Engineering Data for Provisioning (EDFP) is the engineering data used during initial provisioning of support resources, providing definitive item identification data to the Defense Logistics Agency for National Stock Number assignment.
Engineering Data for Provisioning (EDFP) is the engineering data used during the initial provisioning of support resources. Per DODM 4140.26 Vol 4, this technical data provides definitive identification of dimensional, material, mechanical, electrical, or other characteristics adequate for provisioning of the support items of the end item(s) on contract. As such, it serves as the primary means of transmitting item identification requirements to the Defense Logistics Agency (DLA) for National Stock Number (NSN) assignment. EDFP consists of data needed to identify the physical characteristics, location, and function of an item. IAW DODM 4100.39, EDFP will be used to
- Establish each item of supply with item identification that includes the minimum data required to identify the unique characteristics of the item and differentiate it from any other item.
- Perform Item Entry Control (IEC) review and assign a distinct NSN to every proposed item of supply that is not a duplicate of an existing item of supply.
- Ensure technical data supporting supply and logistics life-cycle requirements are available in the Federal Catalog Program (FCP) to facilitate the proper performance of cataloging, item identification, and other logistics data management tasks.
EDFP format composition (in order of precedence):
- Military or industry specifications or standards (e.g. Mil Specs, ASME, ANSI ISO, DIN)
- Engineering drawings
- Production or commercial drawings and associated lists
- Commercial catalogs
- Sketches or photographs with descriptive characteristics

b. This DID is applicable to all contracts which contain a provisioning requirement. However, EDFP is not required when the item is
- Identified by a military or civilian industrial specification or standard which completely describes the item including its materiel, dimensional, mechanical, and electrical characteristics.
- Identified as an Item of Supply in the Federal Logistics Information System (FLIS) via a National Stock Number (NSN) deemed suitable for procurement purposes by the Defense Logistics Agency (DLA).
- Listed as a reference item (subsequent appearance of an item) on a parts list.
c. Codifying Design Control Activity (DCA) is an essential element of Federal Cataloging. For contracting purposes, the following DCA definition should be cited in relation to this element and EDFP:
- A contractor or Government activity having responsibility for the design of a given part, and for the preparation and currency of engineering drawings and other technical data for that part. The design control activity may or may not be the actual manufacturer.
