The purpose of the Airworthiness Compliance Report is to provide airworthiness certification criteria verification results. The data will be used to approve the airworthiness assessment and to support the airworthiness approval.
a. This Data Item Description (DID) contains the format and content preparation for the data product generated by the specific and discrete task requirement as delineated in the contract.

Preparation Instructions
1Reference documentsThe applicable issue of the documents cited herein, including their approval dates and dates of any applicable amendments, notices, and revisions, shall be as specified in the contract.
2FormatThe EZZ Template 130-1 or Airworthiness Certification Tool data import template shall be used for the compliance report (Copies of the templates are available upon e-mail request to [email protected].). The system description and information that is not included in the template shall be in contractor format. 3ContentThe Airworthiness Compliance Report shall contain the following:
3.1Data IdentifiersThe Airworthiness Compliance Report shall contain information needed to maintain configuration control (e.g., date, revision, and managing office).
3.2System DescriptionThe Airworthiness Compliance Report shall include information to identify the system being assessed (e.g., mission design series (MDS), engine types and quantity, crew and passenger capabilities) in accordance with Airworthiness Bulletin (AWB)-110, "Airworthiness Planning". It shall also contain a list of previous certifications obtained, either civil or military. (Copies of the AWB are available upon e-mail request to [email protected].) 3.3Compliance ReportThe report shall list the airworthiness certification basis, including Criteria Number, Criterion, Standard, Method of Compliance per MIL-HDBK-516, Airworthiness Certification Criteria, data references, relevant system specification requirements.
3.3.1Data references to support complianceIf data references to support compliance maps to a contractual requirement (e.g. SOO/SOW paragraph, CDRL), then the traceability shall be provided.
3.3.2Airworthiness Compliance ReportThe Airworthiness Compliance Report shall be prepared in accordance with Airworthiness Bulletin (AWB)-140, "Compliance Report". For commercial derivative aircraft, the compliance report shall be constructed in accordance with AWB-360, "Commercial Derivative Aircraft Airworthiness".
3.3.3Assessment of each applicable criteriaThe Airworthiness Compliance Report shall contain an assessment of each applicable criteria from the certification basis. Rationale shall be provided for each criterion as to compliance or non-compliance.
3.3.4Elements of the Method of ComplianceAll elements of the Method of Compliance shall be addressed. Each Method of Compliance shall be linked to specific substantiating data reference(s), to include document identifiers and titles that specifically support showing of compliance for the criterion. The Airworthiness Compliance Report shall also identify the location of any substantiating data and specific detailed references within (e.g. sections, pages, paragraphs).
3.3.5Document summaryThe Airworthiness Compliance Report shall contain a document summary that lists all substantiating data reference(s). The document summary shall include traceability to the appropriate section(s) it supports a show of compliance for and include the title, file name, document owner, and received or expected date. The EZZ Template 130-1 includes an example of this document summary listing report (Copies of the template are available upon e-mail request to [email protected].). 3.3.6Non-compliant criteriaNon-compliant criteria shall include a hazard, hazard risk acceptance code IAW AWB-150 "AW Risk Assessment and Acceptance", and mitigation plan. Restrictions shall also be identified for non-compliant criteria as applicable.
3.4Contact InformationThe Airworthiness Compliance Report shall include the contractor's responsible engineer(s) listing: name, phone number, email. The listing may be in contractor format and shall provide points of contact for airworthiness certification criteria assessments. This information shall be separate from the compliance report matrix.
3.5Classification MarkingDocuments shall be marked in accordance with the applicable classification marking, as necessary, in accordance with DoD Manual (DoDM) 5200.01, Volume 2, DoD Information Security Program: Marking of Information, or Controlled Unclassified Information (CUI) markings (when applicable) in accordance with DoDI 5200.48, Controlled Unclassified Information (CUI).
