The Product Baseline Index (PBLI) shows the current listing of documentation which comprises the authorized configuration identification of the Configuration Item (CI) (i.e., end-item product, equipment, or a system) being procured. The principal use is to provide the contracting activity a basis for review and evaluation of the detailed design for production, fielding and deployment, and operations and support of the equipment or system. The PBLI may also be used to identify the initial product baseline during engineering and manufacturing development.

This DID contains the format and content preparation instructions for the data product generated by the specific and discrete task requirement as delineated in the contract.

This DID supersedes DI-CMAN-81218 and DI-SESS-81878.

Preparation Instructions

1Reference documentsThe applicable issue of any documents cited herein, including their approval dates and dates of any applicable amendments, notices, and revisions, shall be as specified in the contract.

2FormatThe report shall be in contractor format.

3ContentThe report shall contain the following:

aGovernment-assigned nomenclature of the CI, model designation, Part or Identifying Number (PIN), and CAGE code

bTitle of the Document, i.e., Product Baseline Index

cPrepared by, i.e., Supplier's name and address

dPrepared for, i.e., Acquirer's name and address

eGovernment contract number(s)

fIdentification number of the PBLI

gRevision letter and/or date of revision of the PBLI

hPage 1 of _ (last page number), on each page of the PBLI

iTable of Contents which identifies the section number, title and first page number of each section

jIntroduction section which includes a description of the purpose of the PBLI

3.1The Report shall include the following sections

3.1.1Configuration Items (CIs)This section shall include the authorized configuration of this data and shall be defined by the documents identified in the PBLI. Each item of data identified in this listing shall include the document number, the latest authorized document revision, date, and the document title. The report shall contain the following sections:

3.1.2Military SpecificationsThis section shall include a listing of military specifications and standards which define the authorized configuration of the CI.

3.1.3Contractor SpecificationsThis section shall include a listing of contractor specifications, company standards, etc., which define the authorized configuration of the equipment or system CI. Each entry shall also include the document number, contractor CAGE, date and title of the specification.

3.1.4Government, Non-Government, DocumentsThis section shall include all ANSI-adopted (for U.S. use) International and Foreign Standardization Documents, Acquirer-approved national standardization documents of foreign countries. This section shall also include a listing of the existing standardization documents which define the requirements for an item (e.g., bulk material, standard hardware, material, finish).

3.1.5Government Furnished Information (GFI)This section shall include a listing of GFI which defines the authorized configuration of the CI.

3.1.6Technical Manuals (TMs)This section shall include a listing of TMs for the CI.

3.1.73D CAD Models, 2D Drawings, and DocumentsThis section shall include a listing of 3D CAD models, 2D drawings, and documents which define the authorized configuration of the CI. This section shall also include the CAGE, approved engineering change number or engineering release number.

3.1.8Product StructureThis section shall include the product structure showing component relationships of the CI in relation to its next higher assembly. Each Product structure level shall include the defining documentation (e.g., model, drawing, document, specification, standard, references) including the following:
