Contact InformationThe Airworthiness Certification Basis shall include the contractor's responsible engineer(s) listing: name, phone number, email. The listing may be in contractor format and shall provide points of contact for each airworthiness certification criteria. This information shall be separate from the certification basis.

3.5Classification MarkingDocuments shall be marked in accordance with the applicable classification marking, as necessary, in accordance with DoD Manual (DoDM) 5200.01, Volume 2, DoD Information Security Program: Marking of Information, or Controlled Unclassified Information (CUI) markings (when applicable) in accordance with DoDI 5200.48, Controlled Unclassified Information (CUI).
